Workshop 1: Increasing participation on the Labour Market – an holistic approach Facilitator: Mohamed Ghali, Unit Manager, R&D Department, Actiris (B) Speakers: • Bruno Lucas, Deputy Managing Director, Pôle emploi (F): "Jobs, career security and occupational mobility" • • Fons Leroy – Managing Director VDAB (B) : “Public Employment and Competences” Rapporteur: Anton Eckersley, Director Global Public Affairs, Ingeus (UK) A new vision emerges from the labour market, where employment and non-employment no longer are seen as separate time frames, isolated or opposed, but as a labour market made of transitions to and from work, entrepeneurship, learning, etc… This holistic approach to the labour market would not only allow individuals to successfully position themselves towards (uncertain) challenges of the future, but also to bring him/herself within a more dynamic life long track. Advised by the PES, he or she could better cope with binding transitions and build up skills or complete them in a flexible and systematic process. Workshop one will deepen these concepts with regards to the socio-economic evolutions and to what they mean in terms of new missions as labour market manager and operator and of methods and tools the PES can built to perform this management of transitions.

Rapporteur: Wolfgang Mueller, Director European representation, Bundesagentur für Arbeit (D) In response to changing attitudes and expectations of individuals, the evolution of labour markets, and the development of society in general, the policy of Life Long Learning is to promote and to encourage learning paths both formal, informal and non formal. It also aims at recognising learning outcomes through these processes, to improve transparency on these achievements and ultimately to facilitate social and geographical mobility of people. This workshop will focus on strengthening synergies between training, education and employment and on identifying to what extent the European reference tools are in use by Member States operators? What are the main constraints and facilitating factors? What policies or programmes of action are more significantly emerging from expected synergies between employment and vocational education and training operators?
