In view of the promulgation of Republic Act No. 7901 and the establishment of the CARAGA Administrative Region, Regional Office No. XIII of the Bureau of Local Government Finance in Butuan City, under Department Order No. 57-97 dated September 1, CARAGA Regional Office shall, pursuant to the the 1997, provisions of Presidential Decree No. 1266 dated December 21, 1977, creating the Regional Offices of the Department of Finance, perform the following functions:
(a)
Supervise and coordinate the conduct of local the operations of assessment treasury and provinces, cities and municipalities within the region fox the proper implementation of laws, decrees, rules and regulations and administrative issuances of the Department of Finance;
(b)
with and linkages other Establish liaison regional offices and agencies of the National Government in the region for purposes of closer coordination in the execution of national/ regional plans or programs in the area,
(c)
the Coordinate in development projects;
(d)
researches, studies related Undertake and of formulation and activities for purposes execution of policies that would promote the financial stability and growth of the local governments;
(e)
Supervise and monitor the execution of tax mapping and other real property assessment projects of the local units within the region;
(f)
Coordinate the plans, programs and activities of local treasury and assessment offices in the conduct of tax collection drives tax and information and education campaigns;

Subject to approval by the Secretary of Finance, regional training conduct programs, and other allied seminar-workshops, conferences, activities designed primarily for the improvement of administrative and technical skills in the local treasury and assessment offices, and;
(h)
Perform such other functions as may be prescribed by law or as may be delegated or authorized by the Secretary of Finance.
In this regard, it is hereby directed that all records (financial, assessment, RPTA reports, cases/complaints, administrative communications, local treasury personnel files, and others) pertaining to the provinces and municipalities of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur and of the cities of Butuan and Surigao filed and maintained in Region X be transferred immediately to Region XIII (CARAGA Region). In accordance with the provisions of Section 3 of Republic Act No_ 7901, the province of Sultan Kudarat and its municipalities which are presently under Region XII shall henceforth fall within the scope of supervision and related functional responsibilities of Region XI. Accordingly, all records described above pertaining to the province of Sultan Kudarat and its municipalities filed and maintained in Region XII shall likewise be transferred immediately to Region XI. The Regional Directors for Local Government Finance, Region Nos_ X, XI, XII and XIII are hereby directed to effect the orderly transfer of records and to submit a report thereon to the Bureau of Local Government FinanceThey are further instructed to reproduce and furnish copies of this Order to the Provincial, City and Municipal Treasurers concerned within their respective territorial jurisdictionAll activities necessary in the implementation of this Order should be terminated by the end of February 1998_ ^^ .`qtr This Order shall take effect immediately By authority of7the Secretary- 'L
