In the interest of service and in line with the TESDA Reform and Development Agenda, the Tendering System is hereby adopted and shall be observed in awarding the scholarship grants under the Training for Work Scholarship Program (TWSP) 2017 for Technical Vocational Institutions (TVIs). The Tendering System is a process of selecting TVIs for TWSP scholarship. I. Qualifications'Programs Covered 1. The TWSP shall cover only the TVET programs registered with TESDA in accordance with the appropriate guidelines; 2. To meet the objectives of the program, the amount appropriated for the TWSP shall be utilized to support rapid, inclusive and sustained economic growth through course offerings in priority industries and key employment generators such as agri-fisheryiagri-businesslagroindustrial, tourism, information technology-business process management (lT-BPM), semi-conductor and electronics, automotive, other priority manufacturing industries, logistics, general infrastructure, and new and emerging sectors; 3. New and emerging industries shall be identified by the industry bodies/associations from the results of international and local researches, studies/labor market information/publications, among others and recommended by the regional offices concerned. Likewise, local indemand qualifications including the regional and provincial priorities that are not identified as key employment generators may be covered provided there are existing employment opportunities as evidenced by job orders or authenticated job vacancies or assurance of employment; 4. For new and emerging qualifications with existing employment opportunities but no promulgated Training Regulations (TRs), the program shall be registered under No Training Regulation (NTR) in accordance with the omnibus guidelines on UTPRAS as per TESDA Circular 07 Series of 2016; 5. Higher level qualifications, preferably NC III or higher, shall be given priority; 6. Trainers Methodology (TM) Level I and TM Level II shall be covered under the TWSP for trainers; 7. Language Programs offered by TESDA Language Skills Institutes (LSIs); 8. Competency Assessment and Certification for Workers (CACW) shall be covered under the Program. For CACW there shall be separate guidelines to be issued.

9. TVIs with STAR-rated programs andlor accredited under the Asia Pacific Accreditation and Certification Commission (APACC) shall be exempted in the tendering system. Instead they shall be given scholarship grants based on the rating and absorptive capacity; 10. TESDA Technology Institutions (ITIs) shall be provided respective TWSP Allocations by the Authority. II. Creation and Responsibilities of the Regional Scholarship Evaluation Committee (RSEC) 1. The Regional Scholarship Evaluation Committee (RSEC) shall be composed of the following: Regional Director Chair Provincial Director Vice Chair Regional Operations Division (ROD) Chief Members - Financial and Administrative Services Division (FASD) Chief Association of Concerned Employees (ACE) Representative Regional Scholarship Focal and Provincials Secretariat Scholarship Focal 2. The Regional Director shall be primarily accountable within the area of his/her jurisdiction. As Chair of the RSEC, the Regional Director exercises oversight functions over said Committee; 3. The Provincial Director shall be the vice chair of the concerned province/district of RSEC if the TVIs involved is within his/her area of jurisdiction. He/she shall ensure, among others, the requirements on absorptive capacity, employment rate and utilization rate of the concerned Nis are complied with in accordance with MIS 03-02, Accomplishment Report and other pertinent records; 4. The ROD Chief shall ensure, among others, that the TVI concerned has been subjected to and passed the technical audit; 5. The FASD Chief shall ensure, among others, that each scholarship grant is funded by TESDA; 6. The ACE representative of a provincial office shall sit as member of the RSEC if the TVI involved is located within the province which he/she represents. His/her participation shall ensure transparency and integrity in the process of selection;

7. The Secretariat may invite observers coming from the regionallprovincial TVET and industry associations. 8. The Secretariat shall ensure completeness of the required supporting documents of the tenders prior to the meeting. The full documentation of the proceedings of all meetings or recordings of the proceeding shall be submitted to SMO CLGUS together with the Request for Tenders (RFTs). Eligibility Requirements for the TV's a. TVIs with Previous Scholarship Allocation

1. Program is compliant based on the latest Technical Audit; 2. The TVI must not be a subject of any unsettled Notice of Disallowance (ND) that has become final and executory involving any scholarship program of TESDA; 3. The TVI must not be involved in an unlawful exaction of fees and/or unlawful offering of any program within the jurisdiction of TESDA; b. TVIs without Previous Scholarship Allocation

1. Program is compliant based on the latest Technical Audit; 2. Must have absorptive training capacity in terms of facilities, tools and equipment and trainers; and 3. The TVIs with newly registered programs shall be allowed to tender. In lieu of the technical audit report, the TVI shall submit the UTPRAS inspection report conducted by the TESDA Provincial Office. IV. Tender Procedure and Scholarship Grants Distribution Scheme

1. An invitation to tender containing the qualification titles to be offered in the province based on the modes of availing scholarship shall be published once in a newspaper of general circulation (local or national) copy of which shall be furnished the ODDG CLGUS. In addition to publication, the invitation to tender shall be posted in the respective TESDA central/regional/provincial websites, social media and in conspicuous areas of the regional and provincial offices for a period of seven (7) days;

2. TVIs with registered programs shall submit their Tender (Form 1) in the skills training program available within the province. TV's may qualify to tender in other provinces within the region if there are no available TV's with registered programs in the provinces concerned or if the Nis in the provinces cannot absorb the number of available trainees; 3. Tenders shall be submitted to the Provincial Offices (POs) within seven (7) days after its publication of invitation to tender in a newspaper of general circulation (local or national); 4. Upon receipt of the tenders submitted by the TVIs, the Provincial Director acting as vice chair of the RSEC of province shall immediately check whether the requirements on absorptive capacity, employment rate and utilization rate are complied with based on MIS 03-02, Accomplishment Report and other pertinent records; 5. If the submitted Tender (Form 1) meets all the required Eligibility Criteria (Form 2) and Criteria for Evaluation (Form 3), same shall be forwarded to RSEC for evaluation. Otherwise, the Provincial Director concerned shall notify the TVIs for compliance of the requirements within the period of seven (7) days after the publication of invitation to tender; 6. Failure on the part of the TVIs to comply within the period provided in the preceding paragraph, the tender shall be considered as not filed; 7. After evaluation, the RSEC shall prepare and submit the RFTs and the full documentation of the proceedings of all meetings or recordings of the proceedings to the SMO CLGUS for preparation of Complete Staff Work (CSW) for a period of seven (7) days; 8. The RFTs and CSWs shall be forwarded to the CLGUS proper for final review and recommendation to the Director General/Secretary within five (5) days; 9. The RFTs approved by the Director General/Secretary shall be forwarded to SMO CLGUS for preparation of Scholarship Grants; 10. Approved tender programs shall be posted in TESDA central/regional/provincial websites and in public places in the province, and shall be published once in any local newspaper of general circulation and social media for the information of potential trainees thereat; 11. The POs shall provide the TVIs with the list of grantees per qualification and the same shall be posted in the TESDA regional/provincial websites;

12.A Memorandum of Agreement (MOA) shall be entered into between TESDA Provincial Director and qualified Nis per approved RFT; 13. The TVIs shall conduct the training program only after receipt of the Scholarship Grant Certificates from the POs. V. Criteria for Evaluation of Tender

a. TVIs with Previous Scholarship Allocation 1. Absorptive Capacity refers to the number of trainees that a TVI can accommodate per batch

based on Training Regulation requirements on physical facilities, tools and equipment and number of trainers. This includes existing/ongoing scholarship programs with other government agencies and other funding organization. — 30 points ABSORPTIVE CAPACITY

refers to the number of employed graduates in a particular qualification previously granted and being applied for. The report on employment rate shall be applicable only for the TWSP programs that have been completed at least six (6) months to one (1) year prior to the new application under the TWSP in the same qualification. An electronic copy of the MIS-03-02 report, which includes the employment status, shall be submitted to the SMO CLGUS. — 40 points

The eligible TVIs shall be ranked from lowest to highest based on the point system identified. Those eligible TV's which garnered a total of fifty-five (55) points and above shall be given priority in the allocation of available scholarship slots. In which case, the RSEC shall decide on the appropriate distribution scheme of scholarship slots for all eligible Nis which garnered a total of at least fifty-five (55) points, provided that the TVI has no zero (0) point in any of the abovementioned criteria. b. TVIs without Previous Scholarship Allocation In case of new and existing TVIs which were not given any scholarship allocation prior to the issuance of this Circular, the RSEC, after looking into the eligibility requirements of said TVls, shall consider allotment of scholarship slots for the qualification being applied for. The TVI shall be provided scholarship allotment equivalent to one (1) batch per qualification. VI. Modes of Availing TWSP Scholarship 1. Barangay Listing of Prospective Beneficiaries Every Barangay Chairman or his/her designated representative shall submit the list of potential beneficiaries for skills training from the accomplished Barangay Skills Need Survey (BSNS) Form 1 to the TESDA Provincial/Regional Office. The submitted list is expected to be inclusive and non-limiting in number, indicating the skills training needed by the prospective beneficiaries. 2. Online Scholarship Application Any interested person whose name, for any reason, is not included in the BSNS can apply for scholarship program through Online Scholarship Application (www.tesda.gov.ph/Baranday) available at the TESDA Regional and Provincial websites. 3. Walk-in Application. Any interested person who desires to avail of the scholarship programs may apply either at the TESDA Central, Regional and Provincial Offices with regard to the processing of his/her scholarship application.

VII. Beneficiaries Target beneficiaries shall include but not limited to the following: • Drug dependent surrenderers and family members; • Out-of-school youth; • Unemployed; • Underemployed; • Industry workers obtaining skills upgrading training programs • OFWs and their dependents; • Basic and marginalized sectors such as: ✓ Persons with Disabilities (PWDs); ✓ Farmers and fishermen; ✓ Disadvantaged women; ✓ Indigenous Peoples (IPs); ✓ Solo parents and their children; ✓ Senior citizens; ✓ Rebel returnees/decommissioned combatants; ✓ Wounded in-action (WIA) AFP and PNP personnel; ✓ Urban & rural poor; ✓ Victims of Natural. Disasters and Calamities; ✓ Victims of Human Trafficking; ✓ Displaced Higher Education Institutions (HEIs) teaching personnel; ✓ Micro entrepreneurs and their family members; ✓ Cooperatives intending to engage or expand business enterprise; ✓ Employees with contractual/Job Order status to help them engage in entrepreneurial activities and consequently become contributors to jobs generation; ✓ Farmers and fishermen and family members; • Other marginalized groups may also avail of the scholarship program subject to prequalification; • Other targeted special groups: ✓ Family members of AFP and PNP personnel killed and wounded in-action (KWIA); ✓ Inmates and detainees including their families; • TVET Trainers; and • Currently employed workers (CACW). The beneficiaries must be at least 18 years of age at the time he/she finished the program.

VIII, Scholarship Benefits 1. The scholars shall be entitled to free training and assessment. The approved standard fees for training and assessment shall be applied strictly. The Nis shall not exact any additional training and assessment fees from the beneficiaries of this program. IX.

Assessment and Certification 1. The Regional and Provincial Directors shall ensure that the qualifications included in the TWSP scholarship shall have readily available accredited assessment centers and assessors within the Region; 2. In line with the TESDA policy on assessment and certification program, competency assessment shall be mandatory for qualifications with Training Regulations (TR) with Competency Assessment Tools (CATS}; and 3. Cost of assessment shall be based strictly on the attached list.

X. Availing of Multiple Scholarship Multiple scholarship shall be allowed provided that the training shall be availed one at a time and not simultaneously and only for scholar-beneficiaries covered under this Circular. The additional qualification must be related or towards higher level qualification. LSI courses may also be availed. Xl.

Administrative and Financial Procedures 1. For Central Office allocation, a corresponding Sub-ARO shall be released based on the approved regional distribution of allocation before the publication of the invitation to tender. 2. Payment to TVIs shall be made upon submission of the following required documents: a. Billing statement; b. MIS 03-02 report duly signed by the flits authorized signatories; c. Daily Attendance Sheet (for the duration of the training); a. Certified true copy of RWAC from POs for payment of Assessment Fee; and b. TESDA copy of the TWSP Scholarship Grant duly signed by the concerned officials.

XII. Monitoring and Evaluation of Reports 1. The monitoring and reporting requirements of the SMO shall be observed, which shall include the new Performance and Monitoring Report. Regular and timely submission of accurate and consistent data shall be strictly followed and shall be submitted on every 3rd day of the following month; and 2. The physical and the financial reports as reflected in the template shall provide the correct and accurate figures as basis for the consolidated reports to be submitted to the oversight agencies. XIII. Sanctions The following acts shall be grounds for the perpetual disqualification of the TVI to participate in any scholarship program and suspension or revocation of the Certificate of WET Program Registration (CTPR), among others, subject to due process of law: • • •

Ghost training; Exaction of any unauthorized fees from the trainees; Falsification, forgery, false declaration of absorptive capacity or misrepresentation in the submission by the TVI of the required reports to TESDA; and • Other unlawful and illegal activities punishable under the Revised Penal Code. This Circular takes effect as indicated and shall supersede any issuance inconsistent herewith.
