St. Andrew’s Refugee Services Early Childhood Development Coordinator Founded in 1979, St Andrew’s Refugee Services (StARS) is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through four programs: education, legal, psychosocial services, and community outreach. We provide high-quality services meeting the unaddressed needs of refugees, and we provide a safe and inclusive space for displaced people to come together as a community. Project Description: Early Childhood Development Project The StARS Early Childhood Development Project seeks to provide children with safe, nurturing environments rich with opportunities for holistic learning and physical development, and to support parents in promoting positive parenting and school readiness at home. The program’s main service is the StARS Preschool, a preschool program for children ages three to six inspired by the Montessori approach to education. The StARS Preschool operates in two locations in Cairo: Downtown, serving about 30 children ages three to six, and Maadi, serving about 12 children ages four to six. The program currently has seven staff members: three teachers, three teaching assistants, and one campus supervisor. The StARS Early Childhood Development Project is one of four programs working under the larger Education Program at StARS. The other programs are: the Adult Education Program (providing literacy and IT classes to adults), the Children’s Education Program (a Grade 1 through Senior 3 school), and the Education Access and Capacity Building Program (providing professional skills training and teacher training). Role Under the supervision of the Education Director, the Early Childhood Development Coordinator is responsible for the management of the StARS Preschool and its staff members, ensuring the delivery of quality service provision for children and families. The Coordinator is responsible for all matters related to staffing, training, supervision, program policies and procedures, and for overseeing day-to-day program operations. The Coordinator is also responsible for advancing the needs of young children and their families through communication and collaboration with other programs at StARS. Responsibilities Programmatic:  To manage the operation of the StARS Preschool in both locations (Downtown and Maadi), including overseeing program quality and teaching practice, through regular supervision and training of program staff  To design and implement preschool program standards and curriculum under the supervision of the Education Director and in collaboration with program staff  To manage student enrolment, retention, and graduation from the program, including monitoring program demand, maintaining program wait lists, and liaising with other programs including the Children’s Education Program within the Education Program and the Adults & Families Program within the Psychosocial Program  To lead efforts to engage with parents in the program with the support of teaching staff by overseeing existing parent engagement structures and adapting to changing parent needs  To monitor issues of safety and security within the preschool program and to report changes and needs to the Education Director in a timely manner 1

To ensure that preschool programming operates in accordance with StARS policies, procedures, and standards, in particular anti-discrimination and child protection. To advocate on behalf of young children and their families both internally and externally through the facilitation of meetings, workshops, and trainings with StARS staff members and other stakeholders within Cairo (such as refugee communities, schools, and other early childhood service providers)

Supervisory:  To recruit, train, supervise, and support paid staff and volunteers, ensuring that the program operates effectively and efficiently.  To meet regularly with staff to follow up on progress, program documentation, and carrying out of required tasks, and to assign additional tasks as needed  To carry out periodic performance evaluations and biannual appraisals for staff and volunteers.  To participate in external training opportunities or, where appropriate, to assign other members of the program to participate  To ensure that all members of the Early Childhood Development Program carry out tasks in accordance with StARS policies, procedures, and standards, in particular ethics, conduct, confidentiality, antidiscrimination, and the prevention of sexual harassment, exploitation, and abuse.  To administer disciplinary procedures, staff leave, reimbursements, and budget expenditure.  To engage proactively in promoting self-care among volunteers and staff members. Finance/Administration:  To monitor and maintain strong financial record and procedures as per StARS financial rules, and ensure proper financial documentation of all activities.  To undergo probation and regular performance appraisals.  To meet regularly with the Education Director regarding the work of the Early Childhood Development Program and self-care.  To revise the strategy of the program in response to changing situations and participate in annual work planning. Communication/Reporting:  To communicate regularly with the Education Director, reporting on all major issues and developments.  To be an active member of the leadership team and to provide all necessary support to other Coordinators, Program Directors, and StARS.  To provide monthly and quarterly reports to the Education Director, as requested, including programs and solutions, supervision issues, case studies, statistics, and notes on progress towards implementation of the Early Childhood Development program plan.  To contribute input on Early Childhood Development program activities to grant proposals and donor reports.  To submit activity reports as requested.  To promote information sharing with the Early Childhood Development program and StARS on all issues affecting the populations served by StARS. Education Program:  To endeavor to fulfill the vision of the Education Program  To facilitate open communication and coordination with other programs in the program  To engage in the collegial atmosphere of the Education Program  To further the development of the Education Program and StARS by feeding new ideas and innovation to senior staff Essential Requirements  

A minimum of one year of experience working in the field of early childhood development, child protection, or parenting education working directly with families or staff required. Knowledge of early childhood development and/or early learning required. 2

English being the official language of UNHCR Cairo and StARS, the Coordinator must be fluent in written and spoken English. Ability to confront and discuss sensitive issues with respect and care. Excellent communication skills and the ability to multi-task. Belief in and commitment to non-discrimination on the basis of gender, race, disability, and religious belief. A positive attitude and collaborative approach to dealing with children, parents and staff, including the ability to be flexible and creative to meet needs.

Preferred Qualifications     

Knowledge of Arabic, fluency a plus. Knowledge of any other refugee languages (Tigrinya, Somali, Amharic, etc.) also a plus. Experience working with refugee populations or in community outreach work. Management experience preferred, experience managing a diverse or remote team a plus. Prior training (diploma or degree) in education, social work, or humanitarian issues with a focus on children and families. Experience working in a school, preschool, or educational center preferred, educational management experience a plus.

Working hours 

40 hours (Sunday-Thursday), and other hours as required.

Supervised by: Education Director Compensation: 8,600 EGP/month, rising to 8,900 EGP/month at the completion of the probationary period (plus 125 EGP/month medical allowance, and 50 EGP/month pension contribution).
