The undersignedis directedto refer to letters of Federations underreferenceon the subjectissue and to statethat 7d'cPC in para i.7.zg of their reporthas referredto cadre review of the laboratoly staff which was underway and had beenfinalized prior to submission of report by the Commission. The restructured set up has beenindicatedby the Commissionin the table underabovepara.Further, the commissionvide para7.7.30 hasjust recommendednotmal pay structurefor them. In the para7.7.30thecommission has emphasizedthe need to bring about uniformity and harmonizationin the entry level qualifications,nomenclaturesand pay scales while dealing with cadresof similar job contentand accordinglythe commissionhasrecommended that administrativeministries should take appropriate steps for aligniag the laboratory staff under their respective jurisdiction on the lines as indicatedin the table under para7.7.29 of the report.Thus it may be seen that it is not a recommendationmearly for change of designationor pay scalesbut for overall alignment to bring about uniformity in the laboratorycadresa*oss different Ministries/departmentson the lines of exercise undertakenby M/Health & Family Welfare which involved a numberof other issuesincludingmerger, abolition& creation of grades apart from changes in the recruitment criteria. Accordingly, to implementthe recommendations of the Commission,the decisionstakenby WHealth& welfare at the stage of effecting cadrerestructuring have to be kept in view as the same would be necessaryto bring about the harmonization as sought to be achievedby 7,h central Pay commission. Accordingly, vide Board,s letter of even frumber.dated 2l'08'2017, the Federationswere apprisedof various issueswhich would need to be

The cadre structure suggesied by the Federationis not in accordancewith the structureprevalent i1 Ministry of Health & Family Welfare hospitalsreferredto, as seen from the enclosedtable. Further, the Federation,view on non phasing out of LabAttendant in GP Rs.1800/- also divergence from the model structurerecommendedby '*
the Commission.
