Off-Highway Motor Vehicle Recreation Commission Considers Approving an Updated General Plan for Carnegie SVRA SACRAMENTO, Calif. — The California Off-Highway Motor Vehicle Recreation Commission will hold a public meeting to consider approving an updated general plan for Carnegie State Vehicular Recreation Area (Carnegie SVRA). The general plan is a broad-based policy document that establishes a long-range vision for the recreation area and provides goals and guidelines to direct future improvements, services, and programs. The public meeting will be held this Friday, October 21, starting at 10 a.m., in Sacramento’s City Hall, 915 I Street, Sacramento (95814). Located in the hills of eastern Alameda and western San Joaquin counties, Carnegie SVRA is one of nine SVRA’s administered by California State Parks. By providing a clear purpose, a vision, and goals and guidelines, the general plan defines the broadest possible management framework for program development, ongoing management, and public use of the SVRA. The updated general plan would direct management of the recreation area over the next 20 to 30 years. Future implementation-level plans and projects envisioned in the general plan would be analyzed in light of the program environmental impact report (EIR) along with necessary project level analysis and permitting.
