DEPARTMENT ORDER NO. 11-97
In cognizance of the pressing need to conduct follow-up studies and an' information campaign on the Comprehensive Tax Reform Program, a DOF Task Force is hereby constituted with the following objectives: 1. To conduct studies and simulations on the various alternatives proposed by members of Congress and the private sector; 2. To provide technical assistance to the Committee on Ways and Means of both Houses, as well as to members of Congress on matters relating to the CTRP; 3. To present and discuss the CTRP in various Congressional hearings; 4. To conduct information campaign on the CTRP including the conduct of forums and seminars, and the preparation of information materials and briefers;

The Task Force can call on the members of the staff of all DOF offices and bureaus for assistance on matters relating to the CTRP. The members of the Presidential Task Force as stipulated in Administrative Order 112 shall participate in the conduct of the studies, discussion of the reforms in Congressional committee hearings, and the implementation of the information campaign. The DOF budget for the CTRP shall be used to defray expenses for the following: a) publication of information and promotional materials; b) provisions for public forums such as supplies, workshop paraphernalia and food; c) honoraria ; d) transportation and travel including per diems; f) other needed provisions for the conduct of studies and information campaigns such as rental and fees for venues for public forums; and equipment such as computers and photocopying machines For this purpose, Ms. Anna Maria G. de Leon is designated as special disbursing officer. All disbursements relative thereto shall be subject to the usual accounting and auditing rules and regulations. This order takes effect immediately.
