We, representatives of The Vietnam Scouts and Xuan Hoa Scouts Family, solemnly announce that: 1. We welcome all effort made in trying to unite the Scouts Movement in Vietnam. In the process of building our Scout units, we have always strived towards the same goal. We therefore embrace all actions taken by APR and ASARC in helping us on our endeavor as well as in further development of Vietnamese Scouting. 2. We receive, with pleasure, the formation and hard work of the Task Force and the 7-point roadmap – as a result of a visit by APR and ASARC. 3. We have carefully considered the draft Constitution proposed by the Task Force. We encourage of Scout units’ Leaders to send in their suggestions and feedback for amendments to the Scout Leader Conference in order to pass this Constitution and its next meeting. A copy of this draft Constitution is available on http://giupich.org/content/constitution-ban-tieng-viet-va-tieng-anh-ban-duthao-hien-chuong-hdvn 4. In order to carry out the next stage of the 7-point roadmap, we recognize the needs for time and other governmentally conditions. In the meantime, we have come to the following agreements:
a. Activities: We will jointly organize and attend activities of Scout units through “Combined Activity Program in 2016” as follows: i. June 2016: Cub Scout Jamboree in celebrating 100 years of World’s Cub Scouting. ii. July 2016: Venture Scouts Jamboree TANG BONG III iii. Skill-intensive camps: Survival, First Aid, Ceremonies … for the Rover scouts and Leaders. iv. Participate in International events such as Jamboree, conference, training course …as one single contingent. b. Training: We agreed on one single Training Program and Training System for all Vietnamese Scouting. i. Vet through and combine “Regulations for Adult Leaders Training” ii. LT Nguyen Van Loc and LT Ton That Han will: Assist the Adult Training Committee, Trainers of each Scout section plan, choose and delegate training roles and responsibilities Direct joint training courses Evaluate and certify the quality of training courses We hope that all Scout Units would actively participate in these combined programs until the date of establishment of the Vietnam Scouts Association.
