Open Meetings: Open Meeting Act 267 To insure total compliance with Public Act 267 of 1976, the Grand Blanc Board of Education shall hereby declare all regular and special meetings of this public body open. In order to implement fully all measures of this act, the Board shall: •
Schedule all meetings in a room large enough to hold the interested pUblic.
•
Provide for the posting of all regular meetings of the Board ofEducation for the year within 10 days after the organizational meeting in July. Special meetings shall be posted at least 18 hours before the meeting is to be held. The posting will be on the door of the Board of Education office. The Superintendent's office shall assume the responsibility for the posting of meeting notices.
•
Announce special meetings in advance and provide for notice of any rescheduled meetings. These notices will be handled in the same prescribed manner as the posting ofregular meetings. All special meetings or rescheduled meeting notices will be posted 18 hours prior to the meeting.
•
Announce all cancelled meetings in advance in the same prescribed manner as the posting of regular meetings.
•
All meetings shall be posted with the name of the Board, its address, and telephone number.
A "closed session" is a meeting or part of a meeting of the Board which is closed to the public. Closed sessions may be held for the following purposes only: A.
Upon two-thirds roll call vote of the members of a school board elected or appointed and serving, the Board may meet in a closed session for any of the following reasons: 1.
To consider the purchase or lease of real property up to the time an option to purchase or lease that real property is obtained.
2.
To consult with its attorneys regarding trial or settlement strategy in connection with a specific pending litigation, but only when an open meeting would have a detrimental financial effect on the litigating or settlement position of the Board.
3.
To review the specific contents of an application for employment or appointment to a public office when the candidate requests that the application remain confidential. However, all interviews by the Board for employment or appointment for a public office shall be held in an open meeting.

To consider material exempt from discussion or disclosure by state or federal statute.
Closed sessions may also be held by the Board for the following reasons without a two-thirds roll call vote: 1.
To consider the dismissal, suspension, or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member, or individual agent when the named person requests a closed meeting.
2.
To consider the dismissal, suspension, or disciplining of a Grand Blanc student when the student or student's parents or guardian request a closed hearing.
3.
For strategy and negotiations sessions connected with the negotiation of a collective bargaining agreement when either negotiating party requests a closed hearing.

Public Participation at a Board ofEducation Meetinfl: Open MeetinflS Act 267 The public should understand that, while all meetings of the Board of Education are to be conducted in public, the purpose of a meeting is to conduct the regular business of the Board of Education and not to hold public forums on topics of significant interest. The Board provides that members of the audience shall have an opportunity to address the Board during the regular agenda. The following guidelines are suggested: •
Each speaker must be recognized by the President prior to speaking to the Board.
•
Each speaker must state hislher full name and address.
•
The President may limit each speaker to three minutes.
•
The President may limit the total conversation on anyone topic to thirty minutes.
•
When time limits prevent response, the Board President may set an alternative time for continuation of public discussion.
•
Board members may refrain from responding to a question or issued raised by the audience.

Minutes of Public Meetin2s: Open Meetings Act 267 Minutes of each meeting shall show the date, time, place, members present, members absent, any decisions made at a meeting open to the public, and the purpose or purposes for which a closed session is held. The minutes shall include all roll call votes taken at the meeting. (Corrections in the minutes shall be made not later than the next meeting after the meeting to which the minutes refer. Corrected minutes shall be available no later than the next subsequent meeting after correction. The corrected minutes shall show both the original entry and the correction). Minutes shall be public records open to the public inspection and shall be available at the address designated on posted public notices. Copies of the minutes shall be available to the public at the reasonable estimated cost for printing and copying. Proposed minutes shall be available for public inspection not more than eight business days after the meeting to which the minutes refer. Approved minutes shall be available for public inspection not later than five business says after the meeting at which the minutes are approved.

Conference Attendance for Board Members The Grand Blanc Board of Education believes well-infonned board members are essential to a quality school operation. To make infonned decisions on the many issues confronting them, board members must be provided opportunities to increase their knowledge, understanding, and skill. It is the responsibility of the superintendent and staff to conduct ongoing infonnation and inservice programs for board members. It is recognized, however, that many worthwhile conferences and infonnation sessions relevant for school board members are conducted by a variety of education related associations and organizations. Therefore, the Board ofEducation encourages the attendance of its members at professional meetings and seminars. It is recognized that board members, who are called upon as a part of their official duties to
participate in these activities, may incur expenses which should be assumed by the school district. The Grand Blanc Board ofEducation approves pre-paying member expenses for registration, travel, and housing when it involves activities of the Michigan Association of School Boards and the National School Board Association. Additional expenses related to attendance at such events would be reimbursable when appropriate documentation is supplied. Meals, instructional materials, taxi, or car rental are examples. Expenses related to the following categories and/or functions are also considered reimbursable: • • •

County and regional education association meetings Intergovernmental meetings Attendance at educational or civic programs where the board member is designated as an official board representative, delegate, or spokesperson. [This does not include political activities of any kind.] School business travel Telephone calls related to the approved activity or to notify family of arrival and departure Participation in conference or training programs provided by other organizations or institutions
In the event any members of the board member's immediate family wish to attend a conference, it is understood they would do so at their own expense. The board member would pay the difference between a single room rate at a hotel and the additional cost for the same. All board members participating in such events, upon their return, will report, either orally or in writing, to the Board of Education. A line item shall be included in the annual general fund budget for defraying board member expenses to attend approved inservice activities, conferences, and training sessions. Salary of Board Members Each Grand Blanc Board ofEducation member shall receive payment of$30.00 per posted meeting. Board members who must miss meetings because they are away on board related business will also be compensated.

New Policies: Amendments & Deletions New policies for the Board of Education may be instituted with the majority vote of the Board taken at a regular or special meeting of the Board. When that policy has been approved at two consecutive board meetings (i.e., each policy will require a first and second reading approval), it becomes officiaL Amendments to policies also require two readings and the approval of the Board at two consecutive board meetings. A policy may be deleted with a majority vote of the Board taken at a regular or special board meeting.

Election and Term of Officers The Board of Education shall meet annually in the month of January, commencing in 2013, for the purpose of organization. They shall elect a president, Vice President, Secretary and Treasurer from their own membership. The Superintendent of Schools shall act as temporary chairman and shall preside during the election of the President. The President shall preside during the election of the Vice President, Secretary and Treasurer. Nominations shall be from the elected Board. At least one (1) School Board member for the School District shall be elected at each of the School District’s regular elections. A School Board member’s term of office begins January 1, immediately following the November even-year election. (MCL 168.301). Members of the Board elected in 2012 shall be elected by the School District electors for terms of four (4) years, except for the position now held by Mr. James Avery (as of the date of this amendment), which, by finishing the original term of office of Ms. Renee Peel, shall be for two (2) years. Two members of the Board which are elected in 2014 shall be elected by the School District electors for terms of four (4) years and two members of the Board shall be elected by the School District electors for terms of six (6) years. Beginning in 2016, all members of the Board shall be elected by the School District electors for terms of six (6) years.

Standio2 Committees The Board President shall appoint at least three members to the three standing committees prior to the first meeting in September each year. The three standing committees and their major responsibilities are:
CURRICULUM To work with the Assistant Superintendent of Instruction and the Advisory Curriculum Council in reviewing the current K-12 curriculum and make recommendations for improvement.
FINANCE To review those items of school operations that have a significant impact on the budget. The annual budget development process will be handled through this committee.
POLICY To work with the administration in the review of current policies and make recommendations for change or additions. Standing committee meeting are open to all Board members.

Board Member Inservice Education The knowledge and skills demonstrated by individual board members directly contributes to the effecti veness of the Board as well as to the quality of the district's educational program. Thus, it is important that new board members participate in an orientation program and veteran board members continue to be involved in inservice programs. The expense incurred by board members in the pursuit of their inservice education program shall be budgeted and paid for by the school district. The board member inservice program consists of two parts:

Orientation for the newly elected members: This is a primary plan designed for the dual purpose of introducing new members to district operations and familiarity with board responsibilities.

Primary Plan To be conducted by the Superintendent of Schools and the President of the Board of Education following the election of a new member. This plan shall consist of orientation session addressing, at a minimum, the following topics: Michigan School Code Board Liability and Insurance Coverage District Facilities Board Policy Meetings and Meeting Agendas Role and Author of "Board Notes" Parliamentary Procedure Communications with the Superintendent And Other Board Members Negotiations and Employee Contracts Central Office Administrative Functions Dealing with Criticism

Ongoing Plan The Superintendent and the Board President shall, at the beginning of each year, prepare a calendar for each board member of the inservice opportuni ties available through the Genesee County Association of School Board Members, the Michigan Association of School Boards, and the National School Boards Association. Conference attendance is encouraged in compliance with Board Policy 7201.

Board Member Indemnification The Board of Education shall pay for and furnish the services of an attorney of the Board's choice to advise, appear for, and to represent a board member for any claim or civil action commenced against himlher arising from the board member's activities while in office. The Board agrees to indemnify and hold the board member harmless from and against any and all claims, suits, judgements, damages, liabilities, including costs and expenses, whether known or unknown, suspected or unsuspected, founded in fact, in law, or in equity subject to the limitations herein, by any third party asserted against the board member arising from actions taken, or in a decision made, within the scope of the board member's activities while in office, during the term of the board member's service with the school district notwithstanding that said claims may be asserted after expiration or termination of said service. The board member shall give the Board wri tten notice of the nature of any claim for indemnification hereunder promptly upon receipt of notice of any claim or action against the board member. The Board shall have the right to conduct the defense and settle any such claim. The board member shall fully cooperate with the Board in the defense. The board member may, at hislher own cost and expense, employ counsel to assist in such defense. This indemnification and provision for attorney's services shall include all acts of a board member, including acts of negligence, but shall not include acts of willful misfeasance, acts deemed to be arbitrary, capricious, or unreasonable acts in reckless disregard of the board member's duties.
