Abu Dhabi: Our customer in Abu Dhabi was the Tawteen Council, which was formed two years ago. They are running a voluntary programme which aims to get 100% of Emiratis into work, and a higher percentage of them working in the private sector. There are currently around 30,000 Emiratis out of work in Abu Dhabi, 6,000 of which are registered with the Abu Dhabi Tawteen Council (ADTC). 70% of the jobseekers are women and 30% of the jobseekers are illiterate. Our role was primarily to coach and train the “Counsellors”, who are Abu Dhabi University graduates, and will be working with the jobseekers. We also implemented a number of processes and procedures which is a very new concept to these Counsellors, as they have never even had a manager or any targets to meet. Dubai:

We are working with Awarding bodies to support building an International portfolio of Vocational qualifications and currently providing a Vocational qualification offer business to business to support Training and Development for staff. Saudi Arabia: The Kingdom of Saudi Arabia (KSA) has a growing unemployment challenge. There are around 1.5 million unemployed people (25% youth unemployment). To address this, the Government are in the process of setting up a Welfare system. And have been looking around the world for a model of best practice – including the U.K. Capgemini have been working in the area for some months – building a network of stakeholders to support the Ministry of Labour to develop their Welfare system – one of these stakeholders is a local organisation called Al-Elm, who are an IT, BPO organisation that deliver contracts to the Government. To show the Ministry how a Welfare system could work , CG brought a delegation to the U.K., including a visit to our Working Links operation in East London. Since the visit, as part of the wider support Cap Gemini are offering to the Ministry, it has been proposed and agreed that Working Links will work with Al- Elm to help to develop a network of offices to offer a service to unemployed people within Saudi. We conduct a thorough assessment of each market, allowing us to develop the right services to support local people into lasting employment

We commissioned the Responsible Employer to understand the extent to which employers are engaged in employability programmes as part of their CR activity. We surveyed HR and CR managers to get their views on these types of initiatives, and also to get their thoughts on how responsibility for them is considered within organisations. Employers want to engage with these programmes, indeed some even feel they have a duty to help their communities in this way, but only a handful are doing so. The Responsible Employer is a piece of independent research that we commissioned to look at how recruiting people from disadvantaged groups could become an established part of CR activity. We spoke to HR and CR managers to explore the current state of CR activity, and how it can span beyond being ‘green’ as an organisation. We set out the business benefits of CR programmes that help people into work, helping employers to understand that, as more and more ‘green’ initiatives are being written into law, they can differentiate themselves as a responsible employer by engaging with employment programmes. We believe employers hold the key to proactively addressing unemployment among disadvantaged groups.

A significant number of the employers we spoke to felt a duty to help people in their communities who would otherwise find it difficult to find work Those employers who have engaged with back to work programmes said they benefited from an enhanced reputation among both customers and employees. The pleasure people get from helping someone to change their life is enormous – translating into a more loyal and motivated workforce. Employees value working for a responsible employer.

Consumers reward responsible employers through their share of spend, and are increasingly savvy about the credentials of the companies they buy from and engage with. Previously, employers have shown themselves to be responsible on the strength of their green credentials. As ‘green’ issues become more and more cemented into law, and consumers become more insistent that the companies and brands they engage with are conscious of the environment and impact on resources, businesses need a new platform on which to differentiate themselves. Adopting employability programmes as part of a CR strategy can help. In 2012, youth unemployment alone was estimated to cost the UK economy £10.2

billion. At a time when unemployment is high and youth unemployment is at record levels, the case for truly responsible businesses to play their part has never been more urgent.

Although our research indicates that policies to actively recruit from disadvantaged groups will bring business and reputational benefits, we recognise that employability programmes can be challenging to implement These were the key concerns that employers voiced when thinking about recruiting people from disadvantaged groups, or even when just engaging with employability programmes. The good news is, we can take all these things out of an employer’s hands and deal with them all on their behalf. They can do as much, or as little, as they want.
