Meeting of Board of Managers of the Trail At Chestnut Grove Home Owners Association Coldwell Banker Honig-Bell offices at 1608 Broadmoor Drive Champaign, Illinois 7:00 PM April 10, 2017 The meeting was called to order at 7:03 PM by Judy Fejes. Board members present were Rick Marrs, Dawn Quattrone, Patty McElroy, Michael Jeffries, and George Dillard. Absent member was Sam McGrew. Recognition of visitors: Barb and Dave Palla and Randy Taylor. Taylor voiced his concern regarding the Non Resident Trespassing issue. He had observed approximately 10 individuals fishing who have claimed to be guests of homeowners who they usually have not been able to identify by name. Quattrone added she has seen at least 4 individuals in the past few months fishing late at night. It was suggested implementing a more thorough and specific enforceable rule to protect homeowners’ security, liability, and privacy concerns of lake lot homeowners. It was decided that a Rules Committee be formed. Barb Palla volunteered to be on the committee. McElroy volunteered and Fejes volunteered Quattrone. Barb Palla suggested a Neighborhood Watch be established in our neighborhood. She voiced concerns about the lots that are not selling. She believes the Watch would convey a more “desireable community” feel. She also mentioned numerous unsightly and unkempt conditions throughout the neighborhood which she feels need to be addressed. The Palla’s were agitated by the previous minutes which discussed the problematic storm lines and the consideration of where the financial responsibility would lie. She forcefully stated that the HOA has “no legal” right to take on any financial responsibility of private property damage including tree removal. The Pallas inquired about the treatment of the algae/bacteria in the pond so that we do not have the unwelcome odor that accompanies it. Jeffries stated the ponds would be treated with Copper Sulfate at the optimal time the company suggested. Payment of Bills: Dillard stated that Reinhardt had requested 1st Payment Old Business: Fejes motioned to adopt the February 20, 2017 Minutes. McElroy moved to adopt minutes. Seconded by Marrs. The vote was unanimous in favor. Dillard presented the updated 2017 Budget vs. Actual Comparison, 2017 Quarterly Cash Flow, the Transactions Report from Busey, and the Internal Auditors’ Report. Dillard reported that he delivered Dues Letters this past weekend. Fejes motioned to adopt the Audit Report. Moved to adopt by McElroy. Seconded by Quattrone. The vote was unanimous in favor.

Discussion of Possible Rules to Adopt: Jeffries moved to form a committee to compile possible subdivision rules and various categories to address. These members will then come back to the board with their recommendations. The newly created committee will consist of members Quattrone, McElroy and homeowner Barb Palla. They will meet on April 27th @ 12-1:00 PM at Coldwell Banker. Seconded by Fejes. The vote was unanimous in favor. By-Laws: It was too late to discuss By-Laws so it was decided that the board would reschedule the discussion for May 1, 2017 @ 7:00 PM at the Coldwell Banker location. This meeting will be a By-Laws Only Meeting. New Business: Landscape Committee members Fejes and McElroy presented suggestions for adding plants with color to some of the roundabout common areas. Dillard suggested a detailed plan so we could know what it would ultimately look like. Quattrone agreed and suggested maybe moving forward we do these island improvements in phases so it would be cost effective over time and we would have a specific plan. Fejes said her goal at this time was trying to find plants that would add color without spending a lot of money. She said that Atlantic Services claim this is an ideal time of year to plant. The Pallas voiced their dissatisfaction with funds being used for what they claim is a “capital expenditure” regarding this landscaping project. Dillard explained that the Line Item was made for improvements, i.e., for replacements and improvements. Dillard clarified that the Line Item would allow for the money being used to improve the appearance of our common areas. McElroy motioned for Fejes to get a firm quote from Atlantic Services on planting various plants. Seconded by Quattrone. The vote was unanimous in favor. Marrs volunteered to address the backyard light outage at 1609 Chestnut Grove. Suggestions about Willow Tree of Tim Brown: It was suggested we not enact any plan of action for the removal of the Willow Tree. Adjournment: Dillard motioned to adjourn the meeting. Seconded by McElroy. The vote was unanimous in favor. This meeting was adjourned at 9:20 PM. The next meeting will be held on May 1, 2017 @ 7:00 PM at Coldwell Banker.
