a) TRANSITIONAL JUSTICE LAWYER Position: Transitional Justice Lawyer (1) Reporting to: Project Manager Area of Placement: Kampala (with frequent travels to the field) Duration: 3 years Job Summary: The Transitional Justice Lawyer is responsible for maintaining a consistent relationship with targeted CSO’s to enhance capacity of local and national civil society actors to engage in Peace and Transitional Justice processes, and by the systematic establishment of a historical record. Key Performance Areas (KPAs) KPA 1: Community Engagement 1. Monitor and document on-going Transitional Justice initiatives including International Criminal Court and International Crimes Division trials 2. Conduct Victim consultations to enable them share perspectives to inform ICC & ICD justice processes; 3. Convene regular Justice Tafakari forums to provide platform for key stakeholders to reflect on justice initiatives; 4. Engage in strategic litigation processes in identified communities 5. Organise and hold Annual Memorial Lecture series on Transitional Justice issues;

6. Organise regular Peace Film Festivals in Secondary schools, Tertiary Institutions and selected refugee settlements 7. Organise Women’s leadership camp to enhance capacity of local women leaders 8. Coordinate annual Institute for African Transitional Justice (IATJ) 9. Engage in local level reconciliation and TJ initiatives with relevant clan leaders to resolve existing conflict within communities 10. Conduct bi-monthly documentary screening and public discussions around key TJ and Forced Migration issues 11. Manage the Community screening of Live ICC trials and other TJ processes and documentaries; KPA 2: Research 1. Carry out legal research related to specific cases of serious human rights violations; 2. Conduct detailed analysis of transitional justice mechanisms in Uganda, including relevant legislation, regulations, and policies; 3. Design / prepare research plans, questionnaire/ reports and, tabulations; 4. Participate in data collection processes and activities through interviews and focus group discussion or using any another adopted data selection technique; 5. Participate in the analysis of data and writing final reports for publications; 6. Conduct various types of research (quantitative and qualitative) as thematically defined; 7. Design / prepare research plans, questionnaire/ reports and, tabulations; KPA 3: Networking and advocacy 1. Hold sub-regional CSO TJ & Forced Migration(FM) platform meetings 2. Hold joint CSO TJ & FM advocacy events in Kampala, Luwero, Gulu, Kitgum, Arua, Lira, Soroti, Jinja and Kasese 3. Convene national level TJ & FM platform meetings on appropriate policy and legislative frameworks and issues 4. Organise high-level TJ retreat targeting key actors on policy, research and practice relating to emerging TJ issues KPA 6: Others 1. Ensure that RLP’s rules and regulations are implemented with relevance to the activities as well as policies and procedures. 2. Participate in necessary meetings and reviews; 3. 2. Minimum of 5 years of proven and relevant work experience in engaging with key partners on transitional justice issues DESIRABLE COMPETENCIES 1. Good knowledge of international criminal law and/or human rights law and/or international humanitarian law and/or gender justice and sexual violence and/or transitional justice; 2. Good knowledge of the International human rights system; 3. Interest in promoting and defending human rights as well as enforcing the members of civil society; 4. Skills in written composition and legal research; 5. Ability to quickly assimilate domestic law concepts in order to harmonize them with knowledge of national or international law; b) RESEARCH AND ADVOCACY OFFICER Position: Research and Advocacy Officer (1) Reporting to: Programme Manager - Conflict Transitional Justice and Governance Area of Placement: Kampala (with frequent travels to the field) Duration: 3 years Job summary The Research and Advocacy Officer will maintain a consistent relationship with targeted communities and community leaders, conduct presentations and conduct various types of social and legal related research as well as internal capacity building of the staff and provide technical input and support on day-to-day research-related work. Key Performance Areas (KPAs) KPA 1: Research 1. Conduct various types of research (quantitative and qualitative) as thematically defined; 2. Design / prepare research plans, data collection instruments, reports and, tabulations; 3. Participate in data collection processes and activities through interviews and focus group discussion or other data gathering techniques; 4. Identify and prepare research training materials and tools as necessary for execution of specific research project 5. Coordinate field research 6. Supervise some research activities as necessary 7. Participate in the analysis of data and writing final reports for publications KPA 2: Communication and Outreach 1. Spearhead and participate in community outreach events including sharing information, making public presentations to various groups and providing feedback; 2. Design and review community outreach strategy and ensure its effectiveness at all times; 3. Develop community outreach plans and coordinate outreach activities;

4. Report on the progress of community outreach plans and make recommendations for improving outcomes; 5. Develop thematised educational materials including factsheets, posters, radio and TV ads, in appropriate languages, to increase awareness on the organisations work; 6. Conduct monitoring and evaluation on the impact of the community outreach processes; KPA 3: Networking and advocacy 1. Conduct a stakeholder mapping and stakeholder analysis at the local level; 2. Map the NGOs, CBOs and religious, cultural and traditional institutions supporting community organization and participation at the local level; 3. Organize and arrange meetings with relevant stakeholders to build relationships and gain support for NMPDC goals; 4. Maintain regular contact with related institutions and network of target stakeholders; 5. Design and recommend relevant advocacy platforms for dissemination of information; KPA 4: Documentation 1. Document the implementation of all community outreach activities to aid in multi-layer advocacy. 2. Profile and securely archive the research outputs both in text, pictorial and video as necessary; KPA 5: Training 1. Conduct orientation sessions on communication and outreach Guidelines (Manual and Toolkit) when required; ESSENTIAL REQUIREMENTS 1. Degree in a relevant field: (Social Sciences/Law/Arts/Development Studies/International Development). 2. Post graduate level qualification in any the above fields and specific training in programme and project management could be an added advantage. 3. Minimum of 3 years of active Research and Advocacy engagement in same or similar context 4. Ability to travel to travel and work in research areas with little infrastructure

DESIRABLE COMPETENCIES 1. Proven competence in empirical research, data analysis and in writing evidence-based reports and advocacy materials with practical and targeted recommendations 2. Experience in conflict analysis, and a clear understanding of Transitional Justice in relation to peacebuilding and post conflict environments. 3. Good team player, comfortable in multi-cultural settings, committed to anti-discriminatory policy and practice c) PROJECT OFFICER Position: Project Officer (2) Reporting to: Project Manager Responsible for: Project Assistants Area of Placement: Arua Duration: 2 years Job Summary: The Project Officer is responsible for promoting and protecting the rights of women and children affected by violent conflict in the West Nile sub-region for them to enjoy sustainable peace, security and justice through facilitating individual healing and enhancing reintegration. GENERIC DUTIES KPA 1: Direct Client support 1. Plan and execute systematic screening of women and children living with untreated warwounds to identify medical/psychosocial/legal needs 2. Ensure the provision of psychosocial support, counselling, referrals and advice to clients with untreated war-wounds, trauma and torture 3. Manage the provision of post-rehabilitation support, counselling, documentation of stories of healing and recovery of clients to inform key stakeholders and catalyse special local government and line ministry interventions. 4. Manage the emergency medical funds and coordinate emergency medical referrals to approved medical service providers and the home-based medical care scheme for persons unable to access public services. 5. Coordinate field visits and follow-up with clients in the different villages across the West Nile region 6. Establish new and strengthen existing support groups through provision of technical support 7. Plan, develop and implement client care and communication strategies including establishing close working ties with relevant partner organisations 8. d) PROJECT ASSISTANT Position: Project Assistant (2) Reporting to: Project Officer Area of Placement: Arua Duration: 2 years Job Summary: The Project Assistant will assist in promotion of rights of women and children affected by violent conflict in the West Nile sub region for them to enjoy sustainable peace, security and justice through provision of pre and post counselling support to women and children with untreated warwounds. e) PROJECT OFFICER/SOCIAL WORKER Position: Social Worker (1) Reporting to: Field Office Coordinator Responsible for: Community interpreter Area of Placement: Gulu Job Summary: The Social Worker provides directly and indirectly a range of violence related screenings, psychosocial assessments, diagnostic, therapeutic, and/or case management services for individuals, groups, and/or families, as appropriate to clients. GENERIC DUTIES KPA 1: Direct Client support 1. Plan and execute systematic screening of recently arrived refugees for experiences of violence and resultant medical/psychosocial/legal needs 2. Provide psychosocial support, counseling, referrals and advice to clients exposed to sexual and gender-based violence, trauma and torture 3. Support in management of the emergency medical funds and coordinate emergency medical referrals to approved medical service providers and the home-based medical care scheme for persons unable to access public services (e.g. disabled, sexual minority clients) 4. Conduct field visits and follow-up with clients in the different refugee settlements across the region 5. Provide technical support to refugee support groups 6. Plan, develop and implement client care and communication strategies including establishing close working ties with relevant partner organisations 7. Support the legal team, as necessary, in provision of legal representation to refugee clients on cases involving sexual and gender-based violence. KPA 2: Stakeholder capacity building 1. Facilitate in trainings, workshops, conferences and seminars on refugee related aspects 2. Conduct trainings and information sessions organised by RLP and for RLP 3. Participate in coordinating annual events related to project 4. Participate in the planning and provision of training activities on other psychosocial issues KPA 3: Research 1. Undertake psychosocial and SGBV related social research with the bid to publish findings on identified issues among refugees and forced migrants 2. Participate in data collection processes and activities through interviews and focus group discussions or using any other adopted data selection technique 3. Identify and prepare research training materials and tools as necessary for the execution of specific research projects

KPA 4: Networking and Advocacy 1. Represent the organization at different fora that address forced migration issues related to gender and other cross-cutting issues such as HIV/AIDS and SRHR issues. 2. Participate in advocacy on psychosocial issues; 3. Advocate for the mainstreaming of a range of gender and sexuality issues in refugee protection and assistance programmes, such as sexual and gender minorities, sex workers/survival sex work; male survivors of sexual violence, etc. 4. Consult with related professional and paraprofessional staff, as appropriate, in the performance of therapeutic and/or casework; refer clients to appropriate service agencies as required. 5. Follow-ups to determine reliability and validity of treatment used; make recommendations regarding modification to services and service delivery 6. Participate in the review of psychosocial issues and program policies and procedures 7. Participate in, lead, and/or coordinate training sessions and workshops to enhance psychosocial skills of staff and/or client groups Project Specific Job Duties OBJECTIVE ONE: To Build the Capacities of Uganda Police Force and Host Authorities 1. Participate in the capacity building of Police officer, Prisons Officers, UPDF officers placed in or providing security to the settlements, local leaders and Refugee Welfare councils 2. Carryout the distribution of User guide on Refugee rights and protection for field officers 3. Carry out regular community policing is carried on for the refugees in the settlement and host communities around the settlement 4. Carryout the training of Community Interpreters 5. Participate in the Training of immigration officers 6. Participate in the periodic monitoring of Police in settlement for impact OBJECTIVE TWO: To build the confidence of South Sudanese Refugees through addressing profound harms 1. In the Absence of the Field Coordinator, oversee the management of the field office 2. Carryout proactive community-based screening for experiences of violence amongst refugees in the settlement. 3. Carry out individual & Household preparatory counselling & follow-up visits prior to and after repair is conducted 4. Make referrals and transport clients seeking medical rehabilitation after seeking proper authorization from RDO and/or Camp commandant 5. Provide post rehabilitation support, document and profile rehabilitated victims 6. Assist in the organizing and participate in training of Medical workers from throughout refugee hosting areas to upgrade capacities to respond to conflict related injuries 7. Assist in the organizing and participate in training of Medical Students from Gulu University Medical School

8. Make referrals to the legal assistant any refugee clients within the settlement with cases in court requiring representation and follow ups at police posts 9. Assist during Mediations in which the Refugee Law Project is involved in the settlement 10. Carryout monitoring of detention palaces in which refugees from the settlement are held 11. Carryout training of paralegals & Peer counsellors in the settlement is carried out. 12. Assist in the Mobilisation of key stakeholders and Key informants for the Access to Justice Research amongst South Sudanese refugees 13. Provide support to law students assigned to the settlement on Experiential Learning OBJECTIVE THREE: To Empower Refugees to Speak for Themselves 1. Carryout awareness raising sessions as planned 2. Assist the Video Advocacy Manager, to identify Refugee and Host Youth who are to be trained on Videography skills 3. Provide mentorship and capacity Building Support Groups in the settlement 4. On behalf of RLP participate in commemoration of International Events in the settlement 5. Participate in designing and development and carryout dissemination of IEC Materials 6. Participate in Media Engagement on Refugee issues affecting the settlement OBJECTIVE FOUR: To engage the host communities in reversing the impacts of sudden overpopulation and resultant environmental degradation 1. Assist during the Stakeholder Dialogues in the district 2. Assist in the various tree Planting Exercises ESSENTIAL REQUIREMENTS  A diploma in Social Work and Social Administration, Social Sciences, Community Psychology or any related field.  Minimum of one year of professional experience in providing counselling support to the disadvantaged  Strong written and spoken English DESIRABLE COMPETENCIES         

f) ENGLISH FOR ADULTS TEAM LEADER Position: English for Adult Team Leader (1) Reporting to: Field Office Coordinator Responsible for: Community English for Adult Facilitators Area of Placement: Nakivale Refugee Settlement Duration: 3 years Job Summary The EFA Facilitator is responsible for rolling out RLP’s existing English For Adults programme to non-English speaking refugees and other victims of forced migration to enable them advocate for their human rights and access services. GENERIC DUTIES 1. Recruit refugees to the EFA programme in her/his area of operation 2. Develop and prepare lesson plans for the class assigned to fit within the specified period of study (term) 3. Oversee the teaching of adult learners’ functional English and practical skills to help them in running their day to day affairs 4. Guide the EFA Facilitator in executing assignments to learners in time and making sure that the given assignments are marked and results handed over to the learners on time 5. Coordinate with class leaders in respective classes to ensure that classes are run in a systematic manner and order 6. Maintain an up-to-date register for EFA students 7. Develop training curricula, instructor manuals, learner guides, and other materials, and/or utilize purchased training programs that meet identified learning goals 8. Organise debates for the learners to help them develop confidence in the language taught though educational arguments 9. Collaborate with other EFA Coordinators in curriculum development 10. Conduct and mobilize communities for community policing meetings 11. Ensure that class are run and maintained in a clean and professional classroom environment 12. Manage the arrangement and organization of materials to be used in community policing as well as police trainings 13. Ensure that all EFA materials are filed in an easily accessible way 14. Ensure that all information disseminated to learners is given in proper manner and in the languages understood by the learners. 15. Attend in-house and out of office meetings/workshops whenever requested and represent RLP in a professional manner. Required Qualifications and Experience 1. Bachelor’s degree in Adult and Community Education, Education 2. Minimum of two years’ experience in facilitating professional adult learning 3. Demonstrated experience managing other facilitators 4. Strong classroom management skills 5. Excellent written and spoken English

Desired Skills and Competencies 1. Knowledge of adult learner and alternative educational methods and have the ability to apply these methods for adult, at-risk teens and multi-cultural forced migrants 2. Ability to facilitate classes of diverse abilities and backgrounds and overcome barriers to success in a multi-level class 3. Ability to build a classroom environment that is conducive to learning and appropriate to the maturity and interests of students. 4. Ability to relate well to different groups of learners of different ages and ability levels. 5. Must be computer literate Ability to use a variety of audio -visual equipment 6. Ability to communicate effectively both orally and through correct written grammar and usage. 7. Must have strong desire to work with people from a broad range of backgrounds, and deep understanding of forced migration issues 8. Team-player who can collaborate with colleagues 9. Excellent communication and organisational skills 10. Enthusiasm for the subject material that will foster a love of learning by students. 11.
