Introduction

From world-class art exhibitions, to major sporting contests and a unique blend of innovative festivals and community events, Canberra’s vibrant event scene continues to evolve and flourish. The ACT Government’s ongoing efforts to deliver, fund and support a quality calendar of events in the ACT each year acknowledges the significant economic, social and community benefits provided through the events sector. Events bring life, colour and vitality to the Canberra region. They build a strong sense of community pride and help to shape Canberra’s identity – affirming its reputation as a confident, bold and liveable city. In addition, events encourage utilisation and development of local assets and infrastructure and provide opportunities for participation across a diverse range of activities. Events also have the capacity to generate tourist visitation which positively impacts the ACT economy.

The role of Events ACT

Events ACT is recognised as the lead agency for the development and delivery of events in Canberra. More specifically, Events ACT is responsible for: • Planning, marketing and delivering a quality suite of significant events for the city which provide strategic economic and social benefits to the ACT. This event portfolio includes Floriade, Floriade NightFest, Enlighten, the Canberra Balloon Spectacular, the Canberra Nara Candle Festival and celebrations held in conjunction with Canberra Day, Australia Day and New Year’s Eve. • Providing leadership on event-related matters to the ACT Government and to the festivals and events sector, including new major event opportunities and event attraction. • Contributing to the development of the ACT festivals and events sector, including the management of the ACT Event Fund and the provision of strategic planning support and advice.

Aims and objectives of the ACT Event Fund

The ACT Event Fund has been established as a key mechanism for stimulating and fostering a range of positive economic, social and community outcomes for the Canberra region through the festival and events sector. It assists eligible event organisers to develop, market and promote their events in a way that helps maximise these outcomes, while also helping to fill identified calendar gaps and support sustainable growth opportunities.

Within that context, the aims and objectives of the ACT Event Fund are as follows: •

To facilitate a vibrant, innovative events culture within the ACT and help develop a diverse, year-round events calendar that minimises calendar gaps.



To encourage the development of tourism in the ACT and increase economic development opportunities.



To encourage the involvement of local residents in events and festivals that can facilitate positive interaction, cultural activity and a strong community identity among the citizens of our diverse community.



To provide support to events and festivals that are of high quality, well planned, well managed, viable and sustainable.

While recognising that each of these objectives is important, it is also acknowledged that every event will have its own unique characteristics. As such, the relative focus on these objectives will vary between different events. Regardless, the capacity for applicants to quantify and measure outcomes related to these objectives is essential. In the case of recurring events, successful applicants to the ACT Event Fund will also need to demonstrate sound plans for future growth and event sustainability.

4.

Funding Available

4.1

Funding tiers

Funding support available through the 2017 round of the ACT Event Fund has been categorised under two main tiers: 1. Core Event Funding – provides single year funding of up to $20,000 for event organisers seeking general assistance to enhance the presentation and delivery of their event/festival and to support sustainability and growth. 2. Significant Event Funding – Single or multi-year funding (up to 3 years) from $20,000 to $40,000 for events that can demonstrate a strong track record of growth or growth potential, or that encourage tourist visitation and economic development opportunities. Applicants under the Significant Event Funding tier are required to provide a business plan to support their application which further demonstrates alignment with the ACT Event Fund’s key objectives. This is a requirement for both single and multi-year requests. Events applying for support under the funding tiers above must be staged in the 2017 calendar year (noting that any multi-year requests will involve funding in subsequent years).

Determining the appropriate funding tier for your event

The following table provides a general guide to applicants on the appropriate funding tier to apply for. Additional detail is also provided under Section 5 of these guidelines, or you may wish to speak to the team at Events ACT for further advice. APPLY FOR CORE EVENT FUNDING IF: YOUR OVERALL OBJECTIVE IS TO ACHIEVE:

General enhancement to the professional presentation and delivery of your event and the facilitation of awareness and sustainable growth

YOU ARE ABLE TO COMPLETE:

A simpler online submission that provides general detail about the event background/history, governance, performance and aspirations

APPLY FOR SIGNIFICANT EVENT FUNDING IF: Growth in all aspects of your event (particularly in terms of attendance and visitor numbers from outside the ACT) and long term sustainability A DETAILED online submission that addresses all key questions, includes a compelling case for larger funding sums and clearly demonstrates how funding will support event growth. •

YOU CAN • Your event is in (at least) its second year of DEMONSTRATE operation; or for first year events you can THAT: provide strong supporting evidence/data on the proposed event impacts and your experience with delivering similar events

Applying for Funding

5.1

Eligibility

The following eligibility criteria apply to the ACT Event Fund for 2017: LOCATION

CORE EVENT FUNDING The ACT Event Fund supports events and festivals that provide benefits to the ACT community.

SIGNIFICANT EVENT FUNDING As for core event funding

Where applicants do not reside in the ACT or where events are staged outside of the ACT, the funding application needs to demonstrate a clear benefit to the ACT through the relevant assessment criteria EVENT PROFILE BASELINE

EVENT GROWTH POTENTIAL

The applicant must be able to demonstrate the historical size of the event (or similar event/s) in terms of: • Total audience • Spectator numbers • Participant numbers; and • Media profile The applicant must be able to demonstrate the capacity for the event to grow against the baseline data provided above

As for core event funding

The applicant must provide documentation providing evidence that supports attendee totals (including participants and spectators) and which specifically details a breakdown of visitors numbers from outside the ACT. This information must be suitably verified (an independent source is preferred)

TYPE OF EVENT

The following types of events are NOT eligible: • Trade and industry events such as symposiums, expos or exhibitions, seminars, education events and agricultural shows • Industry competitions and award nights • Charity events or fundraising activities • Local Championship events • Anniversaries/Centenaries • New Year’s Eve celebrations • Christmas events • Fireworks displays • Open Gardens • Open Days • Reunions • Events designed to promote religious or political causes • Events run solely for commercial profit or individual gain

• Activities that form part of the regular activities of the applicant (for example, concerts in entertainment centres, regular horse race meetings, computer shows, exhibitions in a gallery and standard theatre productions) • Minor activities, such as product launches, that attract media interest only • Any event already funded by VisitCanberra • Activities for or by Government departments or agencies • Events that have failed to appropriately acquit a previous grant under the ACT Event Fund STATUS OF EVENT ORGANISER

The applicant must have an Australian Business Number (ABN) or must be an Incorporated body and can provide the name and identification number.

Applications from individual persons will NOT be accepted ADMINISTERED FUNDING

Groups/ensembles, unincorporated associations and other bodies with no legal status must nominate a legally constituted organisation to take legal and financial responsibility for administering the grant if the application is successful.

As for core event funding

Any legally recognised entity can administer a grant. Examples include: • Incorporated associations • Registered business; and • Companies limited by guarantee The administering body must sign the application, receive the funds and be responsible for the administration of the grant, including the final acquittal EVENT HISTORY

The event must have been held at least once previously or the applicant must be able to provide strong supporting evidence/data on the proposed event impacts and their experience delivering similar events

As for core event funding

TIMING OF EVENT

The event or festival must occur between 1 January 2017 and 31 December 2017

Applicants who are seeking funding support for more than one event must complete a separate online application form for each. Keep in mind that these applications will be competing for funding.

The application form must not be altered in any way or the event will be deemed as ineligible for funding support

5.2

Conditions of Funding

Once the eligibility of an event or festival is confirmed, the following conditions of funding apply. CORE EVENT FUNDING USE OF FUNDS The application must demonstrate how the funds TO ACHIEVE will assist event delivery, development and growth GROWTH AND in line with the aims of the ACT Event Fund SUSTAINABILITY

SIGNIFICANT EVENT FUNDING As for core event funding

APPLICATION FOR FUNDS

The application must outline proposed activities that will enhance the event and present specific, measurable outcomes to meet ACT Event Fund objectives

As for core event funding

ELIGIBLE USES OF FUNDS

Marketing and Promotion: includes initiatives associated with raising the profile/awareness of the event and driving attendance

As for core event funding, but includes flexibilities within appropriate boundaries and with appropriate justification/approval (i.e. at the absolute discretion of Events ACT)

Community Participation and Audience Development: includes initiatives that enhance community participation levels. Can include audience research, community forums and targeted campaigns Program Development: encompasses support for further development of an event program or adding a new component to an existing program Strategic Planning: can include engagement of short-term specialised personnel (i.e. up to 6 months) to further develop and/or market the event

INELIGIBLE USES OF FUNDS

FUNDING QUANTUM

Funds may not be used for the following:

• Insurance or legal costs • Capital or equipment costs including office equipment • Prize money • Sanctioning fees • Full-time employment costs • Administration expenses/sundries Funding of no more than 30% of the total event cash expense budget can be applied for. Funding will also not be provided to support surplus or deficit budgets. •

Budgets that highlight a heavy reliance on Government support (including other funding sources) will need to provide a clear demonstration of ongoing event sustainability and plans for generating alternative revenue streams.



If event organisers indicate income from a sponsorship arrangement, supporting documentation MUST be attached to verify the sponsorship. If sponsorship negotiations are continuing and not yet finalised, please provide evidence of these negotiations. Otherwise, it will be assumed that these funds have not been secured or adequately substantiated.

FUNDING LIMIT

The application must be for funding up to a maximum of $20,000 (plus GST)

The application must be for funding at a minimum of $20,000 (plus GST) and up to a maximum of $40,000 (plus GST)

RECOGNITION TO BE PROVIDED TO EVENTS ACT

The event organiser must provide the opportunity for Events ACT to have their funding support suitably recognised.

Successful applicants must liaise with Events ACT to establish a range of leveraging opportunities specific to the event

ATTENDANCE DATA COLLECTION Please refer to the ACT Event Fund ‘Handy Hints’ on the Events ACT website for more information on data collection methods

Events ACT require the collection of accurate attendance data which will form part of the grant acquittal obligations. Minimum data requirements: • Event attendance – a breakdown identifying unique participant and spectator numbers • Proportion of visitors – a breakdown identifying the proportion of local and (if applicable) interstate and/or international visitors Core Event Funding applicants are also free to provide additional visitor data (as outlined under the Significant Event Funding Category) if available.

As for core event funding, plus additional data on: • Visitor type and origin – a breakdown identifying the proportion of interstate/ international visitors that were daytrip visitors versus overnight visitors, plus the origin of these visitors (i.e. where they were from) • Average length of stay – data identifying, on average, the number of nights spent in the ACT by overnight visitors

Supporting evidence or a strong rationale must also be provided in your application for attendance data projections for the 2017 event ACQUITTAL OBLIGATIONS

Applicants will be asked to submit an acquittal report three (3) months after the completion of the event.

This at a minimum should include: • Key event outcomes and an evaluation report which includes lessons learnt

An independent assessment of event attendance and associated event impacts is highly desirable

• An attendance report (refer to ‘Attendance Data Collection’ section above) • A financial report showing the final event budget with actual figures. Spending against the funded amount must be highlighted. Note: If requested by Events ACT, copies of invoices relating to that spend may be required. • Links to evidence/examples of supporting marketing and media information

5.3

General Evaluation Criteria

The following general evaluation criteria apply to the assessment of applications under the ACT Event Fund. FINANCIAL STABILITY

CORE EVENT FUNDING The level of confirmed cash and in-kind support from community and corporate organisations, including sponsors. The financial viability of the event or festival, including the strength of the budget and the management and financial skills of the event organisers

SOCIAL AND COMMUNITY BENEFIT

The extent of social enrichment, city enlivenment and other potential benefits to the local community brought about by the event or festival

The strength and extent of the marketing strategy

• Details of how the event has gained (or will seek to gain) prominence outside the Canberra region • Verifiable information on interstate and international visitation (or other relevant information) that demonstrates the status of the event or festival

DEVELOPMENT AND SUSTAINABILITY

The extent to which the funding will assist with the enhancement, development and sustainability of the event or festival. Plans and/or capacity to identify and secure additional revenue/funding sources

RISK PROFILE

The extent to which the broad suite of event risks have been comprehensively minimised and/or mitigated

Completing the Application Process

All applications must be lodged online and within the specified time frame. Late applications will not be considered. Applicants will be sent a confirmation email from the Smarty Grants system confirming receipt of their application. Page | 11

5.5

Application Assessment

An independent panel consisting of representatives from relevant Government and external stakeholders will assess the applications. It should be noted that the assessment panel will also be provided with a summary of any relevant additional information, including an applicant’s acquittal history (where applicable). The assessment panel will submit a set of funding recommendations to Events ACT. Events ACT will then prepare a brief for the Minister for Tourism and Events, who provides final approval on a suite of successful funding recipients under the ACT Event Fund. 5.6
