The StandineCommitteeMeetins of the NC/JCM held at Room No. 119,North Block, New Delhi on 3'd May 2017 underthe chairmanshipSecretary(Personnel),Governmentof India. S/Shri M. Raghavaiah, Leader JCM (Staff Side) and NFIR General Secretary,PresidentNFIR Guman Singh, Working PresidentR.P. Bhatnagar and Vice PresidentK.S. lmyortant points deliberatedin the meeting:(a) In the opening address,the LeaderJCM (Staff Side) has conveyedto the Secretary(Personnel), the seriousdisappointmentand unhappinessamongCentralGovemmentemployeesover breach of commitment on the part of Governmenton major issues.He cited the assurancegiven by the Senior Ministers on 30* June 2016 on the demandfor revision of minimum wage, multiplying factor and official statementissuedby the Ministry of Financeon 06tr July 2016 for constituting High Level Committee to examine theseissuesfor placing before the Cabinet.Unfortunately, only one meeting was held by the Additional Secretary(Expenditure)and thereafternothing is known on these vital demandseven after lapse of about 10 months. The Leader JCM (Staff Side) also expressedunhappinessover lack of transparencyon several issues discusSed, consequenttyihe JCM (Staff Side) is kept in dark He pointed out that the 7ft CPC recommendationfor revision of pension to the retired employeesand said that although the JCM (Staff Side) is the major stakeholder and held discussions,the contentsof the report of the Committee are not made available to us. This revealsthat the Governmentdoes not bother to sharethe information with JCM (Staff Side),he pointed out. (b) On Allowances, he said that though discussionswith the Staff Side JCM, the views of the Committee headedby Finance Secretaryare not sharedwith the JCM (Staff Side). Apart from this, the decision on Allowances has been procrastinatedfor several months leading staff dissatisfaction.He further said that it is not known whetherthe Governmontwill be modifying the recommendationsof 7s CPC on Allowances on the basis of justification given by the JCM (Staff Side) as the report of the Committee though finally submitted, the proposals are not known to JCM (Staff Side). He urged upon the Chairmanof the meetingto convey JQM (Staff Side)demandthat Allowancesshouldbe given effectfrom 0l't January2016. Contd.Page...2

On otherissues,the LeaderJCM (Staff Side)pointedout were as follows:-
(a)
14.29% hike in the wages of Running Staff in Railways has not been ensured inspite of Resolution of Finance Ministry, Government of India. He said that the Railway Ministry's proposalis pending with Ministry of Finance.
(b)
The referencesmade by different ministries to the DoP&T/MoF as a result of discussionsbv the JCM constituentsare pending with the Governmentwithout finalitv.

Conclusiorr
(a)
The LeaderJCM (Staff Side) requestedthe Chairmanof the meeting to convey unhappinessof the JCM (Staff Side) to the Government and also take initiatives on the poitttr trightighteA above,mainly minimum wage,multiplying factor, pensionparity etc.
(b)
The action taken statementon pending items have b.e..g3 reviewed in the meeting. The draft minutes are expectedto be receivedsoon from DoP&ffifinalization of the minutes,samewill I be circulated.
(c)
The Railway related demandsmainly counting of temporary statusservice of casuallabour in full for the purpose of retirement benefits was discussedin the meeting. It was assuredto considerafter further consultationswith the Ministry of Railways.
(d)
MACPS issueswere discussedbut however there is no finality.
(e)
Re-fixation of pay of re-employed Defence Forces Personnel in the Central Government (POBRs)- under examination[ATS - S No. 26/ItemNo. 6(XIV)].
