Abstract Based on the quantitative reconstruction of enrollments to higher education included in milestone 2 of Operational objective 1, we noticed that the number of study places has been systematically reduced from 1981 to 1987, with the most serious cut occurring in 1982. We also identified the differences between the central allocation of study places and the actual enrollments to the institutions of higher education.
