Annual Meeting Minutes 4/12/12 The Lake Byllesby Improvement Association (LBIA) held their Annual Meeting on Thursday evening, April 12th with "Acting President" Guenther Moesler presiding. 6:00 P.M. Annual Potluck Dinner with beverages provided by Cannon River Boy Scout Camp (David Pederson) 7:00 P.M. Annual Business Meeting Membership Dues collected/resident emails secured/updated Directory information secured. Annual Elections: Robert Stachowski and Leslie Iacono elected, by ballot, to the Board of Directors. This brings the Board member total to eleven. Two members will be appointed to "adjunct" status to comply with Constitution. First meeting of the Board will occur in a few weeks to elect Officers Business meeting closed by President Moesler Speakers: Mr. David Swenson, Dakota County Waters a) Regular DNR permitted lake refill scheduled for May 15th b) Two Byllesby Dam proposals presented and discussed. Both plans call for a small lake drawdown in the fall of 2012 with proposed completion in early summer of 2013. Currently funds have not been fully secured from Legislative bonding bill; however optimism present for this to be forthcoming in sufficient time to begin construction. Plans still being discussed for 3rd Dam proposal. c) Several questions asked regarding drawdown schedule/bonding bill. LBIA members to be kept informed on progress. Mr. Joshua Petersen, Senior Water Resources Engineer (Dakota County) a) Petersen discussed Byllesby Dam design and went over two (2) sketches/proposals. Both would eliminate the "fuse plug" on the South side of the structure and replace same with hydraulic crest gates for better water control. b) Questions on diverting riverbed and silt removal. A suggestion to "completely drain the lake" was stated and quickly ruled unnecessary and overkill for the project Mr. Tom Berry (Water Resources Mgr.- Dakota County) a) Discussed Warnings, alerts, and flood preparadness at/downstream of Byllesby Dam b) County website to feature river gauges at Northfield, Straight River, and Welch for accuracy/predictions Mr. Justin Watkins (Minnesota Pollution Control Agency-Rochester) a) spoke of Faribault/Owatonna's expenditures for treatment of Phosphorous discharge. In the past these cities have discharged 5/m and 3/75 p/m of phosphorous into the Cannon River. Effective in 1/11/12 these discharge rates will be less than 1/pm. Phosphorous loading into the river will be reduced by 2/3 this year. Good news! b) water in Lake Byllesby will continue to be tested annually at mid-lake and near the Byllesby Dam by MPCA.
