Clean Energy Incentive Program Design Details October 31, 2016 Dear Administrator McCarthy: On behalf of the signers below, we respectfully submit comments to U.S. Environmental Protection Agency (EPA) regarding the proposed Clean Energy Incentive Program (CEIP) under the Clean Power Plan (CPP). We support a CEIP that provides strong incentives to Pennsylvania clean energy projects that otherwise would not occur, and ask the EPA to finalize the CEIP in a form that will maximize clean energy investments in low-income communities, both urban and rural. The CEIP is an opportunity for Pennsylvania to incentivize energy efficiency and renewable energy across the state, especially in low-income communities. The CEIP can put Pennsylvanians to work in good-paying, local jobs; improve public health and protect the environment; and save consumers money to help provide economic relief and grow our economy, and we therefore intend to urge Governor Wolf and the Pennsylvania Department of Environmental Protection (DEP) to opt in to the CEIP, when the DEP prepares its State Plan to implement the CPP. Investing in energy efficiency and renewable energy projects will create good-paying jobs in Pennsylvania, and the CEIP will help bring those jobs to the communities where they are needed the most. There are 66,000 jobs in the renewable energy, energy efficiency and related industries in Pennsylvania, and that number has increased 15% from just two years ago. The solar industry is creating jobs rapidly and workers earn median wages above the national average. Pennsylvanians will benefit from energy-saving projects in their communities that have been designed, developed and installed by local skilled workers and technicians – a win-win. Expanding energy efficiency and developing renewable energy will also help to reduce dangerous air pollution that impacts the health of Pennsylvanians and their families, especially children. Energy efficiency is critical for improving public health because families living in housing with poor heating, cooling, and ventilation systems face greater health risks, including heart disease, arthritis and respiratory illnesses such as asthma. Efficiency upgrades with healthy building products reduce these risks. Furthermore, these programs can protect our environment and natural resources, as energy conservation measures and the utilization of zero-emitting, renewable energy technologies gird against climate change. At a time when the economic divide finds many families struggling to make ends meet, energy efficiency and renewable energy can provide economic relief by reducing the energy burden on their finances. This is especially true for the most vulnerable Pennsylvanians who live in communities near sources of pollution or pay a disproportionately large share of their incomes for utility bills. When consumers save money on electric bills, they have more money to spend on other costs of living as well as goods and services that can boost further economic activity in Pennsylvania. We already have proof of how successful energy efficiency programs can be: Pennsylvania’s state energy conservation program under Act 129 saves consumers and ratepayers $3 for every $1 spent.

For all of these reasons, we urge EPA to finalize as soon as possible a strong CEIP as that provides needed incentives to energy efficiency and renewable energy projects, saves consumers money and protects their health, and grows the clean energy economy.
