Exploring the dynamics of diverse workplaces, Frank presents clear and concise directions on how all of us can contribute to making our jobs rich with humor, humanity, and joy. WARM UP THE WORKPLACE Frank Pastizzo’s background includes working side-by-side with doctors in air force emergency rooms, teaching high school English and Drama in England, touring as a stand-up comedian and professional actor in Europe and the U.S., and working as a health care administrator and marketing executive for various agencies in New York. Through an eclectic mix of music, comedy and poignant story telling from his diverse background, Frank Pastizzo forges a connection with his audiences. Seeing the workplace as an extension of our lives where we spend the majority of our time, Frank inspires us to bring the qualities we hold most ideal in our family lives, into our schools, businesses and organizations. Fiscal Management

Douglas Rosenberry, OASAS Director of Talent Management and Fiscal Evaluation In March 2010, OASAS released the new Administrative & Fiscal Guidelines for OASAS Funded Providers. These Guidelines assemble, in one place, the fiscal standards that are embedded in a host of State and Federal policy directives to provide easy access to the provider community and enable them to evaluate their own fiscal compliance on an ongoing basis. The workshop will examine the primary areas of fiscal management -- financial records; purchasing; consultant services; conflicts of interest; and employee-related policies -- and demonstrate how providers can strengthen their overall fiscal performance.

The ABC’s of APG’s (One Outpatient System of Care)

Pat Lincourt , OASAS Addiction Program Specialist & Bill Lachanski, OASAS Director of Standards Compliance The presentation will include a discussion of Ambulatory Patient Groups (APGs), proposed draft Part 822 outpatient and opioid treatment regulations, outpatient clinical guidance and OASAS’ plans for implementation.

Prevention Guidelines and the OASAS Prevention Strategic Plan Gerry King, OASAS Addiction Program Specialist 4 & Pat Zoni, OASAS Addiction Program Specialist 2 This workshop will present the major changes and updates in the 2009 Prevention Guidelines for prevention providers, including a discussion on the new prevention standards that are being proposed. The workshop will also include a discussion on the 2010 – 2014 OASAS Prevention Strategic Plan and how providers can use it to assist them to plan their prevention services.

Workshop Session II

Outcome Management in NYS Addiction System: An update Bill Phillips, OASAS Participants will gain an understanding of the progress OASAS has made after more than two years of effort to transform the NYS addiction system, one of the largest in the country, to an outcome mindset. The essence of outcome thinking is the clear definition and emphasis on desired improvements in the lives of the people being served in prevention, treatment and recovery. The results of a range of inter-related strategies will be presented including: the establishment of Communities of Practice across the state, the use of a Balanced Scorecard/Dashboard strategy, now in its second generation, the production of Program Scorecards for almost 1000 treatment programs across the state, among other efforts. Participants will also recognize the viability of an outcome approach within the intersect of social work practice, addiction services, and social work reinvestment.

Outcomes and Performance Management in a Recovery Oriented System of Care Rick Kinsella, Assistant Director for Recovery Services, OASAS This workshop will focus on how outcomes and performance management may be applied to recovery oriented services, explore some of the possible measures, benchmarks, and identify some of the differences between professionally directed and peer support services. There will be time allotted for questions and answers. Health and wellness enhances long-term recovery by promoting diagnosis and treatment of drug and alcohol related medical diagnosis and chronic disease prevention and management.

PARIS: Eureka! Dan Edgerton & Skip Walker, OASAS This interactive session will consist of a discussion of various aspects of the OASAS Prevention Activity and Results Information System (PARIS). Topics will include [1] an overview of 2009 Prevention services and participants in the Northern Tier, [2] some commentary on recent and planned future enhancements to the system, and [3] a discussion of the Coalition Module that will be available in 2011.

Each year Northern Tier Providers Coalition recognizes those individuals and organizations that have made significant contributions to the addictions field in the North Country. As with tradition, we recognize these individuals and organizations at our annual Awards Banquet. Awards will be presented for the following categories: PUBLIC SERVICE AWARD: Recognizes a public officer who has demonstrated initiative, foresight and/or a continuing active participation in their official capacity which has resulted in the broadening of knowledge of the field of chemical dependency, or as a result of such activities, increased the level of service in quality or quantity to those suffering from chemical dependency. COMMUNITY SERVICE AWARD: Presented to an organization, business, industry or individual in the recognition of their: 1) contribution to the field of chemical dependency in New York State and their commitment to enhancing healthy lifestyles in their community; or 2) hiring people in recovery, giving empowerment and taking professional care of the people that may need special support, through their leadership and healthy lifestyle practices and policies within their organization, business and industry. VOLUNTEER AWARD: Given to an individual who has given of his/her time and talent to provide assistance to the client community, self-help community, promote community treatment and/or prevention efforts or advocate on behalf of those in need of addiction services. PROFESSIONAL RECOGNITION AWARD: Given to a North Country individual whose long dedicated service in the field of addiction has benefited treatment and/or prevention agencies, their workforce, residents and communities. This is a one-time award. Recovery Coaching: A Promising Practice Likely to Become an Evidence Based Practice in Health and Behavioral Health Sandra Marnell, OASAS

Peer based recovery support roles are growing fast in health and behavioral health services. The presentation will focus on Addiction Recovery Coaching, a peer-based recovery service that is nonclinical and designed to engage others beyond recovery initiation through stabilization and into recovery maintenance.

Using Evidence-based Practices (EBPs) to Enhance Patient Access and Retention in Treatment” Susan Brandau, CASAC (R), OASAS Practice Improvement Unit Manager, Canice Fitzgerald, Director of Addiction Services at Samaritan Medical Center, Teddy Tierney, Samaritan Medical Center This workshop defines evidence-based thinking and its application to the selection of specific EBPs; SAMHSA/OASAS recognized EBPs and their primary attributes will be reviewed, and participants will learn five components of implementation plans specific to the adoption of each EBP.

Embracing Environmental Strategies as a Prevention Tool Rochelle Cardillo, OASAS Prevention Specialist & Walt Davies, OASAS EUDL Coordinator This workshop will review the language of Environmental Strategies and how this relates to other prevention practices. A brief overview of Environmental Strategies concepts will be presented along with an interactive dialogue. Finally, information regarding the link between specific risk and protective domains as well as data assessment will be presented.

Workshop Session IV

Tools to Assessing if your Patients are Getting their Needs Met: Perception of Care Surveys Susan Brandau, CASAC(R), OASAS Practice Improvement Unit Manager Participants will be introduced to at least two federally recognized survey tools. Opportunities for collecting patient feedback and the benefits of each timeframe relative to patient access and retention will be reviewed, and internal procedures to analyze and utilize patient feedback will be reviewed.

The Strategic Prevention Framework and the Prevention Resource Centers: Working together to prevent underage drinking and substance abuse across New York

Sarah Dakin, Ph.D. , SPF SIG Director/Statewide Director of the Prevention Resource Centers & Patricia Talaba, SPF SIG Coordinator This presentation will discuss the 5 steps of the Federal Strategic Prevention Framework (SPF) and its implications for the New York State Prevention System. The discussion will include the goals of the SPF State Incentive Grant and the activities planned for the 5 year, $10 million funding. In addition, the presenters will share some successes from the six Prevention Resource Centers (PRCs) across the state and will discuss how the PRCs are working with providers and coalitions to implement population level change in communities.

Gold Standard Management Practices – Building Capacity for Success Joan Disare, Director, OASAS Bureau of Quality Services Management

An effective quality management and improvement approach requires the functioning of several interrelated systems and processes. A comprehensive Quality Improvement and Management Plan, that describes all key functions and activities, can establish a valuable foundation that can help providers plan, organize, and monitor their performance. This training session will: define “quality improvement”, provide an overview of QI and Quality Management capacities needed for Gold Standard performance; and present tools/resources for providers to assess their current capacity for success in this area.
