Authorizing the holding of the 1983 Inter-Agency worts Tournament of the Ministry of Finance
Pursuant to Memorandum Circular No. 1130 of the Office of the President requiring all government agencies to institute and implement a continuing sports and physical fitness program for their officials and employees in relation to Section 29 and 34 of the Civil Service Decree of the Philippines as amended, and in order to bring about a healthy atmosphere and spirit of togetherness and camaraderie among the personnel of the bureaus/agencies comprising the Ministry of Finance, the holding of the 1983 INTER-AGENCY SPORTS TOURNAMENT to be hosted by the Bureau of the Treasury is hereby authorized. Participation in the Tournament as well as in the Opening Ceremonies shall be on official time and the participants including tournament officials thereof entitled to transportation expenses and reasonable allowances as are allowed participating athletes to the 1983 IDEAL Sports Tournament, chargeable against the appropriations of the respective agencies, subject to the availability of funds and the usual accounting and auditing requirements. Athletes shall be allowed to practice on official time twice a week for not more than one (1) month immediately preceding their scheduled games. The events, including practice games, however, shall be scheduled in such a way as to ensure the least disruption of the normal work of the office or its unit thereof. The uniforms of the athletes and participants in "walkathon," which will precede the Opening Ceremonies shall be limited as far as practicable to T-Shirts, round neck, white, in accordance with the design approved by the MOF Sports Coordinating Committee. To encourage the active envolvement of a great majority of our personnel in this sports activity, no official or employee shall be allowed to participate in more than one (1) sports event unless extremely necessary to complete the team. As part of the Ministry's cost-reduction efforts, only one (1) set of uniform shall be issued to any employee either as an athlete or team official and claims for reimbursement of transportation expenses and other benefits herein allowed shall be limited to a single sports event. Staging of events where there are less than five (5) participating agencies shall only be considered as exhibition matches.

The MOF Sports Coordinating Committee shall initiate, administer, coordinate, and supervise all activities relating to sports in the Ministry. Heads of bureaus/offices are requested to extent full cooperation to the MOP Sports Coordinating Committee, and/or the host bureau to ensure success of this year's tournament. In the furtherance of its assigned task, the MOF Sports Coordinating Committee may enlist the services or assistance of any official or employee of the Ministry or create an Executive Committee, a Secretariat, both to be headed by the Host agency, and other tournament committees to promulgate rules and regulations for the orderly conduct of the sports events. Protests against noneligible team ,members shall be filed before the start of the particular sports event or within 24 hours after its opening; otherwise the tournament committee concerned shall not give due course to said protest. This Order shall take effect immediately and all concerned guided accordingly.
