ITEM 1. Pre-Bid Meeting A. A copy of the minutes of the mandatory pre-bid meeting is attached and includes a scanned copy of the sign-in sheet. ITEM 2. Clarifications A. Clarification on the number of continuous layers of ice and water shield atop of roof deck. See attached sheet SK-1. B. Clarification on the type of sealant to be used in exposed & unexposed applications. See Section 7D. Add the following. Caulking: Where exposed fasteners are used (see Detail 6/A-4) the contractor shall use Dow Corning 795. At masonry/ concrete expansion joints (Details 1/S-4, F/A-9, 12/A-11,

13/A-11) the contractor shall use Dow Corning 790. At all metal flashing laps and joints use MasterSeal NP1. At stucco to stucco and other locations to receive paint or to be left unpainted use Sonneborne 150. C. Clarification on the dimensions of the polyurethane simulated wood brackets to be installed in the cornice of the Pavilion roof. The correct dimensions for the bracket(s) is to be: 34”(2’-10”)x 23”(1’-11”)x6”. See Detail A/A-5 & Building Elevations 1-4/A-2. D. The tests called out in the “Special Inspections” and the concrete sections of the specifications shall be scheduled by the contractor and paid for separately by the City. E. The retaining wall’s and sidewalk’s concrete shall be tested in accordance with Division 3 Concrete as it is not part of the building which has the “Special Inspection” requirement. ITEM 3. Keying A. Discussed City of Mobile’s involvement – administration of front end b. Discussed contract: AIA contract altered by the City. c. Discussed insurance requirements. The City’s requirements are very specfic and bidders are advised to get their insurance agent to go over them in detail a they have often held up the contracts being signed. d. Tax free job, but Estimated Tax Savings Form must be turned in with the bid or the bid will be thrown out. e. No City fees will be charged 3. Nick Holmes III discussed the basic scope a. Base Bid – outlined on drawings. Basically includes street work (utilities, etc.) and all underground in that area, ramps, concrete seats, etc. Also includes excavation and fill at tower (central building) and basic sprinkler system for grassed area. Grassed area is to be sodded where disturbed. b. Alternate No. 1 – Include building and park improvements. c. Licenses required – both licenses are required because if on the base bid is accepted, the project is more a utilities/roadway project than a building project. d. Concrete finish on the job is absolutely critical as this is what the base bid gives the public. Holmes & Holmes Architects expects the highest of quality on this work. e. Discussed scheduling, access, and restriction to work that involve Mardi Gras. This is detailed in a write-up and drawing C-6. Please become familiar with this as it is critical. Discussed the fact that the walls, basement slab, and other materials of the 1956 courthouse are under the soils where the building is to go. Excavation and fill for the tower (central section) footings are part of this contract and there may be difficulty in this excavation. Carefully examine the drawings and the soils report. 4. Eric Adams – Civil and Structural Engineer a. The ADEM permit will be submitted by CGL to ADEM. Contractor will pick up and pay fee. We have been in contact with the Right of Way, Traffic and Engineering Departments of the City as well as with ALDOT. Hopefully there will be no major issues with any of these entities and the permitting process will be smooth. b. The water quality requirements of the City have required that the water go through structures that do the required work. These structures vary with the manufacturer and in essence we have a performance specification on these. Basket, structure, etc., will be designed by a manufacturer to accomplish the water quality requirements. c. CGL will get the ADEM permit in right away so the ADEM people will be working on it at the same time we are bidding. d. Mr. Adams pointed out that on sheet C-6.0 the phasing/alternates are stated incorrectly. The base bid is basically the street side of the retaining wall and all work on the perimeter of the site. 5. Opened it up to questions a. Frank Crane of Baggett asked if the bid date could be put off. i. Probably not. The next week includes Labor Day, and that means that the last weekend would be Labor Day weekend. The City takes in bids on Wednesdays. The process of getting through the City and getting the contract past the council is time consuming and ground must be broken in before November or the property reverts to the County. Ms Hardin will check on opening the bid on a different day, but the most we could pick up would be a couple of days. b. Mr. Radcliff asked about access. i. Please read the write up and review sheet C-6 as this is carefully delineated. ii. The goal is not to use the alley behind the Annex and in front of Christ Church. These areas are paved with pavers which are not in good shape and we do not believe that they could handle the construction traffic without being severely damaged. c. Mr. Radcliff asked about the plaques that are in the area of the section of Fort Conde that is to be exposed and protected. i. These plaques are to hold some bronze statuary that the County has. There is a detailed note about the plaques, mounting of the statuary, etc. As Buck Taylor is dead and this company closed, another supplier of plaques will have to be used.
