During separatediscussionshetd with the Railway Board in the chamber of AM (Staff) on l5'n July 2015 on PNM Item No. 1512013,the Federationhas explainedthe observationsmadeby the DoP&T on a referenceto Railway Ministry as below:' The instant anomaly brought forward by the referring Department cannot be attributedto the ACP/MACP policy, but due to faulty cadrestructure.Therefore, we may advisethe referring Departmentto restructurethe Accountscadrewith a view to rectify the anomaly. Federationhas further come to know that thereafterthe case was processedin the RailwayBoard'sOffice (File No. PC-Vl2009lACP1L5AIR), basedon l)oPT's reply. The case was accordinglyprocessedto take a view if the Accounts Clerk who are graduatesand have qualifiedAppendix-Il (IREM) Exam could be treatedas fresh recruit on induction as JAA for the limited purpose of MACPS benefit. This was proposed by the Finance/Accounts Directorate in Board's Office on the basis of similarly situated case of Engineering Departmentwherein the Drawing staff who were directly recruited in Grade Rs. 5500-9000 and protnotedto GradeRs.6500-10500through LDCE against20% DR quota were treatedat par with the Engineering Graduatesrecruited in Grade Rs. 6500-10500 for the purposeof grant of MACPS benefit. However the Pay CommissionDirectoratedifferently interpretedas mentionedbelow:o'DoPT has consistentlyheld the view that MACP is personal to the staff and has no relevanceacross the cadre.
