FLAG​ ​DISPLAYS Background The​ ​district​ ​recognizes​ ​and​ ​supports​ ​the​ ​patriotic​ ​values​ ​commonly​ ​associated​ ​with​ ​the​ ​flags​ ​of our​ ​country​ ​and​ ​of​ ​our​ ​province.​ ​The​ ​National​ ​Flag​ ​of​ ​Canada​ ​and​ ​the​ ​flags​ ​of​ ​the​ ​provinces​ ​and territories​ ​are​ ​symbols​ ​of​ ​honour​ ​and​ ​pride​ ​for​ ​all​ ​Canadians.​ ​They​ ​are​ ​to​ ​be​ ​treated​ ​with respect. Procedures 1. The​ ​manner​ ​in​ ​which​ ​flags​ ​may​ ​be​ ​displayed​ ​in​ ​Canada​ ​is​ ​not​ ​governed​ ​by​ ​any​ ​legislation but​ ​by​ ​established​ ​practice.​ ​The​ ​rules​ ​applied​ ​by​ ​the​ ​federal​ ​government​ ​are​ ​not​ ​mandatory for​ ​individuals​ ​or​ ​organizations,​ ​however​ ​they​ ​may​ ​serve​ ​as​ ​guidelines​ ​for​ ​all​ ​persons​ ​who wish​ ​to​ ​display​ ​the​ ​Canadian​ ​flag. 2. The​ ​National​ ​Flag​ ​of​ ​Canada​ ​is​ ​to​ ​be​ ​displayed​ ​only​ ​in​ ​a​ ​manner​ ​befitting​ ​the​ ​national emblem;​ ​it​ ​is​ ​not​ ​to​ ​be​ ​subjected​ ​to​ ​indignity​ ​or​ ​displayed​ ​in​ ​a​ ​position​ ​inferior​ ​to​ ​any​ ​other flag​ ​or​ ​ensign.​ ​The​ ​National​ ​Flag​ ​always​ ​takes​ ​precedence​ ​over​ ​all​ ​other​ ​national​ ​flags​ ​when flown​ ​in​ ​Canada.​ ​If​ ​the​ ​Canadian​ ​Flag​ ​is​ ​carried​ ​with​ ​other​ ​flags,​ ​in​ ​single​ ​file,​ ​the​ ​National Flag​ ​of​ ​Canada​ ​is​ ​always​ ​to​ ​lead. 3. Displaying​ ​the​ ​Flag The​ ​National​ ​Flag​ ​of​ ​Canada​ ​may​ ​be​ ​displayed​ ​as​ ​follows: If​ ​hung​ ​horizontally,​ ​the​ ​upper​ ​part​ ​of​ ​the​ ​leaf​ ​is​ ​to​ ​be​ ​up​ ​and​ ​the​ ​stem​ ​down.​ ​If​ ​hung vertically,​ ​the​ ​flag​ ​is​ ​to​ ​be​ ​placed​ ​so​ ​that​ ​the​ ​upper​ ​part​ ​of​ ​the​ ​leaf​ ​points​ ​to​ ​the​ ​left​ ​and​ ​the stem​ ​to​ ​the​ ​right​ ​from​ ​the​ ​point​ ​of​ ​view​ ​of​ ​the​ ​observer​ ​facing​ ​the​ ​flag. 4. Position​ ​of​ ​Honour Due​ ​consideration​ ​is​ ​to​ ​be​ ​given​ ​to​ ​flag​ ​etiquette​ ​and​ ​precedence​ ​whenever​ ​the​ ​National Flag​ ​of​ ​Canada​ ​or​ ​other​ ​sovereign​ ​national​ ​flags​ ​or​ ​provincial/territorial​ ​flags​ ​are​ ​displayed. The​ ​location​ ​of​ ​the​ ​position​ ​of​ ​honour​ ​depends​ ​on​ ​the​ ​number​ ​of​ ​flags​ ​flown​ ​and​ ​the​ ​chosen configuration.​ ​When​ ​two​ ​flags​ ​(or​ ​more​ ​than​ ​three​ ​flags)​ ​are​ ​displayed,​ ​the​ ​position​ ​of honour​ ​is​ ​furthest​ ​to​ ​the​ ​left​ ​(to​ ​an​ ​observer​ ​facing​ ​the​ ​display). 5. Precedence The​ ​order​ ​of​ ​precedence​ ​for​ ​flags​ ​is: 5.1

The​ ​National​ ​Flag​ ​of​ ​Canada.

5.2

The​ ​flags​ ​of​ ​other​ ​sovereign​ ​nations​ ​in​ ​alphabetical​ ​order​ ​(if​ ​applicable).

The​ ​flags​ ​of​ ​the​ ​provinces​ ​of​ ​Canada​ ​(in​ ​the​ ​order​ ​in​ ​which​ ​they​ ​joined Confederation).

The​ ​flags​ ​of​ ​the​ ​territories​ ​of​ ​Canada​ ​(in​ ​the​ ​order​ ​in​ ​which​ ​they​ ​joined Confederation).

The​ ​flags​ ​of​ ​municipalities/cities.

Banners​ ​of​ ​organizations.

When​ ​the​ ​National​ ​Flag​ ​of​ ​Canada​ ​is​ ​displayed​ ​in​ ​a​ ​place​ ​of​ ​worship​ ​or​ ​on​ ​a​ ​speaker’s platform​ ​it​ ​is​ ​to​ ​be​ ​against​ ​the​ ​wall,​ ​or​ ​on​ ​a​ ​flagpole​ ​on​ ​the​ ​left​ ​from​ ​the​ ​point​ ​of​ ​view​ ​of​ ​the congregation​ ​audience​ ​facing​ ​the​ ​celebrant​ ​or​ ​speaker. 6. Half-masting​ ​for​ ​Mourning 6.1

Flags​ ​are​ ​flown​ ​at​ ​the​ ​half-mast​ ​position​ ​as​ ​a​ ​sign​ ​of​ ​mourning.​ ​On​ ​occasions requiring​ ​that​ ​one​ ​flag​ ​be​ ​flown​ ​at​ ​half-mast,​ ​all​ ​flags​ ​flown​ ​together​ ​are​ ​also​ ​to​ ​be flown​ ​at​ ​half-mast.​ ​Flags​ ​will​ ​only​ ​be​ ​half-masted​ ​on​ ​those​ ​flagpoles​ ​fitted​ ​with halyards​ ​and​ ​pulleys.

6.2

The​ ​district​ ​may​ ​decide​ ​to​ ​fly​ ​flags​ ​at​ ​half-mast​ ​as​ ​a​ ​symbol​ ​of​ ​respect​ ​on​ ​the​ ​death of​ ​state​ ​dignitaries​ ​or​ ​other​ ​person(s)​ ​of​ ​national​ ​or​ ​international​ ​stature.

6.3

The​ ​chief​ ​superintendent​ ​or​ ​designate​ ​will​ ​direct​ ​principals​ ​and​ ​other​ ​managers​ ​of district​ ​buildings​ ​when​ ​to​ ​fly​ ​the​ ​Canadian​ ​Flag​ ​and​ ​the​ ​Alberta​ ​Flag​ ​at​ ​half-mast.

6.4

When​ ​a​ ​death​ ​occurs​ ​within​ ​the​ ​district,​ ​alternate​ ​and​ ​more​ ​appropriate​ ​actions,​ ​in keeping​ ​with​ ​our​ ​faith​ ​traditions,​ ​need​ ​to​ ​be​ ​taken​ ​to​ ​mourn​ ​the​ ​loss​ ​of​ ​a​ ​community member.

6.5

Half-masting​ ​by​ ​a​ ​school​ ​or​ ​by​ ​the​ ​district​ ​will​ ​be​ ​considered​ ​to​ ​reflect​ ​a​ ​local​ ​context that​ ​has​ ​been​ ​approved​ ​by​ ​the​ ​chief​ ​superintendent​ ​or​ ​designate.
