In continuation of above cited references,the Federationfurnishesadditional material on Item No. 17 pertaining to Phannacist category to facilitate the DAC to discussin the ensuing meeting. Attention is also invited to NFIR's letter of even number dated 0910612017 on this issue of which Item No. 17 of the enclosureis relevant(Annexure-I). Federationalso enclosesan Item under heading "grant of Additional Allowance to the remaining categories of Running Staff viz., ALP' Sr. ALP, LP (Shunting), Goods (Guard)oo togetlrer with copy of Board's letter No. PC-VII120I7/R-U/38 dated 2011112017 to NFIR for discussionin the secondmeetingof the DAC (Annexure-Il). So far as the subject o'Technical Supervisors of Railwayso', is concemed,the DoP&T vide F. No. lIl2l2016-JCA-I(Pt.) dated 30'nOctober 2017 has since advisedthe Secretary(Staff Side) that this being Railway specific item, the Staff Side may take up at the DepartmentAnomaly Committee of Ministry of Railways. Annexurel The Commission has failed to appreciate that the category of pharmacist possessing the upgraded qualification of 4 year Degree (Technical) has not been consideredon par with the other categoriesof staff holding Degree qualification. The study report submittedby the IIM Ahmedabadwhich forms the basis.ofrecommended pay scalesto all the employeesof the Central Government,does not contain the categoryof Pharmacist,apparently,the Pharmacistcategory has not been studied for the purpose of granting appropriatePay Scale. In view of the prevailing situation the caseof Pharmacistdeservesto be review by the Anomaly Committee for grant of atleastGP 4600/-at the time of appointment. **********

Aonexure-Il Grant of Additional Allowance to the remaining categoriesof Running Staff viz., ALP, Sr. SLP, LP Shunting, Goods(Guard) issued Railway Board vide letter No. PC-VIIl20l7lU7l5l5 dated 1A10812017 insffuctions for grant of revised rates of Additional Allowance to the Running Staff viz., Sr. Passenger(Guard) and Guard Loco Pilot (Goods)/Passenger/Mail-Express/Motorman, (Mail/Express) w.e.f. 01't July 2017 without covering the remaining Running Staff belonging to the categoriesof ALP, Sr. ALP, LP (Shunting),Guard (Goods) etc. ln this connection,Federationcontendsthat the remaining Running Staff havebeendiscriminated against wrongly ignoring the fact that there working conditions and responsibilitiesare akin to thoseRunning Staff who have been grantedrevisedratesof Additional Allowance. Federation further contends that the ALP, Sr. ALP, LP (Shunting) and Guard (Goods) are also part of Running Staff for all purpose, therefore they also need to be coveredfor grant of Additional Allowance like other Running Staff to avoid the feeling of de-motivationamongthem. NFIR, therefore,requeststhe Railway Board to review the caseafresh and issue instructions for granting Additional Allowance to the ALP, Sr. ALP, LP (Shunting) and Guard(Goods). **{<****t<****

SeventhCPC pay structure - grave injustice done to Graduate Engineersand Diploma Engineers in Railways - Review urged. ****d<*****

NFIR invites kind attentionof the RailwayBoard to Para11.40.104to 11.40.115of the 7tr CPC report (PageNo. 747 to 749). Vide Parb 11.40.i09 of the 7mCPC report, it has been statedthat'othe next post in the hierarchical structure for Technical Supervisorsis the post of Assistant Engineer. There is a 1:1 ratio between the posts of Assistant Engineer filled by Direct Recruitment and those filled through promotion''. In this connection, Federationpoints out that no promotions are presently available for SSEson the basis of 1:1 ratio. The ground reality is that directly recruited GraduateEngineersto the post of SSE (6d'CPC GP 4600/-) continuedto remain in the sameGradePay/PayLevel for not lessthan 15 to 20 years.Federationalso conveysthat it would be incorrect to call them "Technical Supervisors"while their official desigrrationsare Sr. SectionEngineersor Jr. Engineers. It is further learnt that the 7e Central Pay Commission had relied upon the sfudy report given by Indian Institute of Management,Ahmedabadfor denying the improved pay matricesfor Graduate Engineers as well .Diploma Engineers. Para 6.16.2 of the study report of IIM, Ahmedabadsubmittedto the 7* CPC is reproducedbelow: *6.16.2 Sector-WiseCareerProsressionand PromotionRules: Table 6.16,2:Career Progressionfor Graduate Ensineer throush RRB in Railways Promotion Criteria Designation/Post Job Role: Graduate Engineer Engineer Entrykvel Graduate throush RRB in Railways Period prescribed for promotion to Entry+ l kvel AssistantEngineer this level as per RlRs is 2 yearsin the previous level. Actual averageperiod of promotion is 4 years. Period prescribed for promotion to Divisional Engineer Entry + 2 Levels this level as per RlRs is 4 yearsin the previous level. Actual averageperiod of promotion is 6 years. Period prescribed for promotion to Entry + 3 Levels Sr. Divisional Eneineer this level as per R/Rs is 4 yearsin the previous level. NFIR hopes that the Railway Board admits the truth that never promotions have been granted to the Graduate Engineers on completion of 4-years period to the post of Assistant Engineer and to the post of Divisional Engineer on completion of 4-years in the previous pay level. The IIM's distorted study report has done grave damageto the careergrowth of directly recruited Graduate Engineers in Railways. The wrong information given to the 7o' CPC with regard to career progressionand salary details of GraduateEngineersrecruited tluough RRB in Railways through IIM's study report has causedseveredamageto their careerresulting alround resentmentamorig them. It is sad to state that the Pay Commission has deviated its own principle as enumerated vide Para4.1.19of its report,which is reproducedbelow:"Historicallyo the qualification and skill set required as well as roles and responsibilities discharged at various levels in the overall hierarchy have been central to the basis for pay grading. The rationalization index has been applied keeping this principle in mind''. It is surprising to note that the Railway Ministry (as recordedvide Para 11.40.112 of the . 7'n CPC report) had strongly defended the continuation of existing arrangementson functional grounds,ignoring the reality that the Railway Ministry in the year 2010 had proposedreplacement of GP 46001-with GP 4800/- for improving the career growth of SSEsetc. The Railway Board also failed to mention before 7* CPC of its decision to upgradeApex Level (GP 4600/-) posts to Group 'B' Gazetled (which is yet to be finalized). A.serious anomaly has arisen as a result of misleading facts placed by Railway Ministry before 7' CPC and also the totally incorrect study report of IIM, Ahmedabadpresentedto the 7* CPC as soughtby the Commission. NFIR, therefore,urges upon the Railway Ministry to review de-novo the entire issue and rectify all aberrationsand anomaliesarisen consequentupon the denial of improved pay structure and statusto the GraduateEngineers as well as Diploma Engineersin Railways and also accord approval for time bound promotions to them.
