Chief Financial Officer Closing Date: June 25, 2017 Start Date: July 6, 2017 Master’s Degree in Accounting preferred Licensure as a Certified Public Accountant preferred Minimum of a Bachelor’s Degree in Accounting required Supervisory experience in an accounting department required. Experience in public school district accounting, finance, and budgeting preferred (otherwise known as fund accounting) Other experience deemed appropriate by the GCSS. Direct the business affairs and financial services of the Gainesville City School System with responsibility for coordinating budgeting, accounting, finance, auditing, payroll, cash management, capital outlay and fixed assets/high risk inventory. Define and maintain a proactive organizational framework that supports the delivery of such services to schools, departments, and school system stakeholders. Knowledge, Skills and Abilities: 1. In-depth knowledge of State of Georgia accounting procedures for school systems. 2. Strong decision-making ability, budget experience, proven performance and resource management skills. 3. Demonstrated ability to design and implement a strategic plan for Financial Services Department. 4. Ability to effectively lead, organize, and direct the work of others. 5. Ability to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environment. 6. Strong analytical and problem-solving skills. 7. Excellent communication skills both written and verbal. 8. Ability to lift, carry, move and/or position objects infrequently weighing up to 30 pounds. 9. Such alternatives to the above as deemed acceptable by the GCSS. Duties and Responsibilities: Serve on Executive Cabinet Oversee all school system funds, accounting for said funds as prescribed by applicable laws and regulations. Supervises all functions within the Financial Services Team. Provide overall leadership and direction in the area of school system finance. Coordinate and manage the financial planning for the school system. Provide recommendations to the Superintendent and Board of Education concerning financial operations of the school system. Keep the Superintendent and Board of Education informed of potential problems or unusual events. Develop and present financial reports to Board of Education for Board approval on a monthly basis.
Project and verify the receipt of all funds to which the Board of Education may be entitled by law or which may come into its possession for public school purposes. Verify the payment of such funds and that such payments occur only as per State law and/or Board Policy/Administrative Regulations. Attend all Board of Education meetings. Participate in the annual planning of the District’s strategic plan Participate in the planning of any/all facilities upgrades, new construction, renovations, etc., preparing applicable budgets based on estimates received from M&O Director, and any/all other sources. Collaborate with bond counsel, board attorney, and bond underwriters to ensure all legal requirements are met in planning, voter referendum, receipt of funds (bond proceeds, bond debt millage, or tax collections), and expenditure of all funds. Recommend best business practices and procedures for system-wide adoption based on widely-accepted standards for operation. Implement policies and procedures pertaining to all areas of jurisdiction. Direct the development and implementation of the school system’s annual budget and any budget amendments necessary after adoption of the annual budget. Develop goals and objectives with directors and department administrators. Encourage and facilitate communications among divisions, departments, and schools. Direct budget management, including coordinating, preparation, revision and fiscal monitoring. Report major deviations from the approved budget to the Superintendent. Monitor revenues, expenditures, and encumbrances for all school system funds. Manage daily cash flow and investment of school system funds. Direct the processing, reporting, and distribution of payroll. Approve all requisitions, budget amendments, journal entries, etc., in MUNIS daily. Utilize appropriate strategies and problem-solving tools to make decisions concerning planning, utilization of funds, delivering services and evaluation of services provided. Work cooperatively with system and school management in providing needed and required state, federal and local financial reports that are useful, accurate and timely. Demonstrate initiative in identifying potential problems or opportunities for improvement and takes appropriate action. Provide technical assistance to system and school-based personnel. Maintain a continuous and internal auditing program for all funds, including school activity funds, and provide information as needed for annual financial and management audits. Ensure compliance with all required local, state and federal reporting. Ensure that all reports as may be required by law (Federal and State), by the Board of Education, or by rules and regulations of the State Board of Education or State Department of Audits are submitted by prescribed deadlines and conform to prescribed formats. Oversee the fixed assets and property control system of the school system. Research current developments, literature and technical source information related to job responsibilities to keep abreast of federal and state laws and regulations and local board of education policy. Keeps the Superintendent, Board of Education, and all other administrators abreast of State and Federal Standards requirements and changes. In the absence of the Superintendent, acts as the Superintendent’s designee with regards to all financial matters as may be allowed by law or Board Policy in the management of the school district. Personally notify, in writing, each the Board of Education and the Superintendent of any financial transactions of the District which the Chief Financial Officer deems to be non-routine, unusual, without legal authorization, or not in compliance with the fiscal management policies of the Board. The notification shall be recorded in the minutes of the Board. Be bonded in an amount determined by State Law and/or Board Policy.
Additional Responsibilities: 1. Serves on school system, state or community committees as assigned or appropriate. 2. Attends training sessions, conferences and workshops to keep abreast of current practices, programs and legal
