AGENDA OJAI PLANNING COMMISSION Regular Meeting February 17, 2016 The regular meeting of the Ojai Planning Commission will be called to order by the Chair on Wednesday, February 17, 2016, at 6:00 p.m. in the Council Chambers of Ojai City Hall, 401 S. Ventura Street, Ojai, California. Members of the public wishing to address the Planning Commission on items appearing on the agenda are requested to complete a “speaker’s card” and file it with the Secretary prior to the start of the meeting. Cards are available in the lobby. Speakers should state their name and address for the record and limit your comments to three minutes or less. Comments must be directed to the Commission, not the audience. While Planning Commission is in session all in attendance are expected to maintain order and decorum and to obey the orders of the Chair. Roll Call Pledge of Allegiance Public Communications Public Communications is the time set-aside during the Planning Commission meeting for members of the public to address the Planning Commission on items of City business other than scheduled agenda items. Matters raised at this time may be briefly discussed by the Commission, and will generally be referred to staff and/or placed on a subsequent agenda. Under State law, other than for emergency items, no action can be taken at this meeting. Consent Item 1. Minutes of the Regular Meeting of Planning Commission February 3, 2016 Disclosure of Site Visits and Ex-Parte Contacts Disclosure by Commissioners of site visits and ex-parte contacts for items on the agenda. Public Hearing Items 2. Lot Line Adjustment (LLA 15-01), Variance (VAR 15-03), Design Review Permit (DRP 1503) and Tree Permit (T 15-12) for a the merger of two lots into one, demolition of an existing 66-bed Comprehensive Care Center and construction of a new, single-story, 75-bed Comprehensive Care Center replacement facility including additional parking, new secondary access drive, new landscaping, removal of 53 protected trees and reduction in the amount of required open space and required setbacks at Ojai Community Memorial Hospital, located at 1306 Maricopa Hwy (APN 019-0-110-040, -335 and -345)

The General Plan Land Use designation on the parcels are Institutional, Recreational (IR) and the Zoning classification on the parcels are Institutional Recreational (I-R-1) district. A Categorical Exemption has been prepared pursuant to the California Environmental Quality Act under Section 15302 of the CEQA Guidelines for Class 2. Property Owner: Community Memorial Health System. Representative: Haady Lashkari, Chief Administrative Officer, Ojai Valley Community Hospital. Applicant: Joey Kragelund, Architect, HGA Architects and Engineers. CONTINUED FROM JANUARY 20, 2016, AND FEBRUARY 3, 2016 PLANNING COMMISSION MEETINGS. Recommendations: 1. Conduct a Public Hearing; and 2. Adopt PC Resolution approving Lot Line Adjustment (merger) (LLA 15-01), Design Review Permit (DRP 15-03), Variance (VAR 15-03) and Tree Permit (T 15-12), subject to the findings and conditions of approval.

Revision to Conditions of Approval for Conditional Use Permit (CUP 14-03), Design Review Permit (DRP 14-07), and Variance (VAR 16-01) for a New Separate Two-Story Building at the Rear of Mountain Vista Manor, an Existing Board and Care Facility for the Elderly located at 602 E. Oak Street Recommendation: Continue this to March 2, 2016, Planning Commission meeting to allow proper noticing of the project to include the variance application.

Time Extension for “Cottages Among the Flowers”, Design Review Permit (DRP 05-01) – 312A-F and 314B West Aliso Street, Ojai California, APN: 020-0-201-210. Recommendations: 1. Conduct a Public Hearing; and 2. Grant a 12 month time extension for Design Review Permit (DRP) 05-01, making the new expiration date February 17, 2017.

Sarzotti Park Picnic and Barbeque Area Shelter Project (PW 2016-01) located at 510 Park Road Recommendation: Approve the resolution approving the Sarzotti Park picnic and barbeque area.
