06/25/2016 Dear Mr. Steve Johnson and fellow Commissioners, I am asking for a few moments of your time to bring to your attention an ongoing concern in my community that I would sincerely appreciate your review and support of. I live on North County Road 23 in Bellvue, CO. My neighbors and I live in a 25 mph speed zone that extends roughly ½ mile before the speed limit increases to the south towards Horsetooth reservoir. Unfortunately, we regularly have drivers passing through going 50 mph or faster. Due to our proximity to Horsertooth Reservoir, Lory State Park, and Rist Canyon, the road is inevitably busy. Vehicles including cars, motorcycles, trucks pulling heavy horse and boat trailers, bicyclists, pedestrians, and farm equipment all share a narrow two lane road that has no shoulder. Furthermore, our community includes many young children and pets. Weekend traffic is especially heavy and the congestion makes for a situation that is an accident waiting to happen. The community is concerned about the safety of all of the people that share this area. Over the past years, neighbors and I have routinely contacted the Larimer County Sherriff and asked for their assistance in managing this problem. The Sherriff has acknowledged that this is a problem area and they have been responsive and supportive to us. They have patrolled the area several times and also set up a temporary radar speed indicator sign for two weeks this past spring. I have had a deputy named Deputy Ross be exceptionally thoughtful and respectful of our situation. While their efforts have been greatly appreciated, the frequency in which these officers are available to come out is not enough to bring change to the area. Deputy Ross recently recommended that I express our concerns to all of you as you are in the position to consider some of our ideas for resolution. We would like to propose one, or a combination of, the below ideas to help in reducing the high risk for an accident on this stretch of road.
Installation of 2-3 speed humps through the residential area, deterring motorists from reaching excessive speeds without limiting accessibility for all vehicles. Installation of a stop sign in the north/south direction at the corner of North County Road 23 and Bingham Hill, making this a four-way stop. Having traffic stop at this intersection would prevent vehicles heading northbound off of the dams to continue into the residential area at the same speeds. Additionally, it would make the intersection safer for all directions of traffic as visibility here is compromised. Installation of a permanent radar speed indicator sign which would bring attention to the driver’s current speed in relation to the speed limit.
We believe that these solutions would be the most economically feasible options. I would like to thank you for your time and consideration of these propositions. Our goal is to make the road a safer area for people to enjoy recreational activities symbiotically with our community who calls this home. I am interested in your feedback.
