Founded in 1979, St Andrew’s Refugee Services (StARS) is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through four programs: education, legal, community outreach, and psychosocial services. StARS’ Vision: StARS’ Vision is a safe, inclusive and supportive environment for refugees in which they can exercise their rights, pursue their aspirations, and live in dignity. We serve people from many places, including Ethiopia, Iraq, Sudan, South Sudan, Somalia, Eritrea, and Syria. Job Description: StARS services StARS’ Psychosocial Program (PS) assists refugee adults and children in overcoming barriers to meeting their basic needs. PS focuses on health, mental health, and social needs, such as shelter, security, and community support. StARS PS has teams providing individual psychosocial support to adults and families; individual psychosocial support to unaccompanied children and youth (UCY); medical advocacy; runs an intensive education and psychosocial program for unaccompanied children who are unable to access formal education; delivers group activities where people can find additional support and access relevant information for their psychosocial wellbeing. StARS Refugee Legal Aid Program (RLAP) assists refugees in issues relating to their refugee status determination before United Nations High Commissioner for Refugees (UNHCR), including preparing refugees for their interviews and representing them on appeal. RLAP also screens and refers vulnerable refugees to UNHCR for resettlement, and for those with serious protection needs (including detention). StARS Education Program comprises of a Children’s Education Program (primary and secondary school for over 250 children), three pre-schools for children aged 2 – 6, an Adult Education Program (offering part-time language and vocational courses), and a Capacity Building Program (running professional development courses for refugees, and teacher training programs). StARS Outreach Program works with refugee communities and community-based organizations, providing information and advice to communities, as well as capacity building on program management activities. StARS runs its programs through 18 different teams, comprised of over 230 staff, of whom more than 85% are refugees themselves or from forcibly displaced communities. 25% of StARS staff are youth staff aged 18 -21 who arrived in Egypt as unaccompanied children (without their parents). StARS also has support from around 100 part-time and full-time volunteers. StARS’ working language is English, however many staff and clients are Arabic speakers, and speak a range of languages from their countries of origin.

Role: Maadi Office Site Officer Under the supervision of the Director of Operations the Maadi Office Site Officer is responsible for the management of all matters relating to property, procurement, and day-to-day financial stewardship occurring at the office in Maadi. The Maadi Site Officer is essential to ensuring the smooth running of all StARS programs and providing all necessary support so ensure the effective, efficient, and compassionate delivery of services at the Maadi Office Site. The Maadi Office Site Officer supervises a number of support staff and is responsible for weekly communication with StARS’ senior management. Responsibilities All duties are carried out under the supervision of the Director of Operations of StARS. Effective communication with the Director of Operations, and other members of the StARS’ leadership team, is essential to the success of this role. Finance  Run the Maadi petty cash account and provide the Director of Operations with all required documentation in a timely manner.  Submit cash requests for the Maadi petty cash account and other expenses outside of the petty cash.  Support Maadi Office Site staff in accessing their salaries every month. Property Management  Open and close the Maadi Office Site or ensure that another Director or Coordinator closes the site in accordance with the Maadi Office Site Manual.  Inform the Director of Operations immediately of any problems or deficiencies at the Maadi Office Site.  Respond in a timely fashion to all deficiencies in the Maadi Office Site and keep the Director of Operations updated of any problems in this regard.  Develop and maintain good working relationships with neighbors, maintenance companies and keep a list of contacts in case any maintenance is needed.  Arrange and supervise all necessary work at the Maadi Office Site with approval from the Director of Operations.  Ensure that all staff sign in and out of the Maadi office and manage the appointment calendar.  Administer payments and assure clear record keeping of any payments in accordance with the financial guidelines and other policy documents of StARS. Procurement  Purchase materials such as office materials, furniture, and other equipment if requested by the Director of Operations.  Maintain a stock of office materials, cleaning, and other materials for the running of programs for the Maadi Office Site, cleaning staff, and security staff as appropriate.  Ensure that all purchases above a certain amount of money are carried out only after the receipt of three written offers in accordance with StARS Financial Guidelines. Supervision  Provide supervision and line management to the cleaning and security staff at the Maadi Office.  Ensure that personnel files for all supervised staff are properly collected, organized, maintained, and kept confidential in collaboration with the Staffing Coordinator.  Complete the timesheet for the support staff in Maadi Site.

Implement StARS’ performance management process for all supervised staff. Ensure that all supervised staff receives an appropriate orientation to StARS and our programs. Ensure all supervised staff members receive appropriate training and professional development. Ability to assess and respond to emergency situations calmly and quickly. Other duties as assigned.

Qualifications and Experience  A demonstrated ability to lead, motivate, supervise, guide, support, and discipline team members as well as cooperate with colleagues.  University degree in management, administration or related field is desirable.  Fluency in spoken and written English, with skills in spoken and written Arabic are both essential.  Work history demonstrating a commitment to professionalism, effective communication skills, and the ability to work with a multi-cultural team.  Experience working or volunteering in international development to support refugee communities, in particular with community-based organizations.  Commitment to non-discrimination on the basis of gender, race, disability and religious beliefs.  Ability to prioritize work, multi-task, and meet demanding deadlines.  Ability to use good interpersonal skills to network effectively both inside and outside the place of work.  Strong organization and planning skills, detail oriented.  A positive attitude and collaborative approach to dealing with clients and staff. Hours: 8 hours per day, 5 days per week (Sunday - Thursday), and other hours (weekends and evenings) as required. Supervised by: Director of Operations Salary: 4,400 EGP/month, rising to 4,700 EGP a month following successful completion of probation period, 170 EGP/month medical allowance and 50 EGP/month pension contribution).
