Board of Education Meeting Central Administration Offices Board Room December 5, 2017 Present: Allgaier, Boucher, Lambert, Malnar, Sun, Wheeler, Wilson, and Hansen Board President Kathryn Wilson called the meeting to order at 6:00 pm according to Wis. Stats. 19.85. The audience recited the Pledge of Allegiance led by Bailey Fitzpatrick. Motion by Jean Lambert to approve the December 5, 2017 Board of Education agenda. The motion was seconded by Allison Malnar and carried on a voice vote. Celebrations of Excellence – Kitty Janas and Burleigh Elementary students shared the success of 7th Annual Stuff the Bus for Hunger Task Force campaign, Mike Mohammad was recognized for receiving the Trailblazer Award from the Institute for Personalized Learning, and Boswell Book Company was recognized by the Wisconsin Association of School Boards’ 2017 Business Honor Roll after being nominated by Elmbrook Schools. High School Student Representatives Reports and Discussion – Brookfield East students Bailey Fitzpatrick and Navya Tarikere and Brookfield Central students Victoria Lopez and Chandra Chouhan reported on activities, upcoming events and communication tools and methods in district schools. Citizens' Forum – There were no requests to speak during Citizen’s Forum. Whitney Ruiz, Jim Chen, Weiping Zhong, Anne Petersen-Fisher, Banu Santebenaur, and Calvin Ting requested to speak to the Board before Board discussion of the Weighted Grades Agenda Item. Wei Dickson and Amie Williams requested to speak to the Board after the Board discussed the Weighted Grades Agenda Item. Consent Agenda – Motion by Jean Lambert to approve the following agenda items on the Consent Agenda:  Minutes - November 14, 2017 Board Meeting and November 21, 2017 Board Work Session  2018 District Bond Counsel  2018 District Legal Counsel  Second Reading: 3000 Policy Series (Business & Operations)  Second Reading: 4000 Policy Series (Human Resources)  Second Reading: 5000 Policy Series (Students)  Second Reading: 6000 Policy Series (Instruction) The motion was seconded by Scott Wheeler and carried on a voice vote. Action Items: New High School Courses - Motion by Scott Wheeler to approve the New High School Courses as presented. The motion was seconded by Allison Malnar and carried on a voice vote. Summer School Report and Plan for 2018 - Motion by Allison Malnar to approve the Summer School Report and Plan for 2018 as presented. The motion was seconded by Jean Lambert and carried on a voice vote. K-12 Science Curriculum Alignment - Motion by Allison Malnar to approve the K-12 Science Curriculum Alignment as presented. The motion was seconded by Scott Wheeler and carried on a voice vote.

Gifted/Advanced Learners Identification and Procedures Handbook Approval - Motion by Scott Wheeler to approve the Gifted/Advanced Learners Identification and Procedures Handbook as presented. The motion was seconded by Linda Boucher and carried on a voice vote. Wisconsin Hills Middle School HVAC Budget and Project - Motion by Glen Allgaier to approve the Wisconsin Hills Middle School HVAC Budget and Project as presented. The motion was seconded by Jean Lambert and carried on a voice vote. BCHS & BEHS Tennis and Softball Field Budget and Project - Motion by Glen Allgaier to approve the BCHS & BEHS Tennis Courts and Softball Fields Budget as presented. The motion was seconded by Jean Lambert and carried on a voice vote. Glen Allgaier amended his motion to approve the BCHS & BEHS Tennis Courts and Softball Fields Budget and Project to include the selection of option A-two grass softball fields at each location. The motion was seconded by Linda Boucher and carried on a voice vote. Review of 2018-19 Student Fees and Associated Policies and Practice Statements - Motion by Glen Allgaier to approve the 2018-19 Student Fees and associated policies and practice statements as presented. The motion was seconded by Jean Lambert and carried on a voice vote. Discussion Items: Kathryn Wilson requested to reorder the Discussion Items to accommodate audience members in attendance for the Weighted Grades Agenda Item. Agenda Items are listed in the order they were addressed. Weighted Grading Policy 5124.2 – Dana Monogue presented the Weighted Grading Policy 5124.2. This item will return to the Teaching and Learning Committee for further discussion. State Issued Report Cards and Assessment Trends – Emily Greiber presented the state issued district and school report cards and Wisconsin Student Assessment System (WSAS) results from the spring of 2017 along with assessment trends and action plans. 2018-2019 Open Enrollment Seats, Policy Review – Chris Thompson presented information about the 2018-2019 Open Enrollment Seats and Policy Review. This will be an action item on January 16, 2018. Enrollment Projection Report (Enrollment Balancing Task Force) - Chris Thompson presented the Enrollment Projection Report with 2017-18 enrollment data, updated projections, and recommended next steps to proactively manage enrollment across the district. First Reading: 5000 Policy Series (Students) – Scott Wheeler reviewed the Teaching and Learning Committee’s review of revised policies and practice statements 5141.2-Communicable Diseases and 5146.9Do Not Resuscitate Requests. This will be an action item on January 16, 2018. First Reading: 6000 Policy Series (Instruction) - Scott Wheeler reviewed the Teaching and Learning Committee’s review of new policies and practice statements 6181-Part-time Open Enrollment and 6182Early College Credit Program and rescinded policies and practice statements 6178-Youth Options and 6179Course Options. This will be an action item on January 16, 2018. Board President’s Report – Kathryn Wilson remarked on the success of the Elmbrook Education Foundation Ladies’ Night Event, the Brookfield Chamber of Commerce celebrating their 60th Anniversary and 28 year association with Elmbrook Schools, Elmbrook Parent Leadership Council is meeting at the Central Administration Office on Friday, December 8th, and the Fairview South Holiday Open House is on Dec 20th. Committee Chair/Liaison Reports - Teaching and Learning Committee – Scott Wheeler reported on State Issued Report Cards and Assessment Trends, Weighted Grading Policy 5124.2, Middle School Learning Space Redesign and future agenda topics include Career-based Learning Experiences: Young Professional Scholars and TLC Dashboard and Department Course of Action Update. Board Liaison Report – There were no reports. Superintendent’s Report – Mark Hansen remarked on the success of the Elmbrook Education Foundation Ladies’ Night Event, the Stuff the Bus for Hunger Task Force Campaign, Fall Sports and the upcoming Family University Conference January 13, 2018. January 16, 2018 Agenda Items/Processes – Projected Action Items include 2018-2019 Open Enrollment Seats, Administrator Contracts - Preliminary Renewal, WASB 2017 Resolutions, Second Reading of policies. Projected Discussion items include District Goal Update, High School/Middle School Course Catalog, Verification of Candidacy Declarations for Board of Education, Waukesha County Special Education Consortium (WCSEC) 66.0301 Agreement, Board of Education 2018-19 Meeting Schedule, Policy Review, Board Committee Chair Reports and Liaison Updates, February 6, 2018 Agenda Items and Processes. Announcements – There were no announcements. Motion by Jean Lambert to adjourn the meeting. The motion was seconded by Allison Malnar and carried on a voice vote. The meeting adjourned at 10:22 p.m.
