Frequently Asked Questions Why do we need a new school? Our student population and class sizes continue to grow throughout the city. Not only are Martel and Longley Elementary Schools outdated and crowded, but over 150 students from these schools have been placed in our other elementary schools. We need to either expand or replace these two school buildings in order to keep class sizes at a desirable level in all elementary schools. Given the age and significant structural issues of the two schools, replacing them with one new, larger building makes the most sense from both an educational and economic standpoint. Where will the school be? The school will be located at the current Franklin Pasture (where the sporting fields for the high school are. The fields will be relocated behind the high school.) When will this school be opened? The goal is for the school to open for the 2019-2020 school year! Who will this school be for? The school will be for Martel and Longley students. Who is paying for the new school? The proposed base project includes a $49.7 million elementary school that will be 100% funded by the State of Maine, a relocation of athletic fields that will be predominantly funded by the State of Maine along with grants and donations ($291,000) or previously approved bonds ($740,000). Question 1 on the June 14th referendum will ask voters to approve the base project. Question 2 will ask voters to authorize the issuance of an additional $2,151,360 to pay for a regulation-size gymnasium, full air conditioning that would allow the building to be used for summer school, and installation of artificial turf on the relocated baseball/field hockey field. Why do we need additional local money to fully air-condition the building? If approved, the city will pay 33% of the cost not covered by the State. The new school will serve as a central location for elementary summer school, potentially serving students from across the entire city. Additionally, this building will be designed to last for many decades, and year-round climate control allows maximum flexibility as we design school calendars in years to come. Lastly, air quality in our schools has always been a concern, and year-round climate control ensures the best possible air quality for our students and staff. How many students can the new school hold? The school is designed to house 880 students with an average class size of 20 students. The building also has a designated area for expansion. What will happen if the new school is not passed at the June 14th vote? We may lose the opportunity to have a new, larger school paid for by state funds. The city will still need to address the overcrowding problems in the current schools which may cost taxpayers more in the long run. More Questions?
