SYSTEM OF RANKING OF DELIVERY UNITS 1. The forced ranking of the Aklan State University (ASU) Delivery Units, that consists of the five campuses of Banga, Ibajay, Kalibo, Makato and New Washington for the granting of the 2016 Performance Based Bonus shall be guided by MC 2016-1 [Guidelines on the Grant of Performance Based Bonus for Fiscal Year 2016 under Executive Order (EO) No. 80 and EO No. 201], and MC 2016-2 [Guidelines on the Identification and Determination of Delivery Units Relative to the Grant of the Performance-Based Bonus (PBB) for Fiscal Year (FY) 2016]. 2. Forced Ranking of Delivery Units 2.1

Delivery units shall be rated based on the performance accomplishment against target for all required Performance Indicators (PIs) in the Major Final Outputs (MFOs), Support to Operation (STO), and General Administrative and Support Services (GASS).

Delivery units for MFOs, STO and GASS shall be the Academic, Research, Extension, Administration and Finance Services units in the five campuses. This shall include faculty performing the mandated functions.

2.3

The delivery unit’s performance for MFOs, STO and GASS shall be ranked based on the average ratings in all PIs.

2.4

All claims must be supported by documentary evidences. Only those with approved proposals, budgetary requirements, special orders, memoranda and certificates signed by the SUC President and evidences of action done relative to the activity shall be credited for Performance Indicators in MFOs, STO and GASS.

2.5

Delivery Units shall be forced ranked according to the following category as per Sec. 9 of MC 2016-1: Rank Top 10% Top 25% Top 65%

Only the personnel with at least Satisfactory rating belonging to the eligible delivery units are qualified for the PBB. There shall no longer be a ranking of individual employees within the delivery unit.

Evaluating the Performance of Delivery Units Performance of delivery units shall be based on the average ratings of the PIs in the MFOs, STO and GASS of delivery units for accomplishments against targets for FY 2016. Basis for computation of ratings of PIs shall be the formula as prescribed under SUC PBB Indicators 2015. A. Major Final Outputs (MFO) A.1. Higher Education Services a. Total number of graduates b. Percentage of graduates in priority areas c. Average passing percentage in licensure examinations versus national average passing percentage across all board programs offered by the delivery unit d. Percentage of programs accredited at Level I e. Percentage of programs accredited at Level II f. Percentage of programs accredited at Level III g. Percentage of graduates who finished academic programs according to the prescribed timeframe A.2. Advanced Education Services a. Total number of graduates b. Percentage of graduates engaged in employment within 6 months after graduation c. Percentage of students who rate timeliness of education delivery/supervision as good/better/best A.3. Research Services a. Percentage of research projects completed in the last 3 years b. Percentage of research outputs published in local, regional, national or international forums c. Percentage of research projects completed within the original project timeframe d. Number of research studies completed A.4. Technical Advisory Extension Services a. Number of persons trained weighted by the length of training b. Number of persons provided with technical advice c. Percentage of trainees who rate the training course as good/better/best d. Percentage of clients who rate the advisory services as good/better/best e. Percentage of requests for training responded to within 3 days upon request f. Percentage of requests for technical advice that are responded to within 3 days 2

g. Percentage of persons who receive training or advisory services who rate timeliness of service as good/better/best

B. Support to Operations (STO) B.1. Percentage of utilization of ISO Standard Forms B.2. Percentage of students and personnel who rate non-academic related services as good/better/best a. Library services b. Medical/Dental services c. Guidance services d. ICT services B.3. Library services – Number of students served B.4. Medical/Dental services – Number of students served B.5. Guidance services – Number of students served B.6. Scholarship – Number of merit scholars B.7. Instructional materials – Number of instructional materials approved by the University Curriculum Committee B.8. Student consultancy – Number of students served B.9. Instructional requirements submitted (e.g. grade sheets, class cards, etc.) C. General Administrative and Support Services (GASS) C.1. Budget Utilization Rate (BUR), which consists of: a. Obligations BUR computed as obligations against all allotments issued for FY 2015, including those released under the “GAA as a released document” policy b. Disbursement BUR which is measured by the ratio of total disbursement (cash and non-cash, excluding personnel services) to total obligations for maintenance and other operating expenses (MOOE) and capital outlays (CO) in FY 2016 c. Compliance to Public Financial Management (PFM) reporting requirements of the COA and DBM in accordance with the prescribed content and period of submission under existing laws, rules and regulations. This includes the following: c.1. Budget and Financial Accountability Reports (BFARs) c.2. Reporting on Ageing of Cash Advances c.3. COA Financial Reports (Statement of Financial Position; Statement of Financial Performance; Statement of Changes in Net Assets/Equity; Statement of Cash Flows; Statement of Comparison of Budget and Actual Amounts; and Notes to Financial Statements) [per COA Resolution 2014-003] C.2. Adoption and use of the 2015 Agency Procurement Compliance and Performance Indicators (APCPI) System per GPBB Resolution No. 10-2012 applicable to the agencies who are in the list of trained agencies for APCPI C.3. Submission of agency Annual Procurement Plan (APP) based on the approved budget in the GAA to the Government Procurement Policy Board (GPBB) and its

Technical Support Office (TSO) as prescribed by Section 3e of AO No. 46 s. 2015 C.4. Percentage of staff trained and developed C.5. Percentage of teaching & non-teaching personnel pursuing advanced education C.6. Percentage of compliance with CSC requirements, such as SALN, DTRs, etc. C.7. Number of trainings/workshops attended by faculty/staff C.8. Number of facilities, equipment and supplies acquired C.9. Compliance with the requirements of Good Governance Conditions C.10. Percentage of cash advances liquidated for the period C.11. Percentage of allocated budget utilized in accordance with the approved Program of Receipts and Expenditures C.12. Percentage of financial statements and reports/documents submitted to COA, CHED, DBM and other agencies within the mandated timeframe C.13. Presence of MIS in the campus

4. Evaluation and ratings shall be based on authenticated documentary evidences submitted by each delivery unit. 5. The Planning Officer shall consolidate, review, validate and evaluate the initial performance assessment of the delivery units based on the submitted DPCR. It shall verify the DPCR ratings with the documents available at the Planning Office and other offices, when necessary. It shall prepare the summary of ratings of the delivery units which shall determine their ranking in the agency performance. 6. The summary of ranking shall be submitted by the Planning Officer to the Performance Management Team (PMT) for calibration and recommendation to the University President. 7. Initial result of verified ranking shall be posted in the delivery units’ bulletin board for information for at least two weeks. Final ranking shall be approved by the University President upon recommendation by the PMT. 8. The PBB rates of individual employees shall depend on the performance ranking of the delivery unit where they belong, based on the individual’s monthly basic salary as of December 31, 2016, as follows, but not lower than Php5,000: Performance Category Best Delivery Unit (10%) Better Delivery Unit (25%) Good Delivery Unit (65%)
