Indian Highways Management Co. Ltd. (IHMCL) Expression of Interest (EOI) for Engaging Technical Consulting Firm for implementing Electronic Toll Collection (ETC) program in India The Government of India has embarked on an ambitious plan for implementing nation-wide interoperable Electronic Toll Collection (ETC) system on National Highways in India. Electronic Toll Collection (ETC) entails payment of highway tolls electronically without stopping at the toll plazas. The unique number of the RFID Tag affixed on the wind shield of the vehicle will be read by the Readers fitted in the dedicated “ETC” lanes of plazas and sent to the Central Clearing House (CCH) for financial settlement. For this purpose, Indian Highways Management Company Limited (IHMCL), a Company promoted by NHAI has been mandated to implement Electronic Toll Collection (ETC) program in India. IHMCL is intending to appoint a Technical Consulting Firm and hence EOIs are invited from Consulting Firms who meet the qualification criteria. The Technical Consulting Firm should have at least 4 Key Personnel having more than 5 years of experience in the field of transactions processing, technical knowledge of Toll Management System, Electronic Toll Collection, Plaza Management, traffic and safety management, knowledge of Fee Rules, exemptions and discounts offered by NHAI, software development capabilities, documentation and monitoring methods. The key personnel should have minimum 1 year experience in the field of ETC. The Obligations of the Technical Consulting Firm are enumerated in annexure to this document .Relevant experience of the staff of the Technical Consulting Firm is also given in the annexure. Last date / time for receipt of application - 03.00 pm on 07.11.2016 Technical Consulting Firm would be requested to make a presentation to the panel constituted by NHAI on 09.11.2016 at 05:00 pm, demonstrating their capabilities for this assignment. Obligations of the Technical Consultancy Firm for implementation of Electronic Toll Collections (ETC) program in India. A.

Responsibility (including but not limiting) of the Technical Consultancy Firm: 1.

Preparation of procurement documents (RFQ/ RFP/ various agreements etc.) for various activities under ETC program from time to time as per the requirements of the client, including legally vetting of all such and other important documents.

2.

Supervising the operations/ works of ETC Program and other ITS projects agencies, provision of adequate manpower, Facilities, Equipment, Data connectivity, Power including backup power, Safety requirements, Insurance and performance of all the obligation as required by NPCI/ Issuer bank, Acquirer Bank, IHMCL, NHAI and the road users.

Providing overall administrative support to IHMCL for effective operations of entire ETC implementation Program and other ITS projects being undertaken by IHMCL. Define the reporting requirements and periodicity of such report and collate them and submit to all the stake holders on an on-going basis.

4.

Conducting periodic checks / surprise checks at the toll plazas so as to cover each toll plaza at least once in three months. For the first year the number of toll plazas is around 370. There could be an addition of 50 toll plazas each year in the subsequent 2 years.

5.

Monitor the service level requirements of the agencies and shall also provide inputs to them on an on-going basis.

6.

Providing and monitoring the methodology for smooth handover/ takeover of the installations from the existing agency(s) to new agencies. Such instances would be one or two during the tenure of the Contract.

7.

Provide all the necessary documentation, guidelines, methodology for the above activities from time to time in a time bound manner.

8.

Set up a Monitoring Centre / office at Dwarka for monitoring the overall operations entire ETC implementation Program and other ITS projects being undertaken by IHMCL, manned by at least 2 qualified, competent personnel for coordinating and interacting with all the stake holders. This monitoring centre will keep a record of all issues reported, interact/ communicate with the stake holders and close the issues on an on-going basis and submit a monthly status report of all such issues.

To monitor obligations of each stakeholder namely issuers, acquirers, NPCI, IHMCL, NHAI etc. to assess the competence of all stake holders and suitably report suggest remedial measures for all such issues periodically/ monthly.

10. Periodic Monitoring & reporting of the performance of all Issuers and Concessionaires and suggest solutions to all disputes arising out of the processing of the ETC transactions, keeping the convenience/ value to the road users as the focal obligation. 11. To facilitate resolution of all disputes between the Systems Integrator, Acquiring Banks and the Concessionaires from time to time. 12. To monitor the correctness and authenticity of the Transaction Fees and the Discounts by way of conducting periodic systems audits and suggest a mechanism to automate the process with the aid of a software tool. 13. To facilitate the integration of a new acquirer, if the need so arises, with the Concessionaire’s System. The role would be to guide, coordinate and facilitate smooth transition from one acquirer to another. 14. Assisting in development of a Customer Relation Management Application (Mobile/ web based/ voice calls based) with predefined SLAs for quick and speedy resolution of the Customer Complaints/ Grievances. B. The Technical Consulting Firm shall demonstrate their capabilities by way of presentation on the date decided by IHMCL covering the entire spectrum of activities mentioned above. The Technical Consulting Firm shall submit their sealed financial proposal in the prescribed format on the date of presentation before the presentation. Based on the marks obtained in the presentation, financial proposal of top 3 scoring Technical Consulting Firm shall be opened and the firm quoting the lowest shall be the selected bidder. C. The period of Consultancy contract will be for 3 years. However, IHMCL reserves the right to terminate the contract by giving 1 month notice. No compensation, whatsoever, shall be payable to the Technical Consulting Firm upon such premature termination. D. The Technical Consulting Firms shall take note that IHMCL shall be evaluating the performance of the selected Technical Consulting Firm based on the overall support provided to IHMCL. In case, IHMCL found that the performance/ support from the Technical Consulting Firm is not upto the desired/ expected level, IHMCL reserves the right to terminate the contract without any notice and such firm shall not be allowed to participate in future assignments of IHMCL.
