In compliance with Proclamation No. 916 "Amending Proclamation No. 804 By Calling on All Officials and Employees in Government, Both National and Local, To Join the Philippine Centennial Movement Until 31 December 1998" of the Office of the President dated 27 February 1997 and in response to letter dated 03 June 1997 of the Philippine Centennial Commission (PCC), the Department of Finance shall establish a PCM Chapter comprising of the Office of the Secretary and all the Bureaus and Attached Agencies of this Department. The undersigned, as Department Movement Chairperson. hereby appoints Undersecretary Antonio P. Belicena as Chapter President. Chapter Treasurer will be designated later. The heads of the bureaus and attached agencies of this Department are automatically designated Board Members of the PCM-DOF Chapter. The DOF Chapter shall initiate agency plans and programs to reawaken the spirit of nationalism, love of country and unity, and to champion Filipino cause through programs and activities which advocate the appreciation of his past, the pursuit of excellence and the improvement of the quality of life. It shall coordinate with the PCM and NCC - Women's Sector for resource persons and technical support. It shall also take lead in enlisting membership for the Movement and supporting the fund-raising activities of the PCM thru ID card membership campaign wherein seventy-five percent (75%) of the cost of ID card shall be remitted to the PCM to finance priority projects and twenty five percent (25%) shall be retained by the Chapter to help finance its programs geared towards the celebration of the Centennial. In. pursuit of the aforementioned programs and objectives, the DOF Chapter shall subscribe to the institutional membership fee of One Hundred Thousand Pesos (P100,000.00) chargeable against. the donations solicited by the Bureau of Local Government Finance (BLGF). All heads of bureaus/ attached agencies are likewise enjoined to encourage membership of their officials and employees to the Movement thru Ten Peso (P 10.00) white card membership fee for position. of Assistant Division Chief and below, and One Hundred Peso (P100.00) yellow card membership fee for Division Chief and up. the same Chapter may be replicated ini the regional offices of bureaus/ attached agencies.
The Philippine Centennial Movement Local Treasury Operations Policies and Guidelines (Annex A) and Mechanics on the Merchandising of Philippine Centennial Commission Items Using the PCM Chapters (Annex B) shall serve as procedural basis for DOF Chapter operations. This Order shall take effect immediately and all concerned shall be guided accordingly.
