Anopaly in Pay Matrix levelsof 7thCPC.
NFIR brings to the kind notice of Railway Board the anomaly arisen due to non-grant of 3oh of pay towardsannualincrement,pursuantto implementationof 7thCPC pay matrix levels as explainedbelow:(a)
Clause(c) of termsof referenceof the NationalAnomaly Committeesaysthat the Official Side and Staff Side are of the opinion that any recommendation is in contraventionof the principle or the policy enunciated by the 7* CPC itself without the commissionassigningany reason, constitutesan anomaly. (b) The recommendationsof 7'nCPC regardingAnnual Incrementare as follows: (i)' 7'nCPCReport-HighlightsofrecommendationsAnnual Increment-The rateof annualincrementis beingretainedat3oh. (ii) 7'hCPC ReportForward:Para 1.19-The prevailingrateof incrementis consideredsatisfactoryand has.beenretained. (iii) 7'hCPC Report{hapter 4.I-Principles of pay determination .Para-4.1.17-The various stages within a pay level moves upwardsat the rate of 3o/o per annum. (iv) 7thCPC Report-Chapter-5.1 -Pay structure(Civilian employees) Para5.1.38-AnnualIncrement. " The rate of annualincrementis being retainedat 3o/o* Para 5.1.21-Theverticalrangeof eachlevel denotespay progresswithin that level.That indicates steps of annualfinancialprogressionof 3Yowithin eachlevel. However, contraryto the aboveprinciple laid down by 7'hCPC, the actual increment rate in the following pay level of the pay matrix are lessthan3Yoas illustrated in the following table. Pay level

From the abovetable it can be concludedthat: l. The recommendationsof 7'hCPC regardingincrementrate is in contraventionof the principle or policy enunciatedby 7rt CpC, hence it constitutes an anomaly . 2. In many stages even though the incrementrate shown is 3%o,it is roundedoff to next below amount causing financial loss to the employees. 3. In the 6ft CPC, while calculating increm"nt, if th. last digit as one or above, it used to be rounded offto next 10. So in this pay matrix, if the amount is l0 and above. it should be rounded offto next 100.
NFIR-thereforerequeststhe Railway Board to take necessaryaction for rectification of anomaly so as to ensurethat the increment @ 3% of pay is granted to employeesin whose caseswhere the aitual amountis lessthan 3olo.
