DEPARTMENT ORDER NO. I April 2, 1974 SUBJECT:
Delegation of authority to Undersecretary P. M. Almanzor and the Chief, Local Government Service to sign certain papers regarding local government affairs
in the interest of the service and in order to facilitate the disposition of official correspondence bearing on matters affecting the local governments, it is hereby directed that, in addition to the authority previously granted under existing Department Orders, Undersecretary Almanzor and the Finance Service Chief, Local Government Service shall sign "By Authority of the Secretary:" the following official papers: A.
By Undersecretary P. M. Almanzort
v' 1. Review of Schedules of Values and Building Cost Schedules of provinces and cities to be used as basis for real property assessments; 2.
Final actions on the annual and supplemental budgets of provinces and cities;
3.
Final actions on requests of provinces, cities and municipalities for authority to exceed the legal salary percentages fixed by law;
4.
Approval or disapproval of appointments of Assistant Provincial Treasurers, Deputy Provincial and Municipal Treasurers, and Ex-officio Deputy Assessors and final actions on other matters regarding the appointment, promotion, or transfers of Assistant Provincial and City Treasurers and Assessors, Municipal Treasurers, and other employees in the local treasury and assessment offices;
,V 5. Designations of local treasurers as Es-officio Treasury Fiscal Examiners or Deputy Revenue Collection Agents;
6.
Appointments of representatives of the Secretary of Finance and Members representing the Market Vendors in the Market Committees of the local governments;
7.
Replies to queries and other correspondence reiterating department orders, circulars, opinions, or rulings already issued by the Secretary;

Preliminary actions on protests or appeals against real property assessments and local tax ordinances;

9.
Preliminary actions on administrative complaints against officials and employees of the local treasury and assessment offices;
10.
Referrals or requests for opinions, rulings, appropriate action, or comment and'recommenda tion addressed to national departments, bureaus, and government-owned or -controlled corporations;
11.
Approval of applications of local treasury and assessment officials and employees for vacation and/or sick leaves in excess of thirty days; all leaves with commutation of the money value thereof; and all terminal leaves; Approval of applications for retirement of local treasury and assessment officials and employees; Notices of automatic retirement to Provincial and City Treasurers and Assessors; . Actions on requests of officials and employees of local treasury and assessment offices for authority to travel outside stations on official business in excess of five days, or attend conferences, seminars, workshops, etc.;

Actions on requests of officials and employees of local treasury and assessment offices to engage in business or practice their professions and other related matters; and
16.
All other matters that the Secretary may delegate or assign from time to time.
B.
By the Finance Service Chief, Local Government Service: 1.
Transmittal to provincial and city treasurers and assessors of appointments of their assistants, municipal treasurers, ex-officio deputy assessors and other subordinate employees which have been approved or disapproved by the Civil Service Commission;
2.
Approval of vacation or sick leaves of absence without commutation, for thirty days or less, of local treasury and assessment officials and employees;
3-
Letters to provincial and city treasurers regarding adjustments in certificates of settlement;
Action on requests of local treasury and assessment officials and employees for change of name and civil status;
5.
Requests addressed to Provincial and City Treasurers and Assessors for supporting papers necessary to complete sets of correspondence submitted to the Department for action;
6.
Tracers or follow-up letters addressed to provincial and city treasurers and assessors;
7.
Referrals of missent papers;
8.
Requests for data and/or other statistical information from local treasurers and assessors;
9.
Replies to requests for copies of presidential decrees and department circulars, orders, and rules and regulations involving local government matters;
10.
Requests of local treasurers and assessors and their subordinates for authority to travel outside official stations not exceeding five (5) days and certificates of appearances when on official business in Manila;
11.
Requests for submittal of curriculum vitae and other pertinent papers of local treasury and assessment officials and employees;
12.
Preliminary actions addressed to provincial and city treasurers and assessors except those to be signed by Undersecretary Almanzor as herein authorized;
13-
Authority for local treasury personnel to take delivery of printed forms from national offices; and
14.
Such other papers that the Undersecretary may assign from time to time.
In the absence of the Finance Service Chief, Local Government Service, all official correspondence enumerated above shall be signed by Undersecretary Almanzor. All existing department orders or circulars inconsistent herewith are hereby revoked or modified accordingly. This Order shall take effect immediately.
