SUSD Bright Spots MAIN STREET MIDDLE SCHOOL Much progress is now being made now thta our rainy season is over. Pardon our noise as we make progress in the new middle school. Trustees Fernandez, Massa, Berlanga, Supt. Guzman, and CBO Vega were on hand last Friday to place the first corner stone or block.

Special Olympics Our amazing students competed and had a strong finish at the Special Olympics. The important thing is that everyone had fun.Congratulations! A huge shout out to our staff.

Educational Services Team LCAP Goal 2 & 6: Library Media Clerk at Frank Ledesma The library at Frank Ledesma is a very exciting place to visit as Keri Dean, the Library Media Specialist decorates the Library to capture the interests of all their students. If you haven't had a chance to visit their library, please make time as Keri does an outstanding job of bringing the excitement of reading to the students at Frank Ledesma!

AB 1567 Assembly Bill 1567, beginning July 1, 2017, would give first priority enrollment to after school program for pupils who are identified by the program as homeless youth, as defined, and pupils who are identified by the program as being in foster care. The bill, beginning July 1, 2017, would require an after school program or a before school program (ASES and 21 Century Grant Funded) to inform the parent/ caregiver of a homeless/ foster youth pupil their right to receive priority enrollment and how to request priority enrollment to these grant funded programs. The bill, beginning July 1, 2017, would require ASP administrators to allow self-certification of the pupil as a homeless youth or a foster youth. State Controller Reports April Income Tax Revenues Fall Short $704 Million The State Controller’s Office reports that personal income tax (PIT) revenues for April 2017 have fallen short of Governor Jerry Brown’s January Budget forecast by $704 million. According to the office’s Personal Income Tax Daily Revenue Tracker, collections for the month totaled $12.76 billion compared to the target amount of $13.464 billion. In addition, the Legislative Analyst’s Office (LAO) reports that corporation tax revenues for the month could fall short several hundred million dollars. (There is no report on sales tax collections for the month.) Over the course of April, our internal tracking of daily collections showed that revenues were running on target to meet the Governor’s Budget forecast. The analysis was complicated by the difference in collection days in April 2017 compared to April 2016; however, over the final five collection days, a shortfall began to materialize, growing in magnitude each day. The final tally shows April income tax collections totaling 94.8% of the amount needed to reach the forecast level. Upon release of the Governor’s January Budget, the LAO had concluded that there was significant upward potential in state revenues, with 2017-18 collections potentially reaching up to $4 billion more that the Administration’s Department of Finance forecast. Similarly, many legislators are hoping for a boost in revenues at the May Revision, based on the LAO’s earlier assessment and prior year upward adjustments in May. Unfortunately, there is little evidence to support a strong May Revision revenue adjustment this year. While March 2017 tax receipts far exceeded the forecast by $1.4 billion, bringing year-to-date revenues $1.2 billion above the January forecast, the shortfalls in April PIT and the corporation tax revenues have eroded most of this advantage. Upon closer review, this year’s April PIT collections did not even reach the level in April 2016, falling short $640 million. This weakness comes in spite of strong employment growth and a rising stock market through 2016. At this point, what appears most likely is a May Revision that largely resembles the January Budget forecast. We do not expect any significant change in the Administration’s expectation for revenue growth in either the current year or for 2017-18. It is worth noting, however, that lower current-year and budget-year expenditures can have the same effect as upward revisions to revenues, providing additional resources for state programs. Expenditure adjustments, however, do not affect the minimum funding guarantee for K-12 education and the community colleges under Proposition 98. Beyond the factual details of revenues and expenditures, it should be remembered that the Governor has broad flexibility in projecting 2017-18 and the out-years. !5

Technology

Network Re-Cabling Project Update We had originally planned to begin the work on the cabling project in June, however because E-Rate funding does not arrive until October, we have decided to wait for that before beginning to work on the project. Work will begin after we receive the funding, so hopefully by November. Work will be limited to after school hours so our timeline will have to be extended. We still anticipate the project to be mostly complete before CAASPP testing season next school year in 2018, and complete before the end of the school year.

This Week in Technology We are finalizing our E-Rate submissions for our C1 & C2, including our re-cabling project and our voice/internet services. A draft of our Technology Plan has been prepared and is currently in review before going to the board. Testing has not had any major issues at any sites, bandwidth seems to be doing fine.

Security Cameras Any security camera issues are now being taken care of by MOT department. If you need assistance with security cameras, please submit an MOT request.

Our Secondary iPad order is currently being processed and is in production. We are waiting for more manufacturers to make other cases so we can have more samples to chose from.

We are planning for secondary iPad collection and the end of the school year.

MAINTENANCE, OPERATIONS, TRANSPORTATION, & FACILITIES District Vehicle Requests - AR 3541.1

Weekly FMOT Activity Report ! The FMOT Director met with school site principals and staff this week to review all outstanding work order requests and special projects. ! The top 10 graduates banner is in progress expecting the pictures of the graduate on May 5th. Proofs will be approved by stakeholders prior to banner production. ! Met with FFA and administration at the high school to develop a plan to relocate the animal pens next year. During the next year an alternate off campus facility will be sought. ! A comprehensive audit and cost estimate was developed for budget planning to renovate/replace play structures at all elementary schools. The plan includes additional equipment and shade structures. ! The high school and middle school graduation set-up at the high school stadium was reviewed by the principal and administration. Beyond the routine items, additional security will be hired, additional chairs rented, and a back-up audio system is planned. ! A meeting was held at the high school tennis courts to review vandalism, lack of security, and use controls. The graffiti will be cleaned off, a secure lock will be added to the gate, and use will be processed through the facility use procedure at the high school office.

We understand many of you are still adjusting to the Board Policy, AR 3541.1 The transportation department can no longer approve, or provide district vehicles to employees that intend to transport students. You may still request the vehicles if you intend to put a certified school bus driver behind the wheel, and you will be billed field trip rates. We understand the challenges this creates but this is a Board approved policy. If you would like further clarification you may call the MOT department at 678-2180, or look up the policy through the district website.
