Your Village government is here to work for you and to provide services that will enhance your quality of life. As part of that commitment, this informational guide is intended to improve citizens' access to information as well as encourage visitors and businesses to make Lakemoor their new home.
In the mid 1800's, the earliest European settlers in the area were farmers attracted by good soils and innkeepers attending to hunters and fishermen coming to the Fox River, local lakes and woodlands. The first organized subdivision of property, immediately west of the Lake/McHenry County line along Route 120, was completed by Sampson & Sex in 1926. Lots were advertised as including lake and beach rights and were marketed for summer homes and cottages. The earliest commercial buildings were associated with the services to the summer residents and visitors but by the early 1930's some permanent residents had settled and year round businesses established. Summer visitors outnumbered the permanent residents through the 1940's it was part-time residents who pushed for and controlled the Village of Lily Lake incorporation in 1938 - but more and more people were converting summer homes or building year round residences. The maintenance of roads, clearing the Lily Lake Drain, refuse pick-up and other municipal services placed burdens that property owner associations and other dues paying organizations had a difficult time funding and accomplishing. In 1951 a new petition for incorporation for an area generally described as east of Lily Lake Road, west of the county line, on both sides of Route 120 was filed with McHenry County. In a close election incorporation was approved and Lakemoor became a Village in June 1952. The Village grew slowly. A few hundred people at incorporation in 1952 had only expanded to 723 at the 1980 census. By 1990 the suburbs had begun to reach into the area and the population reached 1165. The 2000 census figures more than double those of 1990 at 2788 and the Village is now set squarely in the path of suburban growth with a current population of 6,017 and growing.

Village Government
The Village of Lakemoor is governed by a Village Board that consists of a President and 6 trustees that are elected at large and serve four year terms. The Village Trustees are the legislative department of the Village, whereas the Village President is the Chief Executive Officer of the Village and has supervision over all executive officers and employees of the Village. The Village President also has the authority to appoint, by and with the advice and consent of the Village Board, members to the various boards, committees, and commissions within the Village. Planning and Zoning Commission
The Planning and Zoning Commission is an advisory commission that consists of nine (9) members that are appointed by the Village President and confirmed by the Village Board. The Planning and Zoning Commission conducts public hearings and make recommendations to the Village Board on the following:
Amendments to the Zoning and Subdivision Ordinance Conditional Use Permits, including Planned Unit Developments Subdivisions Variances Zoning reclassifications
All meetings are on an as needed basis and are open to the public.

The Village of Lakemoor offers a free, voluntary email service to anyone interested in learning more about Lakemoor’s activities, events, services, and updates. For more information please contact the Village either via phone (815-385-1117 or visit us online at www.lakemoor.net.
Garage Sales
A residential dwelling may have a garage sale so long as each sale does not exceed three (3) consecutive days. In addition a permit fee of $5.00 is required for each event. Permits are available online at www.lakemoor.net.
Block Parties
Any resident wishing to hold a block party should first apply for a permit at the Village Hall BEFORE making any arrangements. For more information please contact the Village at (815) 385-1117 or download an application online at www.lakemoor.net.
Business License / Contractor Licenses
All businesses and contractors operating within the Village of Lakemoor are required to obtain a license. Home based businesses are subject to Chapter 22 (Zoning Ordinance) of the Village of Lakemoor Municipal Code and must be approved by the Village. Applications and guideline are available on the Village’s website at www.lakemoor.net.

Programs and Ordinances
Each resident will be provided a 95 gallon tote cart for rubbish. A 65 gallon recycling toter will be provided to each home at no extra charge. Items to be recycled include newspaper, glass bottles and jars, tin and aluminum cans, plastic and cardboard. Recycling bins will be picked up on your normal garbage day Rubbish and recycling is collected once a week and should be placed at the curb no more than 24 hours prior to your normal pick up schedule. Yard waste must be put in biodegradable bags only and bag may not exceed 50lbs and must have a yard waste sticker, which can be purchased either through Groot or at the Village Hall. If your pick up date falls on a legal holiday, pick up will be made on the following day (including Saturday). The observed holidays are: Memorial Day, July 4th, Labor Day, Thanksgiving, Christmas Day and New Year’s Day.
On street parking and overnight parking on Village streets is permitted on specified streets as signed and posted. Recreational vehicles and vehicles exceed a gross weight of 6,000 pounds and a length of 20 feet shall not be parked on street. For more information, please contact Village Hall.

A building permit gives you legal permission to start construction of a building project in accordance with approved drawings and specifications. Building permits are very beneficial to you and the Village of Lakemoor. By working with our experienced staff, you will benefit from their knowledge of building and zoning codes to ensure your construction project is built right, will be built safe and will last. Safe construction practices help protect you, your family, your friends, and your investment.
When is a Building Permit Needed?
All residents are required to check with the Building and Community Development Departments for information on local and state codes prior to remodeling or construction of any kind. Village staff is there to serve the public by providing information about safety and understanding of local building and zoning codes. Be sure to discuss your plans with Village staff before you begin construction to determine whether you need a permit. Permits generally included but are not limited to the following:
