The staff and I are excited to start the new year and help your child learn to their potential. Please note the school calendar was changed to a Tuesday, September 1, 2015 start date. There will be three days of school the first week, Tuesday–Thursday. There is no school on Labor Day, September 7. School will resume on Tuesday, SepJerry Ness, tember 8. To prepare for the beginning of school, we are inviting the public to the open houses in all of our school buildings on Wednesday, August 26. The elementary buildings will be welcoming students and parents from 5-7 pm and the secondary schools from 5-8 pm. Students and parents will meet their teachers, get schedules, pay for lunches, find their desks and lockers, and attend to other details that will make the first week of school less hectic. Fergus Falls Public Schools have many options and programs for our students from birth to senior citizens including: Early Childhood Family Education (ECFE), ages 0-2; Otter Preschool, ages 3-5; McKinley Elementary, Adams Elementary, and Cleveland Elementary, grades K-5; and the Fergus Falls Middle School, grades 6-8 and Fergus Falls High School, grades 9-12, (both located in Kennedy Secondary School). We also have two additional high school options for our students, the Area Learning Center and our online school, iQ Academy Minnesota. FERGUS FALLS STATEMENTS... MN STATE HIGH SCHOOL LEAGUE PURPOSE STATEMENT The Fergus Falls Public Schools primary purpose is to provide excellent academic opportunities to all students. We believe student involvement in activities enhances the learning process. Activities should be a fun and positive experience where students can learn and develop positive life skills. ELEMENTARY PRINCIPAL CHANGES Due to the large increase in enrollment in our elementary level over the past few years, there will now be two full-time principals for grades Kindergarten – Grade 5. Principal Scott Colbeck will serve grades K-2 in the McKinley and Adams buildings. Newly

appointed Principal Tindy Rund will serve grades 3-5 at the Cleveland and Prairie Wetlands Learning Center. OUTDOOR FACILITY TASK FORCE Over the past few years we have talked a lot about our facilities. We are currently wrapping up the project the voters approved on May 8, 2014. The auditorium’s electrical work, tiling the pool, outdoor bleachers, 8-lane track, and new fields will all be substantially completed by the time school starts on September 1. **IMPORTANT ** FREE AND REDUCED SCHOOL MEALS APPLICATION An application can be found in this newsletter and on our website at www.isd544.org. The form may be completed online or by paper application. All students who qualify for reduced-priced lunches will eat for free, but families must complete the confidential form to qualify. All kindergarten students are eligible for a free breakfast – the economic status is no longer a factor. ALERT SYSTEM The District has implemented a system for emergency alerts called Remind.com. Information is located in this newsletter or you may go to our website to sign up. You must sign up for the system to get alerts via text or email. If you signed up last year, you do not have to do anything to receive this year’s alerts. TAX BENEFITS There are state programs that help pay for education expenses – the Minnesota K-12 Education Subtraction and the K-12 Education Credit. Many families do not know about, or take advantage of, these valuable tax benefits. These benefits can reduce parents’ taxes and increase their refund, but only if they keep their receipts. Generally, most expenses paid for educational instruction or materials qualify, including paper, pens and notebooks; textbooks; rental or purchases of educational equipment such as musical instruments; computer hardware and educational software; after-school tutoring and educational summer camps taught by a qualified instructor.

McKinley, Adams, Cleveland schools and Prairie Wetlands Learning Center will have open houses for parents and students on Wednesday, Aug. 26, from 5 to 7 p.m. Come any time during those hours to meet your child’s teacher and other school staff. Prairie Science Class teachers for 4th and 5th grade will also be available during this same time at the Prairie Wetlands Learning Center. Please update the information on the Registration Form you will be receiving in your Back to School mailing. You may return the updated Registration Form and Free & Reduce Meal Application during Open House. Please bring in medication and the completed paper work if applicable. You will be asked to complete Health Forms and Insurance Forms, along with providing information on Storm Homes and after school plans. You may also deposit money in your child’s lunch account, if needed. In addition, parents will have the opportunity to sign up for PTO membership.

Grades 6-12 : Kennedy Secondary School on Aug. 26 The Middle School 6th Grade Open House is scheduled for 5:00 p.m. on Wednesday, Aug. 26 starting in the Kennedy School Auditorium with a short parent information session and then specific information from the 6th grade teachers, followed by a tour of the 6th grade classrooms. The Middle School 7th Grade Open House is scheduled for 6:00 p.m. on Wednesday, Aug. 26 starting in the Kennedy School Auditorium with a short parent information session and then specific information from the 7th grade teachers, followed by a tour of the 7th grade classrooms. The Middle School 8th Grade Open House is scheduled for 7:00 p.m. on Wednesday, Aug. 26 starting in the Kennedy School Auditorium with a short parent information session and then specific information from the 8th grade teachers, followed by a tour of the 8th grade classrooms. The High School Open House will run from 6:00 - 8:00 p.m. on Wednesday, Aug. 26. All parents are invited to stop in their student’s classrooms to ask questions and gather information concerning the present school year. The parents of 9th and 10th grade students are encouraged to come between the hours of 6;00 - 7:00 p.m. and the 11th and 12th grade parents are encouraged to come between 7:00 - 8:00 p.m. We realize that some parents are attending other open houses and are welcome to come anytime during this 6:00-8:00 p.m. time block.

The YMCA School Age Child Care (SACC) program is a quality enrichment based after school child care program for youth in grades K-6. Enthusiastic and well-trained staff provides participants an opportunity to express themselves in activities including games & sports, fitness, character development, homework help, special projects and much more! Healthy snacks are included. Transportation is provided from the schools to the YMCA by Ottertail Coaches. Registration information is available at the YMCA at (218) 739-4489.

Curriculum review committee

The district is accepting applications for three-year terms on the District Curriculum Review Advisory Committee beginning Sept. 1. The purpose of the DCRAC is to ensure active community participation in planning and improving the instruction and curriculum and to make recommendations to the School Board on issues including district-wide education standards, curriculum, assessments and program evaluations. The committee meets six times during the school year to review the work of teacher curriculum committees and provide feedback. Parents/ guardians of students attending the Fergus Falls Public Schools, as well as interested community members, are encouraged to apply. Activities Information Tickets available for events Families have the opportunity to purchase co-curricular season tickets that will admit immediate family members to all regularly-scheduled home co-curricular events. These non-transferrable passes are $250 for a family, $125 for a single adult, or $75 for a single student. Passes may be purchased at a ticket booth at any home varsity event, or by calling the activities office at 998-0544, ext. 9800. Senior citizens age 65 and older who present Golden Age Cards will be admitted free of charge to all regularly-scheduled home co-curricular events. These cards, available for senior citizens who live in the Fergus Falls School District, can be picked up at the High School activities office on school days from 8 a.m. to 4 p.m. Regular admission prices are $7 for adults and $4 for students in kindergarten through college. All-sport, 10-event punch tickets, which are good for admission to regular season events, are $56 for adults and $32 for students.

Participation Fees The user fees per activity for participating in grades 7 and 8 sports is $100 and $40 for fine arts activities during the 2014-15 school year. The user fee for high school students is $210 for sports and $70 for fine arts per activity. The family maximum is $840 per year. This is a non-refundable fee. Students whose families have received notice that they qualify for reduced or free lunches will pay 30 percent of the regular fees.

Physical exams required for grade 7-12 athletics Any student who intends to participate in middle school (7th & 8th grade) or high school (9th-12th) interscholastic athletic activities must have on file in the student activities office a record of a physical examination performed by a medical doctor, an osteopathic physician or surgeon or a chiropractor within the previous three years. Proper forms are available at local clinics. It is recommended that these physicals be completed prior to start of the school year for all incoming 7th graders and prior to start of each sport season for anyone whose physical has expired. Students will NOT be allowed to participate until they have a current physical on file in the activities office.

Adopt-a-Class partners needed for grades K-6 Is your business looking for a chance to support children and get involved with education? The Adopta-Class program is once again seeking businesses and organizations that are interested in adopting classrooms in grades K-6 in the Fergus Falls Public Schools. Through the program, students have an opportunity to learn about their community, and business people have a chance to become involved in the schools. Businesses may choose a specific classroom to adopt, if desired. Together, teachers and their business partners decide which activities they will do during the school year. Fergus Falls 544 Education Foundation During the 2014-2015 school year, the Foundation awarded over $28,500 to projects and programs in the Fergus Falls School District. Some of the grants that received funding are as follows: an online chemical inventory program for the high school science department; eight age-appropriate chairs and two tables for speech students; materials for school-wide S.T.E.M. Challenges at Adams Elementary School; an occupational therapy platform swing and Hokki stool; leather welding jackets; 15 Lego DUPLO sets for the first grade science curriculum; 16 Chromebooks for the second grade; six sound enhancement systems for the third grade and many more! The Foundation is supported through generous donations from alumni, friends, teachers, parents, businesses, memorials, and service clubs. The Foundation also acts as an alumni association. SCHOOL POLICIES All school policies are available for review at the district office, and on the district web site: www.isd544.org Student gender, parental, family and/or military status nondiscrimination Students are protected from discrimination on the basis of sex and marital status pursuant to Title IX of the Education Amendments and the Minnesota Human Rights Act. A complete policy is available in each school building and on the district Web site. The Fergus Falls School District provides equal educational opportunity for all students and prohibits discrimination on the basis of sex, parental, family and/or marital status. Release of student information Independent School District No. 544 gives notice to parents of students and eligible students currently in attendance in the District of their rights regarding pupil records. (1) Parents and eligible students are hereby informed that they have the following rights: •The right to inspect and review the student’s education records; •The right to request the amendment of the student’s education records to ensure that they are not inaccurate, misleading or otherwise in violation of the student’s privacy or other rights; •The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that such consent is not required for disclosure pursuant to this policy, state or federal law, or the regulations promulgated thereunder; •The right to refuse release of names, addresses, and home telephone numbers of students in grades 11 and 12 to military recruiting officers and post-secondary educational institutions; •The right to file a complaint with the U.S. Department of Education concerning alleged failures by the school district to comply with the federal law and the regulations promulgated there under; •The right to be informed about rights under the federal law; and •The right to obtain a copy of this policy on the District website or superintendent’s office (2) Copies of the school board policy and accompanying procedures and regulations are available to parents and students upon written request to the Superintendent. (a) The information listed above shall be public information which the school district may disclose from the education records of a student, or information regarding a parent. (b) Should the parent of a student or the student so desire, any or all of the listed informa-

tion will not be disclosed without the parent’s or eligible student’s prior written consent except to school officials as provided under Federal Law. (c) In order to make any or all of the directory information listed above “private” (i.e. subject to consent prior to disclosure), the parent or eligible student must make a written request to the building principal within thirty (30) days after the date of the last publication of this notice. A copy of a written request form is available in the office of the building principal. (4) Pursuant to applicable law, Independent School District No. 544 hereby gives notice to parents of secondary students and eligible secondary students of their rights regarding release of information to military recruiting officers. The school district must release the names, addresses and home telephone numbers of secondary students to military recruiting officers within 60 days after the date of the request. Data released to military recruiting officers under this provision may be used only for the purpose of providing information to students about military service, state and federal veterans’ education benefits, and other career and educational opportunities provided by the military and cannot be further disseminated to any other person except personnel of the recruiting services of the armed forces. Should the parent of a student or the eligible student so desire, any or all of the listed information will not be disclosed to military recruiting officers without prior consent. In order to refuse the release of this information without prior consent, the parent or eligible student must make a written request to the building principal by September 15 each year. Rehabilitation Act prohibits discrimination against disabled Section 504 of the Rehabilitation Act prohibits discrimination against persons with disabilities in any program receiving federal financial assistance. The Act defines a person with a disability as anyone who: (1) has a mental or physical impairment that substantially limits one or more major life activities (caring for one’s self, performing major tasks, walking, seeing, hearing, speaking, breathing, learning, or working); (2) has a record of such impairment; or (3) is regarded as having such impairment. It is the responsibility of the district to identify and evaluate learners who, within the intent of Section 504, need special services or programs in order to receive the required free and appropriate education. If a parent or guardian disagrees with the determination made by the professional staff of the school district regarding 504 qualification, he or she has the right to a hearing with an impartial hearing officer. If there are questions, please feel free to contact your child’s principal. Bullying Prohibition An act of bullying, by either an individual student or a group of students, is expressly prohibited on school premises, on school district property, at school functions or activities, or on school transportation. This policy applies not only to students who directly engage in an act of bullying but also to students who, by their indirect behavior, condone or support

another student’s act of bullying. Please refer to Policy 514 to read the full description. Asbestos Notification In accordance with federal regulations, Fergus Falls School District has asbestos management plans documenting the location and condition of all known or assumed asbestos containing building materials (ACM) in each building. In 2013, an accredited inspector and management planner from Lakes Country Service Cooperative conducted the required threeyear asbestos re-inspection. The condition of the ACM was inspected and the school’s maintenance procedures were reassessed. In addition, every six months a visual surveillance of each area is conducted to ensure no change in the condition of the ACM. The plans are available for public inspection at the district office during normal office hours. Jerry Ness is the designated person responsible for maintaining the asbestos management plan. Parents must be notified of pesticide applications The 2000 Legislature mandated that schools must inform parents and guardians if certain pesticides are applied on school property. The Fergus Falls School District contracts for pest elimination on a quarterly basis. The dates scheduled for the 2015-2016 school year are Aug. 24, Oct. 15, Dec. 21, and June 20. The pest control service provider performs the service after regular school hours. Pest control products currently used are baits and traps similar to those used in homes. (Example: Terro ant killer.) An insecticide spray is used only in the case of large infestations of pests. In each school building, the principal’s office has complete information on all pesticide products used in the building. Parents may review or copy this material at their own expense. Minnesota state law also requires that parents and guardians be told that the long-term health effects of such pesticides or the class of chemicals to which they belong may not be fully understood. Criminal history background checks The school district has adopted a policy to seek criminal history background checks for all applicants who receive an offer of employment with the school district. The school district shall also seek criminal history background checks for all individuals who are offered the opportunity to provide co-curricular coaching services to the school district, regardless of whether compensation is paid. The school district may elect to seek criminal history background checks for other volunteers, independent contractors and student employees.

Students need to bring towels For budget reasons, the Fergus Falls School District does not provide towels and towel laundering for students. Students in middle school and high school physical education classes and students on athletic teams are responsible for supplying and laundering their own towels. Only service dogs allowed on school property Parents are reminded that, for safety reasons, dogs are not allowed on school district playgrounds or property at any time during the school day. This applies even to dogs that are leashed and under the control of an adult. The only exception is for service dogs. Parents can seek accommodations for disabilities If a parent or family member has a disability and needs accommodations to participate or to attend school functions, please contact the school district two to three business days prior to the scheduled function. Requests for accommodations should be made through building principals. Early Childhood screenings provided to children after age 3 The Fergus Falls School District contracts with the Lakes Country Service Cooperative to provide health and developmental screening for pre-school children. All students in the public school system are required to have an Early Childhood Screening before they enter kindergarten unless the parent makes a conscientious objection to the screening. The components of the screening are: developmental testing, height and weight, vision and hearing screening, immunization review, appropriate referrals for identified needs, review of health history and physical examination. School closings, late starts and early dismissals The safety of students is one of our greatest concerns. Therefore, there are times when circumstances make it necessary to close school, start school late or dismiss school early. School district officials are aware of the impact a change in the school day has on families, particularly when child care is involved or there is no one at home during school hours. One way to help with this situation is to make sure you have made a storm home arrangement for your child or children and inform your school. Before making weather-related decisions, school officials are in contact with Ottertail Coaches, other school districts and the National Weather Service. If school is in session and an approaching storm makes it necessary to close early, it takes about two hours to activate all busses and load students. Consequently, a decision to close must be made at least two hours before the schools actually close. At times, parents may want to pick up their children and may do so, notifying the child’s building secretary of their decision. If school is in session on a day you, as a parent, feel it is too cold or too stormy, you should treat that similar to deciding whether to send your child to school if he or she is ill. Your decision to not send your child to school due to weather will be handled as an excused absence, just as it would for illness, providing that weather-related absences do not become excessive.
