National Program for Sensitization and Environmental Education

Abstract Since the adoption of the legal framework on the environment in 1996, it is now a matter of reinforcing the national machinery for environmental sensitization and education. This process certainly has known some delay, but it is now a matter of taking a decisive step by instituting a program particularly devoted to this problem. Probably, one had to wait for a certain number of prerequisites to be done for this program to be born, especially with: the creation of a ministry in charge specifically of environmental issues, the MINEPDED ; the promulgation of several legislations to decrease concretely environmental obligations found in the legal framework ; the experimentation with several pedagogical tools in the national education system, intended to sensitize and educate children and adolescents on environmental matters; the adoption and the implementation at the governmental level of the PPBM system (Planning, Programming, Budgeting, Monitoring) which compels the various administrations to better identify the scope of their competences and thus come out with the expected results in a short and medium term. All these, associated with a mechanism for monitoring and evaluation (ME) that should allow the verification of the level of progress and achievement of results with regards to the objectives set. This new approach, still in a transition phase in most administrations, has notably an interest in causing the latter to develop closer and deeper collaboration between the various sectors to the point whereby, the context being a global one, every sectoral approach is necessarily interdependent and therefore interactive with the others. The Sensitization and Environmental Education Program responds to a priority, of which the relevance and stakes do nothing but increase over time with regards to the demographic development of the country and the significant increase in the urbanization rate now at about 55% of the population. This development has as corollary, the increase in household consumption in general, and more specifically the increase in the number of vehicles, houses, urban expansion, etc. The consequences of this situation are seen at the level of the increased production of all kinds of waste and effluents that are harmful to the environment. In general, it is fitting to attack the root causes. In this case, it is; to build environmental awareness within the population, which itself is at the heart of the entire problem.

Glossary Under the present NPSEE, unless otherwise specified, relating to the context, we mean by: Advert: Small film or audio recording broadcasted with the goal of promoting a product, a service, a brand, etc. Alternate Training: Training delivered within a specialized institution or by distance learning that alternates between theoretical lessons in classrooms and practical lessons in the professional environment. Brochure: Commercial document or advertising prospectus , consisting of a few collated pages that unfold when reading. Center of Excellence: Forestry and environmental training institution which displays a high degree of perfection and performance according to international criteria and standards. Collaboration framework: Partnership with the aim of defining the scientific cooperation scope, the working methods and rules of collaboration. Collaboration Platform: Virtual workspace or website that centralizes all tools related to the management of a project, Knowledge management or the operation of an organization and make them available to stakeholders. Concertation framework: Environment for exchange and sharing, putting into play several people to agree on a common project. Debate: Discussion or a set of discussions on a specific or substantive subject, made known in advance, to which individuals having differing or not opinions, ideas and thoughts take part in the subject matter. Environmental Education: Set of lessons meant for a potential learner, to know the functioning of the physical and biological systems of the planet as well as the means of creating a more sustainable future. Environmental Sensitization: This is an initiative aimed at promoting education on sustainable development through awareness on social and environmental issues Extra financial Reporting: A document which gives account of the societal performance of the company, through a sustainable development report. This approach is not as complete as the financial reporting, but many national and international initiatives are involved in its preparation and standardization. Forest Resources: All goods and services arising from the forest (ITTO). Guidelines: Community law Decision aimed at promoting the harmonization of the COMIFAC member States’ national policies and legislations which impose on them a target objective, while giving them the ability to choose the means to achieve this (laws, decrees, general principles, etc.).

Initial training: Training delivered within a specialized institution or by distance learning resulting to the delivery of a State recognized diploma. Management tools for the training: Nomenclature of job-types, jobs repository, training repository and jobs evolution observatory. Mass media: Set of techniques, audiovisual and graphic tools, capable of transmitting rapidly the same message to a large target public in order to reach and influence a wide audience. Mass Sensitization: Information campaign via multiple channels, to convey messages to a wide audience. Modular system: Training courses organized in blocks of teaching units for the acquisition of skills. National competent authority: Authority in charge of the forestry and/or environmental training in each country, according to the level of de-concentration and/or decentralization: Specialized Ministries partnering (depending on the case), with the Ministries of higher or technical education. Ongoing training: Skilled training designed and delivered to meet a specific need for the capacity building of professionals, resulting in the delivery of a certificate or an attestation. Periodic Meeting: Meeting on a repeated frequency aimed at sharing within a group of people, the same level of knowledge on a subject or issue and taking collective decisions. Priority Action: Main action prior to the implementation of the guideline. Proximity Sensitization: Information campaign via channels such as (sharing of flyers, door to door conversations or discussions), to convey messages to a restricted audience (households, enterprises, associations) Radio Broadcast: It is a broadcast from a radio station. Its content varies depending on the periodic schedule of programs: information, thematic magazines, interviews and broadcasts of recorded entertainment music, movies, theater, rebroadcasts of classical music, concerts, and opera. Seminar: Management tool bringing together a dozen to hundreds of participants according to the nature given to it and that generally takes place during several days and in a place outside the usual professional frame, the aim being to create a team spirit, a cohesion, a synergy of experiences and common goals. Specialized Institution: University or training institution which has developed one or more awarding or qualifying training specialties recognized at the national and sub-regional levels. Sustainable Management: Management of space and its resources that ensures a development that meets the present needs without jeopardizing the capability of future generations to meet their own needs. Introduction Cameroon is built on an ethnic and linguistic mosaic on which overlap other factors of divergence (religion, political, corporation, etc.)1. However, despite these differences both anthropogenic as well as at the level of the physical environment, the country is guided by a common development plan whose vision , strategies for implementation and threats , risks and the assumptions attached to it, are clearly formulated in its strategic reference documents (GESD, Cameroon Vision 2035) . The achievement of the development objectives, as formulated in these documents, is conditioned by a healthy environment that promotes good health of individuals; the development stakeholders. The National Program for Sensitization and Environmental Education (NPSEE) is designed taking into account the specificities of each region. Hence, this regional action plan develops environmental sensitization activities specific to the Center region. Indeed, this region faces environmental problems of its own. In view of the peculiarities of its population, it is logically important that it has its own environmental sensitization plan. The environmental education activities shall be on their own part designed for the national territory.

Chapter 1: General Context The Cameroonian national context has greatly evolved over the past few decades. The overall population is now beyond 20 million, with an urbanization rate estimated at 55 %. The country is no longer as it was in the past being rural, but rather now is marked by its continuous growing urbanization. More than 70 per cent of the population is under the age of 35, and more than half are less than 20 years old. The country is thus young, and these youths are concentrated in the cities for various reasons, be they natives or just residents. Concretely, this means that the bulk of the real estate investment is concentrated in the cities, which are therefore continuously expanding , with all what it entails in terms of expansion of road networks, electrification, administrative, health, educational, commercial, water supply, sanitation, garbage collection, etc problems. Any expanding system is always facing growth problems and significant imbalances between the immediate possibilities and the new needs to satisfy. The volume of waste produced by the population literally explodes same as the need for water, electricity, sanitation, etc. Individual practices are often inappropriate and harmful at the city scale. Generally, the environment is thus disrupted and constitutes the variable which, in a short term, suffers most from lack of anticipation and not taking into account the increasing collective needs. The key issue is to ensure that legitimate individual aspirations that have as consequence the increase in consumption level of all kind of resources is compatible with the overall and reasonable aspiration of the nation to preserve its potential for future generations. The overall framework for planning is since 2010, the Strategy for Growth and Employment Document (GESD), which gave rise to the document “2035 Vision”, which extols the Head of State’s vision of an emerging Cameroon by 2035. Many structuring investments are already launched in the framework of this major strategic vision with the construction of roads, highways, railways, deep-water port, high voltage power lines, hydroelectric dams, thermal gas power plant. Moreover, other investments aim at strengthening and diversifying the national economy through the exploitation of minerals, gas, oil, forestry, agricultural and tourism resources just to mention the most important ones. Priority is given to economic growth and the reduction of unemployment and poverty rates. Consequently, the risk is great if environmental issues are not sufficiently taken into account at all levels of development. That is why; the NPSEE must work as from now to create awareness among the population in favor of the preservation of their environment so that it becomes a reflex.

Chapter 2: Specific Context The Center region is located geographically between latitude 6°12N and 3° 08N and longitude 10°15E and 13°12E. The altitude varies from 105 m close to the boundary with the Littoral region to more than 900 m close to the Adamawa region. Yaounde is situated between 500 and 600m of altitude. It covers over 68,953 km² and has a population of 3,525,644 inhabitants (2010), making a density of 51.1 inhabitants/km². Presently, the population is predominantly urban with 75% of the residents living in the city, especially in Yaounde and in its immediate surroundings. It is a forest region on the greater half of the south, with a transition at the Sanaga River to become a savannah back up to the north with lesser galleries. On the administrative part, the Center region has as capital, Yaounde with 10 divisions: Haute-Sanaga, Lekie, Mbam-etInoubou, Mbam-et-Kim, Mefou-et-Afamba, Mefou-et-Akono, Mfoundi, Nyong-et-Kellé, Nyong-etMfoumou, and Nyong-et-So'o. The Center region is situated in the agro-ecological zone of the rain forests with bimodal rainfall, two rainy seasons and two dry seasons. This region is under forest exploitation for a long time now, but the greater part of the territory is in the zone said to be common, alternating between natural forests and agriculture. There are two major protected areas, the entire Mpem-et-Djim, and part of Mbam-et-Djerem, and a few UFAs, communal forests and community forests. The region is however predominantly used for agriculture. The population of this region is predominantly urban with the service sector being particularly predominant in Yaounde. Industrialization is not very widespread, but they however include breweries and other drink industries, the forestry and wood industries, careers, etc. In the agricultural field, the largest plantation is that of SOSUCAM with nearly 26,000 ha of sugar cane and its two sugar factories. In the forest zone, the extension of palm trees is also gaining grounds. Most of the agricultural activities are however that of small and very small farmers. Cocoa cultivation remains for them a major activity even though the diversification is now very varied with on one side, the cultivation of food crops, cereals, fruits and vegetables so as to supply the city. On the other side, the development of livestock activities, mainly poultry and pig farming still to respond to the urban demands. The main environmental problems mentioned are:  Poor waste management;  Pressure on the forest ;  Pollution (air, water, soil and sub-soil) ;  The pressure on the land  Pollution from agro-industries;  The practice of slash-and- burn agriculture. The pressure on the forest in this region is real and this is due to the expansion of urban areas and agricultural fields. The illegal exploitation of forests is also contributing to this, especially that of unclassified forests. animal species, wildlife and fisheries. For example; the green parrot, the "kanga" (a specie of tilapia found in the Nyong-et-Mfoumou waters. The problems of pollution are most pronounced in Yaounde and in the main cities (Mbalmayo especially). Pollution is at all levels (air, soil, sub-soil, water). The invasion of water courses by the water hyacinth has become a real concern. The bush fires practices in the savannah zones and the slash-and-burn rice cultivation found everywhere is an issue and these contribute to limit the potentials of the land. The mostly uncontrolled use of pesticides in agriculture is a serious problem, which has great consequences on the quality of the waters flowing in rivers, and is potentially harmful to the health of population. The uncontrolled urban sprawl causes significant disorder with acute problems of poor roads and networks which have a negative impact on sanitation, waste management, and on health and safety in general, despite the efforts put in by the HYSACAM Company.

This is to assess the likelihood that the profits generated will continue after the project. This perenniality begins at the conception of the project and continues throughout its implementation.

4.2. Institutional Framework for Implementation This study focuses on the environment and sustainable development sector, and thus concerns primarily the execution of the NPSEE on 5 years. Knowing that a program as this; is suppose to then continue on a recurring basis after intermediate evaluations are carried out. The system of monitoring and evaluation of the NPSEE must be executed globally, both through the sectoral ministries and through the Regional and Local Authorities (CTD). Monitoring-evaluation is a critical look on the different planning and programming actions with the view point of ensuring the achievement of the expected NPSEE results. The Mechanisms for implementation, monitoring and evaluation of the above actions should determine the consistency, effectiveness and efficiency of their implementation, their impact as well as the sustainability of the outcomes obtained with the ultimate goal of informing policy makers and enable decision making . For a better implementation of the environmental sensitization and education strategy it is important to integrate and use monitoring and evaluation (M&E) in the activities of the latter. The M&E is a tool that allows the taking of management decisions. To monitor and evaluate, it is first necessary to implement. This implementation requires planning and coordination of all the actions and activities. To this end, the creation and implementation of environmental cells in the sectoral ministries listed and in the regions is necessary both for the internal management of environmental issues and also to empower the NPSEE monitoring-evaluation system and to a broader extend, the MINEPDED’s.

4.2.1. The objectives of the overall mechanism The mechanism for monitoring-evaluation is results- oriented. It can continuously monitor the planned actions and thus ensure that the program is moving towards the achievement of the expected results. Meanwhile, the internal and external periodic assessments help to verify that the activities produce intermediate or final results as planned, and that the gap between the baselines at the start of the program is beginning to fill up in order to reach the target announced for the end of the program. Establishment of an Environmental cell in each sectoral ministry and each Region The Environmental Cells shall be housed in the ministerial departments under the administrative authority of the Secretary General of the sectoral ministry and under the joint technical authority of the sectoral Ministry and the MINEPDED at the central level; under the administrative authority of the Governor at the regional level. Each Environmental Cell shall receive directly from the administration that houses it; material and financial resources for its operations. In addition, they shall present themselves as functional units within the administrations while ensuring the interface with the MINEPDED. They shall therefore enjoy a special organizational autonomy in relation to the administrative structures in which each of them is set up. . All the cells shall have in the first place as mission; to ensure the integration of environmental concerns into the design and implementation of policies, programs and development projects in their respective ministerial sectors and regional territories. The MINEPDED shall provide officers/staff of the Environmental cells with training and capacity building and skills which they shall use for control, monitoring, evaluation and environmental education.

The NPSEE although consistent with the overall objectives assigned, is composed of actions that are of operational units. For the monitoring and control of the activities at the sectoral and decentralized level, the Environmental Cell shall play the following role:  Sectoral and regional monitoring and control structure;  Integrated operational Structure for the implementation of the NPSEE. Environmental Cell: Monitoring and control Structure Housed within the Governor’s services at the regional level and within each relevant ministry involved in this program at the central level, it is responsible for the general coordination and supervision of the implementation of the NPSEE and other environmental activities at each of these levels. Environmental Cell: Integrated Operational Structure This structure as a genuine pulse, guide and sentinel mechanism, shall take or propose appropriate decisions in order to achieve the goals and objectives of the NPSEE. These decisions have a relationship with the different management functions which are:  Planning;  Implementation;  Communication ;  Monitoring-evaluation;  Advocacy.

4.2.2. Roles and responsibilities of the officials within the sectoral ministries, the region and the municipalities The Secretary-General (at the level of each relevant ministry): He ensures the administrative supervision of the Environmental cell at the level of the relevant ministry. He is the line manager of this ministry. The Governor (at the regional level): He ensures the administrative supervision of the Environmental Cell located within his services at the regional level. He is the line manager of the Governors’ service. The Secretary-general MINEPDED (at the central level): He ensures the joint technical supervision of all sectoral and regional Environmental cells. The Head of the Environmental cell of the relevant ministry (at central level): He has as mission to:  Sensitize the sectoral directorates of the ministry and project developers on the need to integrate environmental concerns into their policies and strategies; Regional Action Plan / Center

 Participate in the popularization of the environmental evaluation legal and technical tools;  Ensure compliance with the environmental standards in the sectoral policies, programs and projects;  Provide support- advice to the Ministries in the environmental domain within the sector;  Analyze the EIA reports and transmit the result via appropriate channels to the MINEPDED ;  Participate in environmental education and in all activities related to the environment. The head of the Environmental Cell (at the regional level): He is a staff of the regional governor’s service. He has as mission to:  Provide support and advice to the regional and local authorities within the context of the environment within the jurisdiction of the regions ;  Participate alongside the regional delegation of the environment in monitoring the implementation of environmental and social management plans;  Ensure the integration of environmental concerns in the regional planning instruments ;  Participate in environmental education and all activities within the context of the environment. The Research Assistants “Chargés d’Etudes Assistants » of the environmental cell within the relevant ministries and Governor’s services (at the central and regional levels): They are in charge of assisting and executing the missions of the Head of the sectoral or regional Environmental Cell. Sensitization Officers (at the level of the municipalities): Under the technical responsibility and authority of the Head of the regional Environmental cell; they ensure the monitoring and popularization of the NPSEE at the municipal level under the direct administrative authority of the Mayors. 2 Research assistants”Chargés d’études assistants’ (created or combined positions) NB: at the municipal level, specifically in the hygiene and sanitation services, the chief of service shall reinforce his environmental sensitization and educational activities with the support of 2 sensitization officers (created or combined positions). The regional Delegations (DR) and the Divisional Delegations (DD) of the MINEPDED supporting the implementation They support and supervise municipalities in the implementation of activities related to this program. Furthermore, they are responsible for strengthening the capacities of the municipalities, as regards among others the techniques and types of sensitization with respect to the target audience (relay target or final target), attitudes to adopt with respect to the target, the techniques of building messages depending on the target audience (relay target or final target), the sensitization tools and channels convenient to the target (relay target or final target)… In addition, the DRs and DDs of the MINEPDED and the relevant ministries shall conduct joint sensitization activities on the field. (For example: environmental sensitization campaigns).

Conclusion Finally, the environmental sensitization activities proposed in the Center region are derived from sectors that are most challenged by the environmental problems. In the Center, as in all other regions and divisions of Cameroon, the municipalities shall be the main architects in the environmental sensitization activities. The latter, in the framework of the implementation of these activities shall be supported by the regional and divisional delegations of the sector from where the activity emanates. This implies making available to these municipalities, adequate human and material resources to fully carry out their functions. However, it is important to precise that the implementation of this program shall be effective only if all the relevant stakeholders are involved in correctly playing their roles in a collaborative framework favorable for all.
