Capital Projects Manager Opportunity Profile

Capital Projects Manager Division of Student Affairs Appalachian State University is excited to announce a new position within the Division of Student Affairs. The Capital Projects Manager will provide leadership, coordination and technical expertise for managing capital projects across the Student Affairs to meet the division’s goal to care for, engage and transform students.

About the Position This Capital Projects Manager will manage the design and construction process from the initial development for space planning, programming, design, construction and warranty. This position will provide leadership for: • designer selections; • budget development and adherence; schedule development and adherence; • scope development and compliance; and, • monitoring and confirming that project goals are accomplished, including scope, sustainable features, standards, etc. The position evaluates project designs, sends documents out for review, evaluates designer proposals and negotiates contracts for designers and change orders for contractors. This individual reviews and approves all contractual documents for designer and contractors; maintains project correspondence and all project related documentation in the project files. Individuals manage multiple stakeholders’ needs

and requests throughout the project development, including but not limited to the delivery method for construction (Construction Manager at Risk, DesignBuild, Single Prime and Private Public Partnerships); projects with multiple design team consultants and must oversee projects with sophisticated building systems. Projects have complex budget funding models and strict schedule expectations, with this position having authority to accept or reject construction as needed to minimize liability for the University. Persons in this role perform construction field inspections and other related tasks for completeness, compatibility and compliance with good engineering and architectural practices, standards, codes and design needs. Individuals in this position are responsible for closeout, including final inspections, punch list completion and final documents.

Duties and Responsibilities Communication Position is responsible for clearly and accurately communicating with designers during the selection process, during programming to direct the designer regarding the programmatic needs of the University, project budget and schedules and for ensuring that designers maintain the scope, budgets and schedules. The position is similarly responsible for communications with the general contractor or the construction manager to establish clear expectations of the project delivery, which may be pre-design and through warranty and Measurement and Verification services. Design and Analysis Applies architectural and engineering sciences to complex projects as consultant, investigator, evaluator, planner as design and construction require. Facilitates the design process of defining building problems, including requirements for space, equipment and infrastructure and maintains the project intent throughout design and construction. The individual in this role will negotiate design contracts and amendments, leads the pre-qualification of general contractors and selection of construction managers, negotiates Guaranteed Maximum Price contracts with construction managers and review and approve change orders. Coordinates administrative directives received from various state agencies. Leadership The Capital Projects Manager acts as the University primary point of contact for multiple parties to discuss alternatives, develop common ground, analyze specific issues, develop protocol and standards and find solutions to complex problems. Very few written instructions are given to this individual as they are expected to accomplish assigned tasks independently, solving complex and technical issues as occur. Projects may include residence halls, recreation and student services facilities, and infrastructure projects with complex HVAC, Life Safety and Controls systems. Participates in the development of long-range strategic goals, including the developing and managing a capital project plan for the Division of Student Affairs. Leads projects and makes decisions that are goal-centered and meets the strategic priorities of the project, Division and University. Professional Knowledge This position requires a professional architectural or engineering license and requires a thorough knowledge of design and construction practices; Federal, State and local building and safety codes; University design and construction guidelines and Master Planning Guiding Principles; laws of the State of NC relative to design procurement, development and approvals of documents; construction delivery methods; and industry standards for design and construction. Engineering Review, Decision Making & Analysis This position requires a technical expert in the area of assignment, working independently. This individual has the authority to make final decisions regarding design and construction issues while considering the budget, schedule and University needs. Decisions of this type frequently need to be made very quickly to minimize project delays. Work of this position must consider the University calendar, movements of a large group of pedestrians and vehicles, with considerable thought given to how the decisions impact the University community. A person in this position must be alert in high-risk environments; follow detailed procedures and ensure the accuracy of data and documentation; carefully monitor gauges, instruments, or processes; concentrate on complex work details and organize and maintain a system of records.

Preferred Qualifications

The following knowledge, skills and abilities are required for this position: • Individual must possess a bachelor’s degree in Architecture or Engineering and be a registered architect or professional engineer in the State of North Carolina or be able to obtain comity within a year of employment; • Individual must have experience with design and construction of buildings; infrastructure, and site improvements, and know about construction contracting and contract law; • Verbal and written communication skills required; • Proficient in all Microsoft Office applications and other project scheduling and management software; • Ability to use AutoCad and Revit software; • Strong negotiation skills; • Knowledge and ability to develop project budgets and work within budgetary guidelines; • Ability to work alone or in a team environment; • Ability to maintain a professional working relationship with co-workers, contractors, and others as required; • Strong attention to detail is required; and, • Experiences with State and/or Federal contracting.

• Five (5) years of directly related experiences preferably in a university setting • Individual should have experience with design and construction of buildings, infrastructure, and site improvements, and have knowledge of construction and contract law • Knowledge of North Carolina State Construction Office and Department of Insurance policies is desired. • Also, experience with a Public-Private Partnership (P3) project is desired. Minimum Qualifications • Graduation from a four-year college or university with a degree in engineering relevant to the area of assignment or equivalent combination of education and experience (All degrees must be received from appropriately accredited institutions.) • Bachelor’s degree in Architecture or Engineering and be a registered architect or professional engineer in the State of North Carolina or be able to obtain within a year of employment

Division of Student Affairs The Division Student Affairs at Appalachian State University integrates both in-class and out-of-class experiences of students. Professional Advancement

The Capital Projects Manager will regularly partner with the departments in the Division of Student Affairs. It will be important for this position to establish a relationship with each departmental director in the division as they will serve as a key partner and client.

Appalachian State offers professional development through Human Resources.

The Manager will also be expected to work collaboratively with Planning, Design and Construction, including attending regular meetings with their staff and one-on-one meetings with the Director of Planning, Design and Construction. The Manager will also work with the Physical Plant to coordinate the capital renewal and repair projects for the Division of Student Affairs.

Leadership Opportunities The Capital Projects Manager will facilitate the design and construction management of the following upcoming projects within the Division: • 2,200 bed residence hall project performed as a Public Private Partnership • National Pan Hellenic Plots and Gardens • Expanded child care center The Manager will facilitate, organize and lead the creation of the Division’s Capital Projects Master Plan for the next five years of needed capital projects, renewal and repairs.

The Division of Student Affairs provides a variety of professional development opportunities: • Professional Development Series, currently focused on Mid-Level Managers, New Professionals and Graduate Assistants • Workshops and webinars led by divisional professionals on a variety of topics, including suicide prevention, interpersonal violence prevention, social justice and inclusion, technology, human resources, and finance and operations • Focused conversations on current topics facilitated by divisional professionals and guest speakers each semester There are a number of divisional committees, councils and taskforces that provide opportunities for our staff to provide their valuable input on important initiatives as well as expand their skills. The division has a variety of groups working on diversity and inclusive excellence, health and wellness, assessment, finance and operations, staff awards and professional advancement. Professional Development Travel Funds are provided when available annually for opportunities within the state, region or nation. Staff are encouraged to submit abstracts for presenting at conferences and serve in leadership roles in our professional organizations. The State of North Carolina offers a Tuition Waiver Program for taking up to three courses annually at a University of North Carolina institution with no cost to the employee.
