II. DELAYED REPORT (1) No. 1.

Incident Armed conflict in Brgy. Butilen, Datu Salibo, Maguindanao

February 5, 2016

Description On February 5, 2016 around 3:45 PM, the MDRRMO-Datu Salibo reported a fire-fight between AFP and lawless elements in Brgy. Butilen, Datu Salibo, Maguindanao. The incident resulted to the displacement of 2,160 families/10,800 individuals from six (6) barangays of Datu Salibo, Maguindanao (Brgy. Tee, Andavit, Sambulawan, Butilen, Ganoy & Animao). The displaced families are currently seeking refuge with their relatives.

Actions Taken HEMB-OpCen:

There were two (2) injured victims reported from Brgy Butilen. One is still admitted at Dr. Samama Clinic while the other was already discharged.

DOH-ARMM:

Health Consequences: 2 injured victims (1 still admitted)

Coordinated with Mr. Ron Aray, RHEM Coordinator of DOHARMM, who validated and provided details on the monitored incident

 Informed Secretary of Health – ARMM.  Coordinated with PHEMS IPHO Maguindanao, ARMM HEART and OCD ARMM  Coordinated with PHN of Datu Salibo  Prepared 2 boxes of CAMPOLAS to be augmented at Datu Salibo RHU.

III. ONGOING EVENT (1) A. FIRE INCIDENT IN PUROK 5, EMERALD ST, GUSA, CAGAYAN DE ORO CITY (Monitored since February 6, 2016) CURRENT SITUATION: A total of 80 familes / 254 individuals were sheltered at Brgy. Hall, Purok 5, Emerald St, Gusa, Cagayan de Oro City. The health needs of the affected families were catered by the City Social Welfare and Development and Local Government Unit of Gusa. UPDATE AS OF FEBRUARY 9, 2016: The City Social Welfare and Development Office and City Health Office of Cagayan de Oro responded to the incident and provided relief goods and medical consultation to the affected individuals. HEMB-OPCEN is now closing the monitored event. However, HEMB OPCEN will remain vigilant in case there are issues that will lead to national concern and needs DOH intervention. IV. SPECIAL EVENTS (3) A. FIRE INCIDENT IN IRBIL, KURDISTAN, IRAQ I. BACKGROUND A fire incident happened in a hotel in Irbil, capital of the Kurdistan region of Iraq. The incident reported seventeen (17) deaths, three (3) of which were Iraqis and fourteen (14) were Filipinos, according to embassy official. The victims died after being trapped in a room at the massage center, where firefighters on the scene took around an hour to enter because of the strength of blaze. The cause of the fire is still unknown but was not linked to any terrorist activity.

CURRENT SITUATION: In an update, the Philippine embassy also says there are 13, not 14, confirmed Filipino fatalities. Also, a team from the Philippine embassy, led by chargé d'affaires Elmer Cato, is in Erbil to identify and bring their remains home. "The victims, all females, were suffocated by the smoke while trying to find their way out in the darkness," Cato said. "We are trying our best to identify the victims and we are hoping that we could finish the difficult process so that we could immediately reunite them with their loved ones in the Philippines." B. DROUGHT/DRY SPELL BROUGHT ABOUT BY EL NIÑO PHENOMENON I. BACKGROUND Since the weak El Niño set in last March, which is manifested by warmer than average sea surface temperature in the tropical Pacific Ocean, it has significantly affected the rainfall pattern in most parts of the country. Rainfall assessment for the month of December showed that most parts of Luzon experienced near to above normal rainfall conditions except for Catanduanes and Palawan which received below to way below normal rainfall. Most provinces of Visayas and Mindanao received below to way below normal rainfall, although there are patches of areas which received near to above normal rainfall specifically the provinces of Bohol, Leyte, Southern Leyte, Camiguin, Misamis Oriental, Davao del Norte, Agusan del Norte, and Agusan del Sur. Further analysis showed that twenty three (23) provinces, mostly from Visayas and Mindanao were affected by dry spell; while the provinces of Northern Samar, Samar (Western Samar) and North Cotabato experienced drought conditions in December 2015. In line with the recent events of El Niño Phenomenon, a total of 7,050 families/42,300 individuals were affected in the barangays of Maguindanao, Basilan, Sulu and Tawi – Tawi. BACKGROUND A 6.4 magnitude earthquake struck Taiwan on Friday, the U.S. Geological Survey said, toppling two high-rise residential buildings where rescuers pulled out more than 160 people. More are still believed to be trapped inside. The temblor struck about 4 a.m. local time (2000H GMT Friday). It was located some 22 miles (36 kilometers) southeast of Yujing, and struck about 6 miles (10 kilometers) underground. The center of the earthquake is located about 15 miles from Pingtung, in southern Taiwan, according to the USGS. It was felt as a lengthy, rolling shake in the capital, Taipei, on the other side of the island. But Taipei was quiet, with no sense of emergency or obvious damage just before dawn.

Authorities in the southern Taiwanese city of Tainan say three people — including a 10-day-old — have been killed and 154 hospitalized following a shallow 6.4-magnitude earthquake. Firefighters and soldiers scrambled to the site of two collapsed residential high-rises with ladders, cranes and other equipment and pulled 221 people from the rubble. As per conversation with PHIVOLCS representative, there is no tsunami alert or threat to the Philippines upon the occurrence of the incident. Current Situation Last February 8, 2016, death toll rose to thirty seven (37). Rescue efforts were focused on the wreckage of the 17-storey building, where more than 100 people were listed as missing and are suspected to be buried deep under the rubble. Meanwhile, the DFA and Manila Economic and Cultural office reported that two (2) Filipinos were injured from the incident, though they only sustained minor injuries.
