Shooting incident Barangay Marinig Cabuyao, Laguna

Initial Report: The victims were having a drinking session when gunmen on board two motorcycles suddenly arrived and sprayed bullets at them. A total of four (4) deaths and one (1) injured victims were reported due to the said incident.

Incident Grenade explosion in Barangay Batulawan, Pikit, Cotabato February 20, 2016

Last Feb 20, a grenade exploded around 7:30pm after two suspected individuals onboard a motorbike tossed a fragmentation grenade in front of a gas station in Barangay Batulawan, Pikit, Cotabato and resulting to one (1) injured victim who was rushed to Cruzado Medical Hospital.

Coordinated with Mr. Leo Chiong, RHEM Coordinator of RO XII, who provided the details of the monitored incident.

FIRE INCIDENT AT PHOENIX PETRON TERMINAL AND INDUSTRIAL PARK, BARANGAY SALONG, CALACA, BATANGAS (Monitored since February 20,2016) CURRENT SITUATION: As of 7:00pm February 22, 2016, the fire incident is still ongoing but compared yesterday, the size of fire has significantly decreased. There were a total 162 families / 521 individuals currently staying inside the six (6) evacuation centers. B. DISPLACED POPULATION DUE TO ARMED CONFLICT IN DATU SALIBO AND DATU SAUDI AMPATUAN IN MAGUINDANAO (Monitored since February 9, 2016) CURRENT SITUATION: A total 3,754 families/ 18,770 individuals were reported to be affected by this armed conflict. These numbers are constantly changing most of the IDPs are mobile. Displaced families from Datu Saudi Ampatuan went to evacuation centers in Mahad Madia, Elian Market Sitand Elian Primary School. While the displaced families from Municipality of Datu Salibo went to evacuation centers in Mahad, Sambulawan, Mahad Imam and Municipality of Datu Piang. The Regional Office of ARMM is still conducting health assessment to identify the needs and assistance of the affected families. As of this writing, no update was received from the region. C. GRENADE BLASTING INCIDENT IN PERYAHAN VILLAGE, ESPERANZA, SULTAN KUDARAT (Monitored since February 21, 2016) CURRENT SITUATION: As of February 22, 2016, there were at least 43 injured victims reported. Injured victims were brought to RHU Esperanza (20), Tamondong Hospital (4) and Sultan Kudarat Provincial Hospital (17). IV. SPECIAL EVENT (1) A. DROUGHT/DRY SPELL BROUGHT ABOUT BY EL NIÑO PHENOMENON I. BACKGROUND Since the El Niño was set last March 2015, which is manifested by warmer than average sea surface temperature in the tropical Pacific Ocean, it has significantly affected the rainfall pattern in most parts of the country. Rainfall assessment for the month of December showed that most parts of Luzon experienced near to above normal rainfall conditions except for Catanduanes and Palawan which received below to way below normal rainfall. Most provinces of Visayas and Mindanao received below to way below normal rainfall, although there are patches of areas which received near to above normal rainfall specifically the provinces of Bohol, Leyte, Southern Leyte, Camiguin, Misamis Oriental, Davao del Norte, Agusan del Norte, and Agusan del Sur. Twenty three (23)provinces, mostly from Visayas and Mindanao were affected by dry spell; while the provinces of Northern Samar, Samar (Western Samar) and North Cotabato experienced drought conditions in December 2015. The municipality of South Upi, Maguindanao suffered greatly. All of the barangays are affected by the drought with 7,050 households/ 42,300 people are affected in the 11 barangays. CURRENT SITUATION: The extreme heat has caused adverse effects on the well-being of the affected residents. There have been reports of water-borne diseases such diarrhea and vomiting. In addition, heat related illness such as cough and cold, sore eyes, fever and skin diseases. These are generally experienced by children., details of cases reported to follow. World Food Program is conducting a stunting prevention program and are supporting the pregnant and lactating women and children 6 - 23 months in the municipalities of South Upi, Upi, Sultan sa Barongis, Buldon and Datu Saudi Ampatuan in Maguindanao and Lumbayanague and Piagapo in Lanao del Sur through its supplementary feeding program to prevent stunting (low height/length for age) among children from the moment they were conceived until they reach the age of two years old. Specialized nutrition products are provided to them daily through RHU/BHS along with IYCF and other routine health services. Through this program, the effect of El Niño on the nutritional needs of the target participants are being addressed. HEMS-MOO-01-HPR(C)2007 Form1 Rev0

COORDINATING ACTIVITIES AND ACTIONS TAKEN DOH – HEMB:  Coordinated with Mr. Ron Aray, RHEMS Coordinator of DOH ARMM, who provided the details on the monitored event  Continuous monitoring of the regions affected by the dry spell and drought RO ARMM:  Deployed teams to join the Regional Task Force on drought for a three (3) day validation of data in all municipalities of Maguindanao  Deployed RHA team and Nutritional Assessment Team  Augmented 600 sachets of ORS, 200 Jerry cans and 3000 water purifying tablets  Augmented 4000 water purifying tablets to Kabuntalan through ARMM HEART  Augmented 2 boxes of CAMPOLAS to South Upi RHU  Coordinated with UNICEF for water testing kits and World Food Program for implementation of expanded supplemental feeding  Coordinated with WASH Cluster and Nutrition Cluster for possible convergence and planning  Coordinated with PHEMS IPHO Maguindanao, ARMM HEART and OCD ARMM  Strengthen disease surveillance and Health Emergency Management  National Nutrition Council ARMM with Nutrition Cluster (composed of different agencies) planned to assess the rest of the municipality in Maguindanao in the coming weeks  Attended a Regional meeting with ARMM HEART presided by the Executive Secretary of ARMM  Continuous monitoring of the event WEATHER FORECAST: Issued at Valid at Synopsis Forecast
