INDUSTRIAL POSTGRADUATE PROGRAMME (IPP) May 2011

Industrial Postgraduate Programme (IPP) Objective: To build up a pool of postgraduate manpower with critical R&D skill-sets for roles in industry through providing postgraduate training in a corporate R&D environment. Criteria for Companies, Universities & Training Areas

COMPANY

• Locally based entity • Have capacity and ability to scope out and conduct such an industrial postgraduate project with academic partner; i.e. o Have suitable PhD-level company R&D leaders to be supervisors o Have activities/projects which are substantially rigorous, upstream/ medium term in nature that would be suitable for a PhD, assessed by academic partner o Commitment to support trainee towards attaining PhD in 4 yrs

• Locally-based Institutes of Higher Learning (IHLs) (i.e. NUS, NTU, SMU & TUM)

• R&D capabilities critical to industry development plans • Pegged at PhD level

Mechanism Selection of Trainees

Training

1. Singapore Citizens/ PRs Only

1. Grant support for PhD training only up to 4 years*

2. Eligible for PhD studies (can be fresh grad or existing employees)

2. Company provides and drives industry project with student through close supervision by academic partner

3. Jointly selected by Company and University 4. Status at company - “Employee” (Default)

3. Trainee spends at least 50% of time on company project within company’s facility

Grant support will be commence on trainee’s matriculation as full time student and cease upon submission of thesis

Stakeholders’ Contribution •

EDB’s sponsorship to Coy on reimbursement basis (support capped at 4 years): • IPP Trainee’s Tuition fees: 100% support • Salary up to S$3,300/mth+ Employer’s CPF* contribution, company free to top up (up to 13 months per year where part of Coy’s standard HR policies) • 50% co-sharing of IPP research grant to Universities/academic faculties, capped at $12,500/ student/ year (Billed by Universities, endorsed by Coy)



Company’s contribution: • Supervision and hosting of IPP trainees at research facility • Research grant to academic faculties for cost incurred at faculties • All other costs related to IPP project and IPP trainee-incurred expenses (eg equipment, travel, conferences, publications)



Universities’ contribution: • Jointly scope project of mutual interest with company • Supervision to ensure academic rigour • Research facilities (where required) *CPF’s published rate, pegged at up to $3,300 per month

For Info: BACKGROUND IP Arrangement All Background IP shall remain the property of the party introducing and/or disclosing the same to the other party for the purposes of the Project. The University and the Company agree that the use of such Background IP shall be limited to performing each party’s obligations under the Project.

For Info: FOREGROUND IP Arrangement Ownership For projects of trainees included in the IPP scheme from 1 Apr 2011 till 1 April 2012, Foreground IP arising from these projects shall be the sole and absolute property of the Company. (i.e. This IP arrangement shall stand until the completion of the projects.) The IP arrangement for new projects starting after 1 April 2012 shall be reviewed. The review will be in consultation with companies and academic partners to explore the possibility of including other viable IP arrangements to complement the existing option.

Licence for usage Company shall grant to University a non-exclusive, royalty-free licence to use the Foreground IP for •Research and Development purposes •in a non-competitive field of use at University only. Where otherwise, the University shall negotiate an agreement with the Company 10

For Info: FOREGROUND IP Arrangement Management of IP As the Company is the sole owner of IP, it shall be responsible for all IPrelated applications and shall bear all costs associated therewith (eg filing, prosecution and maintenance).
