In this connection,Federationdesiresto statethat with the issuanceof instructionsdated 17/0812017, an anomaloussituationhas arisenwhereinthe Railway employeesin pay Level 3, drawing pay Rs. 21,7001-and aboveupto Level 8 are entitled for Traniport ello*ance @ Rs. 3600+ DA thereon(in A1/A classcitiesand in othercities R.. 180O+ DA thereon;,ivhite @ thosein Pay Level I & 2 are madeeligible for the TransportAllowance at the said rate (i.e. Rs. 36001-+ DA thereon)on reachingthe Pay of Rs. 24,2001-and above. From the above, it could be seen that the employeeswere allowed higher rate of TransportAllowance on reachingthe pay @ Rs. 74401-irrespectiveof their Grade Pay (PB-) 2400& 2800. viz.,GP 1800,1900,2000, The aboveposition showsthat the Board's instructionsdated03/0812017and 1710812017 havedeprivedthe TransportAllowance at Rs. 36001-+ DA thereonto the staff working in Pay Lev I & 2 of 7* CPC Pay Matrix duelo the restrictionthat such higher rate of Transport Allowanceis allowedon reachingthe Pay of Rs 24,200,inspiteof the fact that they werealready drawinghigherrate when their pay was Rs. 74401-in 6'n CPC GradesPay 1800,1900,2000, 2400 and2800. Federationcontendsthat the ends of justice would be met if the Railway employees working in Pay Level I & 2 are also allowedpaymentof TransportAllowance at higherrate i.e. R. 3600i-+ DA thereonwhentheirpay is Rs.21,700/-insteadPts.24,2001-. NFIR, therefore,requeststhe Railway Board to make out a caseand refer the matterto the Ministry of Financefor removalof aberrationfor ensuringjustice to lower level staff (i.e. pay levell and 2 also).A copy of the referencemadeto the Ministry of Finance,may be providedto the Federationfor follow un action.
