Further to above, NFIR desires to state that the Ticket Checking Staff of Zonal Railways continued to face hardships while discharging official duties. Federation places below the grievancesrecently received from the Ticket Checking Staff:(i)

As per instructions of Railway Board, 7o/oof the staff is required to be utilized un Ticket Checking Squads and the remaining 93o/o staff is to be deployed on passengeramenities.These are not being followed on various Divisions/Zones, more particularly on Central Railway. The Ticket Checking Staff is being allotted one berth in 3 AC coach for self to perform duties insteadof aberth rn2noAC usedto be allotted earlier.This causes inconvenienceto the passengersof 3 AC coach and is a causeof complaint against Ticket Checking Staff.

In this connection Federation desires to suggest that the TTEs working on trains should be allotted one berth in higher class AC coach and also for every two coachesin the sleeperclass. (iir)

Non-provision of facilities in the TTEs Rest Houses.

The Federation has been inviting attention of the Railway Board to augment the capacity of TTEs Rest Houses and to provide them facilities similar to the Running Staff in the Rest Houses.There has been lukewarm responseto federation's efforts. (iv)

Victimizat[on of Ticket Checking Staff.

, Federation has been receiving reports through its affiliated Unions on all Zonal Railways that the Authorities have been victimizing and harassingthe honest, dignified and upright Ticket Checking Staff in the name of theft/pilferage in the running trains. While the security staff (GRP & RPF) are accountable,the TTEs are being victimized. The Ticket

Checking Staffarealsovictimizedatthehandsof someVigilanceInspectors Otiiq*Li ifl^'J;, fabricated cases. TheVigilanceInspectors whilechecking thecoaches ontrainshurhiliatethe Ticket Checking Staff causing severeembarrassment.

Automatic creation of posts of TTEs at the time of introduction/addition of new train services.

There is general practice on Indian Railways that whenever new trains are introduced or there is addition to the existing services,instructions are issued by the Railway Board to manage the new or additional services from within the existing stiength of staff. This is causingadverseimpact on the existing staff who are over burdeneJ with iire work load. Federationsuggeststhat creationof posts for new services/additionalservices should be ensuredsimultaneouslywithout insisting on matching money value. (vi)

Proper deployment of Ticket Checking Staff.

The Ticket Checking Staff have been complaining about their mis-utilisation. Federation suggeststhat keeping in view the stiff targets nxeA Uy the Zones, the staff be deployedjudiciously for the Ticket Checkingjobs and *t to be utilized elsewhere. (vii)

Supply of Uniform

The Uniform supplied is non-brandedand substandard. Federation suggests that branded quality Uniform Cloth is supplied to the Ticket che.cking Staff who belong to Public Imagi Caiegory staff, therefore the opiion of branded quality Uniform, payment of stitching chargesand washing allowance needsto be looked into in proper perspectiveto improve the image of the Railwq" NFIR therefore,requeststhe Railway Board to kindly look into the difficulties faced by the Ticket Checking Staff, as mentionedabove,and issuesuitableinstructions to the GMs of Zonal Railways to resolve the above mentioned grievances early.
