CALL TO ORDER
The May 7, 2015 regular meeting of the Ojai Parks and Recreation Commission was called to order by Vice Chair Sage Intner at 6:00 p.m. at Ojai City Hall, 401 S. Ventura Street. Pledge of Allegiance: The pledge was led by Vice Chair Intner. 2.
ROLL CALL
Parks and Recreation Commission members present: Vice Chair Sage Intner, Commissioners Austin Becker, Adam Dutter, Brian Ford, Robert Roddick. Commissioners absent: Chair Sunday Rylander. Also in attendance: Recreation Manager Sophocles Cotsis and Deputy City Manager Steve McClary and Council Member Liaison William Weirick. 3.

A.
Heather King — Wilderness Program
Heather King spoke on the Ventura Wild Summer Camps - Wilderness Program for kids being offered through the Parks and Recreation Department. 5.
POLICE DEPARTMENT REPORT
Sgt. Harwood reported on police activity in the parks, Citizen's Academy, Amgen bike race going through Ojai on May 14 and a burglary at Oak View School. 6.
PUBLIC WORKS UPDATE
Public Works Director/City Engineer Greg Grant gave an update on water saving measures the city is implementing and shade structures for the Story Telling festival. Vice Chair Intner asked for a discussion regarding water to be placed on a future agenda. She felt some of the parks needed to be watered and maintained at an optimal level for recreation activities.

DISCUSSION ITEMS
A.
Libbey Park Playground Community Design Build Process
Public Works Director/City Engineer Greg Grant presented the Libbey Park playground Community Design Build process. Vice Chair Intner asked if there would be information at the Recreation open house on Saturday, May 16 and if information was being sent to the following schools: Mira Monte, Summit, Topa Topa (will be on site), San Antonio, Meiners Oaks. Staff indicated they would provide something for the open house and work with the schools. The Commission gave input on the footprint, boundary of the new playground and initial design considerations: • • • • • •

Keep the same footprint Two story structure okay, don't exceed 20 feet in height Color - use natural hues, browns, blend into the environment Create a nice large play ground structure that compliments Libbey Park Facilities Committee will work with staff to review design Assign a member from the Historic Preservation Commission and Arts Commission to work with Facilities Committee in reviewing the design Prioritizing Capital Improvement Projects for Recreation Facilities

Deputy City Manager Steve McClary said the CIP assumes that the City will be able to set aside $50,000 a year towards recreation and park improvements; however that funding is not guaranteed. The Commission concurred with list provided as well as provided changes/additions to the list as follows: • • • • •
FY 15-16: Libbey Park Water Element FY 15-16: Gymnastics - $10,000 FY 15-16: Skate Park Lights — not to exceed $20,000 FY 18-19: Sand, repaint and refinish the gym floor FY 17-18: Ball fields - $40,000
Deputy City Manager Steve McClary gave an update on the bike park progress. C.
Update on FY 15/16 Operating Budget
Deputy City Manager Steve McClary gave an update on the operating budget. Recreation Manager Sophocles Cotsis said most programs are exceeding or at budget expectations. Mr. McClary said the only program that may not meet what was expected is the tennis program. Mr. McClary said $33,000 was projected, but right now the budget is at about $20,000. D.
Sarzotti Park Master Plan Update
Deputy City Manager Steve McClary said the Parks and Recreation Commission recommended to the City Council on April 14 to enter into an agreement with Pacific Coast Land Design to prepare the update to the master plan. At that meeting the City Council chose to award the contract to Community Works Design Group.

Summer Meeting Schedule
Deputy City Manager Steve McClary asked if the Commission wanted to cancel the regular meeting of July 2, 2015 or any other regular meetings. The Commission requested to table this item to be discussed at the next meeting. 9.
RECREATION STAFF REPORTS
A. April/May program review Recreation Manager Cotsis reported on recent programs. B. Summer activity guide Recreation Manager Cotsis reported on the distribution of the summer activity guide and programs. C. Teen programs Recreation Manager Cotsis said flyers have been sent to the schools, a display ad has been placed in the new activities guide, Ojai Valley News and in Nordoff newsletter. D. Open house: May 16. 11 a.m. to 2p.m. Recreation Manager Cotsis announced the Recreation Open House will be Saturday, May 16 and staff is busy with preparations. E. Bike Park/Pump Track update Recreation Manager Cotsis said staff met with Ojai Valley Tennis to discuss the project. F. More Announcements from Staff Deputy City Manager Steve McClary said staff is working on an exchange services agreement with Pony Baseball to redo the Score board/booth and repaint the game room. 10.
COMMISSIONER REPORTS AND COMMENTS
Vice Chair Sage Intner announced outgoing Commissioner Duane Basore resigned as of April 1 and incoming Commissioner Ryan Firestone will be in attendance at the next meeting. 11.
CITY COUNCIL LIAISON REPORT — No report.

FUTURE MEETING DATES AND AGENDA ITEMS
Deputy City Manager Steve McClary said upcoming items to be discussed at City Council meetings are Budget, Capital Improvement Project Budget, Libbey Community Playground project, Fees, Joint Meeting with the Parks and Recreation in August, and staff will schedule the meeting regarding Sarzotti Master Plan discussion. Vice Chair Sage Intner asked for the water discussion to be placed on a
