The Notionol lntelligence Coordinoting Agency (NICA) wos creoied by virtue of Executive Order (EO) No.235 signed by then President Elpidio Quirino on 7 July 1949 in response to the need for o centrol entity thot would

coordinote the intelligence collection octivities of the vorious government instrumentclities. As such, the NICA wos responsible for ihe coordinotion of oll government octivities relotive to notionol intelligence ond the preporotion of notionol intelligence estimotes of locol ond foreign situotions for the forr-nulcticn.ef notioncl policies by ihe Presidenl.

Following the declorotion of mortiol low, then President Ferdinond Morcos signed Presidentiol Decree No. 5l on l6 November I972, abolishing the NICA ond creoting the Noiionol lntelligence ond Security Authority (NISA). The NISA hod the some mission os the old orgonizotion but with brooder powers. The Director Generol (DG), NISA hod direct supervision over the Notionol Security Council Secretoriot, functionol direction ond control over the Civil lntelligence ond Security Agency (CISA) os well os the intelligence functlons of the AFP lnielligence Community. The CISA wos responsible primorily for counterintelligence ond exercised functionol supervision ond control over civil security units of oll governmentol offices. The DG, NISA wos olso the Choirmon of the Notionol lntelligence Boord, which served os his odvisory body on motters pertoining io ihe integrotion ond coordinotion of intelligence octivities. ,l986 ushered in The EDSA people power revolution in Februory 24 No. 246 on July 1987, issuonce of EO chonges in the orgonizotion. Under EO. No. 246 doted 24 July 1987, the NICA is mondoted to be the focol point for the direction, coordinotion ond integrotion of government octivities involving notionol intelligence, ond the preporotion of intelligence estimotes of locol ond foreign situoiions for the formulotion of notionol policies by the President.

Under EO No. 69 doted 27 Jonuory 2002, the NICA sholl institute structurol reforms to enoble the Agency to sufficiently respond io the chollenges of ihe new millennium, enhonce its intelligence ossessment ond operotionol competence, strengthen its cqpobility for intelligence collection, ond ollow it to toke the leod in intelligence monogement. Administrotive Order (AO) No. 68 doted B April 2003, omong others, further designoted the DG, NICA os the principol odviser to the President on intelligence. Under AO 58, the DG, NICA choirs the Notionol lntelligence Committee (NlC), o collegiol body tosked to promote unity ond cohesion of the notionol intelligence community os well os prescribe policy guidelines ond directives to vorious notionol government uniis, ogencies ond offices engoged in octivities involving notionol intelligence.

The NICA olso octs os coordinotor for government security under EO No. 608 doted 30 Morch 2007, which colls for the estoblishmeni of o noiionol security cleoronce system for government personnel. Section 53 of Republic Act (RA) 9372 or the Humon Security Act of 2007 provides thot the NICA sholl be the Secretorioi of the Anti-Terrorism Council. The Council sholl define the powers, duties ond functions of the NICA os Secretoriot of the Council.
