Randy Reinbold and Amy Donavan, Council co-chairs, welcomed attendees at 7:10pm and reviewed agenda items for meeting. Introductions were made among attendees. Randy went over the Beverly SEPAC mission statement. MISSION STATEMENT: THE PURPOSE OF THE INTERIM SPECIAL EDUCATION PARENT ADVISORY COUNCIL (ISEPAC) IS TO DEVELOP AND LAUNCH A SEPAC ACCORDING TO THE FOLLOWING DIRECTIVE FROM SECTION 3, CHAPTER 71B OF MASSACHUSETTS SPECIAL EDUCATION LAW "…. THE SCHOOL COMMITTEE OF ANY CITY, TOWN, OR SCHOOL DISTRICT SHALL ESTABLISH A PARENT ADVISORY COUNCIL ON SPECIAL EDUCATION. MEMBERSHIP SHALL BE OFFERED TO ALL PARENTS OF CHILDREN WITH DISABILITIES AND OTHER INTERESTED PARTIES. THE PARENT ADVISORY COUNCIL DUTIES SHALL INCLUDE BUT NOT BE LIMITED TO: ADVISING THE SCHOOL COMMITTEE ON MATTERS THAT PERTAIN TO THE EDUCATION AND SAFETY OF STUDENTS WITH DISABILITIES; MEETING REGULARLY WITH SCHOOL OFFICIALS TO PARTICIPATE IN THE PLANNING, DEVELOPMENT, AND EVALUATION OF THE SCHOOL COMMITTEE'S SPECIAL EDUCATION PROGRAMS.”

Randy reviewed the Beverly SEPAC Interim Leadership group and titles. (PowerPoint slide) Randy described to group “Building of a SEPAC (PowerPoint Flowchart slide) Talked about resources SEPAC can utilize through Special Education Department, examples given -library books, CONNECT-ED, Beverly Public Schools website links, etc.

Attendees broke into 3 working groups to discuss: Website Engaging the Community Brochure and Welcome Packet Attendees reconvened to review ideas and deliverables associated with each group. Information recorded by Randy for action and/or further review. (PowerPoint Communication Slide) Website group presentation by Amy Donovan included ideas for initial information the SEPAC website should include, and items for consideration: FAQ’s Contact information/Who’s Who Flowchart of district services Leadership of PAC How does SPED operate? List of acronyms used in SPED Transition information Information describing what is and IEP? What is a 504? Bylaws Minutes and calendar What are the roles within SPED? Structure and function. Links Translation of information into languages most prevalent in district – Spanish? Engaging the Community group presentation by group members Judy Martin and Randy Reinbold included the following ideas and items for consideration and further review: How to reach parents in Beverly with children who have special needs Look at Kindergarten assessment days to give out information Reach out to include: Parents Teachers PTO’s Medical professions, offices HES Facebook page for communication/presence/outreach/information from other entities School Liasons for all elementary, Briscoe, Beverly High School, out of district placements. If representative cannot attend PTO meetings then make sure SEPAC has an agenda item PAC brochure available for parents to pick up in offices, library, with teachers, in child care facilities Informational Fair inviting area Special Education Resources, including Camps

Possible separate event inviting resources available within the Beverly School System How to begin communicating to parents? Core group, then branch out. Basic Rights Training event to be scheduled ASAP Second training “Navigating the IEP process”? Needs assessment, then third event? Sibling Group presentation? Brochure and Welcome Packet Group information presented by Diana Adams included : Investigating other districts welcome pack Simple Brochure information (PowerPoint Slide) Where should information be made available? Kindergarten assessments Orientations Have SEPAC attend PTO meetings and be on agenda Have SEPAC present at Curriculum nights Have brochure available at Head Start, Early Intervention Diana will have a draft of brochure for next meeting. LOGO? Important. One option recommended by Deb O’Connor was to have SPED summer camp “School’s Out” program design Meeting ended at 8:45pm. Next meeting is scheduled for Wednesday, August 10 at 7pm at the Beverly Public Library.
