Pubsuant to Section 5 of Presidential Decree No. 465, the following municipalities in the province of Pangasinan are hereby reclassified, effective July 1, 1978, on the basis of their average annual income actually realized during the last four (4) 81 consecutive fiscal years (1974-1977), as ceritifed by the Commission on Audit under letter dated December 10, 1979, as followss+

However, the municipalities of Aguilar and Sual maintain their present classifications as both Fifth Class considering their average annual income of ?214,432.42 and £173,797.87, respectively, actually realized during the last four (4) consecutive fiscal years (1974-1977), as certified also by the said Commission. The foregoing classifications shall be the basis for determining the maximum amounts expendable for salaries and wages representation allowances, administrative aids and other statutory contributions in the adoption of the annual budgets, as well as the maximum salary rates of local government officials and employees
in accordance with existing law and regulations. This accordingly supplements Ministry Order No.1-80 dated January 10, 1980, this Ministry. By authority of the Minister:
