Data

Several issues arise when defining tax revenues which explain why different sources sometimes provide different information for the same years. The first is that in many countries several levels of government levy tax revenues but information on local and regional tax revenues is scarce. We follow Mitchell (2007) in keeping only central government tax revenues wherever possible. The GFS data differentiates between central and total government revenue but Baunsgaard and Keen (2010) do not specify whether total tax revenues include local and regional revenues.1 A second issue arises when governments (or other public institutions) levy social security contributions separately from tax revenues. GFS is the only source which explicitly differentiates between the two, we choose not to include social security contributions to avoid capturing changes in total tax revenues that are due to the inclusion of social security contributions. Unfortunately Mitchell (2007) and Baunsgaard and Keen (2010) do not specify how they handle social security contributions, our educated guess from looking at the data is that Baunsgaard and Keen (2010) typically do but Mitchell (2007) does not. Trade taxes are only levied by federal governments and never in the form of contributions to social security funds so these choices only affect our construction of the total tax revenue variable. Our measure of episodes of decreases in trade tax revenues is unaffected by these methodological choices.
