16 January 2004 DIRECTING THE CONCEPTUALIZATION AND DESIGN OF THE ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN OF THE DEPARTMENT OF FINANCE REVENUE INTEGRITY PROTECTION SERVICE (DOF-RIPS), AND FOR OTHER PURPOSES"
WHEREAS, Executive Order (EO) No. 259 dated 17 December 2003, entitled "Creating The Department of Finance Revenue Integrity Protection Service, And For Other Purposes", mandates the Department to create, within the Department, an antigraft investigative body to be known as the Revenue Integrity Protection Service (RIPS) herein referred to as the "DOF-RIPS" to battle graft and corruption in the Bureau of Internal Revenue (BIC) and the Bureau of Customs (BOC), the principal revenue collecting agencies attached to the Department; WHEREAS, Section 1 of EO 259 provides, among others, that the DOF-RIPS shall be under the direct supervision and control of the Secretary of Finance. WHEREAS, Section 38, Chapter 7 (Administrative Relationship), Book IV (The Executive Branch) of Executive Order No. 292 dated 25 July 1987, otherwise known as "The Administrative Code of 1987", defines supervision and control, among others, as the authority to act directly whenever a specific function is entrusted by law or regulation to a subordinate; NOW, THEREFORE, I, JUANITA D. AMATONG, Secretary of Finance, by virtue of the powers vested in. me, by law, and in the exigencies of public service, do hereby order: Section 1. Designation and delegation of Authority. In recognition of his past performance as Chairperson of this Department's Board of Personnel Inquiry and Review (BOPIR), ASSISTANT SECRETARY EMMANUEL P. BONOAN, now in his capacity as CHIEF OF STAFF to the Finance Secretary, is hereby directed to assist the Secretary in setting up the organizational structure and personnel and staffing pattern of the DOF-RIPS; Section 2. Delegated Powers and Functions. The Chief of Staff shall, assist the Secretary, in close coordination with the Department of Budget and Management (DBM), in the conceptualization, design and preparation of the appropriate DOF-RIPS's

organizational structure and personnel and staffing pattern complement in accordance with the provisions of Section 4 of EO 259. In addition, the Chief of Staff shall assist the Secretary in identifying the duties and. responsibilities as well as the minimum qualifications standards of officials, personnel and staff whether organic, contractual, detailed, seconded or deputized from other government agencies, whether attached to DOF or not. The Chief of Staff, shall assist the Secretary in the promulgation of the rules and regulations including the operating procedures and processes necessary to implement the provisions of EO 259. Section 3. Effectivity. This Department Order takes effect immediately.
